Among the five priority projects is the East-West Tie, identified by the OPA primarily to meet the need of maintaining long-term system reliability in Northwest Ontario. Consistent with the intents identified in the Long-Term Energy Plan, I am writing to express the Government's interest that the Ontario Energy Board ("the Board") undertakes a designation process to select the most qualified and cost-effective transmission company to develop the East-West Tie. The Board's Policy Framework for Transmission Project Development Plans is well suited to apply to the East-West Tie project. Such an approach would allow transmitters to move ahead on development work in a timely manner, encourage new entrants to transmission in Ontario and bring additional resources for project development. It will also support competition in transmission in Ontario to drive economic efficiency for the benefit of ratepayers. A designation process for the East-West Tie also promotes the Board's electricity objectives of protecting the interests of consumers with respect to prices and of promoting cost-effectiveness in the transmission of electricity. In respect of those particular ends, and given the location and value of the East-West Tie in ensuring reliability and maintaining efficiency and flexibility of the system, I would expect that the weighting of decision criteria in the Board's designation process takes into account the significance of aboriginal participation to the delivery of the transmission project, as well as a proponent's ability to carry out the procedural aspects of Crown consultation . ../cont'd -2- As the Board has noted in its framework, the starting point for transmission project development planning should be an informed, effective plan from the province's transmission planner, the OPA. As such, it would be prudent for the Board to request further analysis for the East-West Tie from the OPA to support initiation of a designation process. In its Long-Term Energy Plan ("LTEP"), Ontario recognized the importance of a modern and reliable transmission system in achieving the province's key electricity sector objectives. The L TEP identified five priority transmission projects to integrate renewables, meet provincial demand growth and ensure reliable service. The OPA has also been directed to prepare a plan for remote community connections and will plan and study additional transmission projects as demand and changes to supply require. Accordingly, I hereby direct the OPA to adjust the AEPP to provide funding support to Aboriginal communities that are exploring equity positions in future, planned, major transmission lines in Ontario where OPA has identified a need for transmission capacity. Funding preference for this initiative should be given to Aboriginal communities where these lines cross a community's traditional territory. The initiative shaH be open to Aboriginal communities as defined by the Feed-in Tariff Program rules. Aboriginal communities applying to the program developed by the OPA under this initiative must be: a) partnered with or exploring a partnership with c;l licensed transmitter in Ontario orb) a licensed transmitter in Ontario or seeking to become one. Further, the OPA shall establish a reasonable timeframe for reimbursement of eligible costs incurred between November 23, 2010 and the date the program developed by the OPA under this initiative is launched. In carrying out this initiative the OPA wm make available up to $500,000 in total funding for each transmission line. Funding for this initiative shall come from within existing funding levels established to deliver the AEPP. In addition, the OPA shall develop appropriate program criteria to carry out this initiative. This direction is effective and binding as of the date hereof.     GLACIOLOGICALRESEARCH IN THE CANADIAN ARCTIC? P. D. Baird” HE glaciers of the Canadian Arctic are amongst the least known of the northern hemisphere. From the earliest surveys, however,it was clear that Tthey containnumerous features of exceptionalinterest tothe glaciologist. The ice assumes many different forms including glacier caps, highland glaciers gradinginto vast areas of transectionglaciers, valley, cirque, and piedmont forms,and finally some unique shelf ice. It is believed that all thisice has non-temperate geophysical characteristics (Ahlmann, 1948, pp. 66-7) and that, therefore,there is a widerange omf types to study,intermediate between Greenland’s polar inland ice, and the temperate ice of Iceland and Norway. The regimen of the glaciersin the Canadian Arctic is apparentlyhealthier than those studied by Ahlmann around the North Atlantic. The highlandrim of northeastarctic Canada was probablythe source region from which the WisconsinLaurentide Ice sheet expanded to cover an area nearly as large as Antarctica in eastern and central North America. At the close of the Wisconsin age the ice disappeared in southern areas and the lowlands of the north, buthas persisted as remnants on Baffin, Bylot, Devon, Ellesmere, and Axel Heiberg islands to the present day (Flint, 1943). The glacierized area underconsideration (Fig. 1) extendsabout 1,600 miles and occupiesan estimated area of 50,000 square miles, Northern Labrador is omitted as only small glacierettes exist today.Ellesmere Island, completely photographed from the air, but still to be mapped in detail, has more than half the total ice for the region. It is found in four distinct areas, Grant, Grinnell, Ellesmere proper, and North Lincoln (or Sverdrup), called “quarters” here for convenience.

Canada now has a legal duty to consult in certain contexts thanks to two recent Supreme Court of Canada decisions.2 These decisions, and the situations that may trigger a legal duty to consult, however, continue to be open to interpretation. This is one reason why Aboriginal organizations increasingly refuse to use the term “consultation” when entering into discussion with Canada—for fear that any talks will be interpreted by Canada as fulfillment of its legal duty to consult and used as justification for taking certain policy decisions. The “meaningful consul- tation” concept is an evolving area of Aboriginal policy development that will continue to be problematic as long as there are competing views of when and how consultation should take place, or indeed what is involved in meaningful consul- tations. Compounding the difficulties of reaching agreement on what triggers or constitutes sufficient consultation can be a general mistrust of government.

RENEE WISSINK,3,4 BARRY G. TROKE,3,5 DOUGLAS A. CLARK3,6 and JAMES D. JOHNSON1 (Received 28 June 2000; accepted in revised form 2 March 2001) ABSTRACT. Radiotelemetry was used to determine whether Lake Hazen arctic charr (Salvelinus alpinus) were anadromous and to determine movements of the charr within the lake. In 1995 and 1996, 62 and 55 charr, respectively, were captured, radio-tagged, and released back into the lake. A fixed data acquisition system recorded limited movements of radio-tagged charr in the upper reaches of the Ruggles River, the only outlet from the lake to the sea, in 1995. When movements of radio-tagged charr within Lake Hazen were monitored opportunistically in 1995, most of the relocated charr were found in warmer, more productive waters associated with inflowing streams. No movements of radio-tagged charr in the Ruggles River were recorded in 1996 when the data acquisition system was operated in the lower reaches of the river. These observations supported the conclusions of a study of Lake Hazen charr otolith strontium distribution that Lake Hazen charr were non-anadromous. The Ruggles River may be a detriment to anadromous behaviour because of its length (ca. 29 km), velocity (up to 2.25 m·s-1), and the year-round presence of aufeis (layered ice buildup). In summer, instead of migrating to the sea to feed, Lake Hazen charr appear to move to feed on abundant prey found in areas where inlet streams enter the lake.
