Virgilio Vásquez Resumen Ejecutivo El distrito de Santa Anita está ubicado en la provincia de Lima y fue creado en el año 1989, por lo que este territorio previamente había pertenecido a los distritos de Ate Vitarte y El Agustino. Para el año 2015, la población ascendía a 228,422 habitantes, con edad promedio entre 25 y 35 años, distribuidos en una superficie de apenas 10.69 km2.. Haciendo uso del Modelo Secuencial de Planeamiento Estratégico creado por D’Alessio (2015), se ha formulado una visión del distrito para el año 2040, en la cual se propone continuar liderando el comercio mayorista de alimentos a nivel nacional, para convertirse en uno de los primeros cinco distritos del Perú en desarrollo humano, brindando seguridad para los ciudadanos, con un alto nivel educativo y con un sistema de transporte que impulse el desarrollo sostenible. Esto se cuantifica a través de los objetivos de largo plazo y se logrará a través de la implementación de las siguientes estrategias retenidas: (a) desarrollar industrias procesadoras de alimentos, a partir de insumos que llegan al mercado mayorista; (b) desarrollar un centro de acopio con cámaras refrigeradas para productos agropecuarios, (c) penetrar el mercado de las provincias de Lima con productos agropecuarios, (d) integrar horizontalmente a las empresas privadas por sector para aumentar la capacidad de producción, (e) penetrar con servicios de asistencia alimentaria, (f) desarrollar un sistema de transporte integrado que reduzca los tiempos de traslado, (g) desarrollar infraestructura vial, (h) desarrollar campañas educativas de reciclaje, recuperación y reutilización; (i) penetrar con servicios de seguridad al aliarse con empresas privadas, y (j) desarrollar servicios educativos públicos-privados, a través de alianzas con empresas de prestigio dedicadas a la educación primaria y secundaria. Gracias a la implementación de este plan estratégico se logrará que en el año 2040, el distrito de Santa Anita tenga un índice de desarrollo humano superior a 0.80, mejorando la calidad de vida de todos sus habitantes, quienes en su mayoría, estudiarán y trabajarán en el mismo distrito. Abstract The district of Santa Anita is located in the province of Lima and was created in 1989, over a territory that previously had belonged to the districts of Ate Vitarte and the Agustino. By 2015, the population was 228,422 inhabitants, with an average age between 25 and 35 years old, distributed over an area of only 10.69 km2. Using the Sequential Model of Strategic Planning created by D'Alessio (2015) a vision of the district for the year 2040 has been developed, in which it is proposed to continue leading the wholesale food trade at national level, to become one of the first five districts of Peru in human development, providing security for citizens, with a high level of education and with a transport system that promotes sustainable development. These have been quantified through the long-term objectives and will be achieved through the implementation of the following retained strategies: (a) to develop food processing industries, from inputs that reach the wholesale market; (b) to develop a collection center with refrigerated chambers for agricultural products, (c) to penetrate the market of the provinces of Lima with agricultural products, (d) to integrate horizontally private enterprises by sector to increase production capacity, (f) develop an integrated transportation system that reduces travel times, (g) develop road infrastructure, (h) develop educational campaigns for recycling, recovery and reuse; (i) penetrate security services by partnering with private companies, and (j) develop public-private educational services, through alliances with prestigious companies dedicated to primary and secondary education. DEROGATIONS: NOTIFICATIONS UNDER ARTICLE 4 (3) OF THE COVENANT 22 March 1983 (Dated 18 March 1983) First notification: The Government has declared the extension of the state of emergency in the provinces of Huanta, La Mar, Cangallo, Victor Fajardo y Huamanga, in the Department of Ayacucho, Andahuaylas in the Department of Apurímac, and Angaraes, Tayacaja and Acobamba in the Department of Huancavelica and for a period of 60 days from the date of the issue of the Supreme Decree No. 003-83-IN of 25 February 1983. Suspension of the constitutional guarantees provided for in paragraphs 7, 9, 10 and 20 (g) of article 2 of the Political Constitution of Peru, which relate to the inviolability of the home, liberty of movement in the national territory, the right of peaceful assembly and the right to liberty and security of person. In a communication received by the Secretary-General on 4 April 1983, the Government of Peru specified that the state of emergency extended by Supreme Decree No. 003-83-IN of 25 February 1983 was originally proclaimed by Supreme Decree No. 026-81-IN of 12 October 1981. During the second semester of this year, unemployment in the urban area decreased by 44.3% compared to the previous year, that is, 6 million 135 thousand 700 people, which significantly affects the poor and the extreme poor1. Lack of income means that buying soap and other implements to carry out hand and respiratory hygiene can be even impossible for many households. In Lima, the urban poor pay 6 times more for water than a household connected to the SEDAPAL network2. However, this more onerous payment made by poor households is not synonymous of continuous and quality service. On the other hand, public markets have been identified by the government as a high-risk point for COVID-19 transmission.

As in any other product decision made by farmers, the economic incentive is undoubtedly the strong- p2 est impulse in the decision of individuals to embark in coca cultivation. Whether or not the decision is a safe route to social prosperity is something that can be better de- termined based on the data analysis of the Human Development Index (HDI) prepared by the United Nations Development Programme (UNDP). HDI and coca crops by districts In Peru the number of hectares cultivated annually has varied in the last decade from forty five thousand to sixty thousand hectares, according to data provide by UNODC’s Illicit Crop Monitoring Programme in Peru. These figures have been very much below the historic maximums of over one hundred thousand hectares of coca crops reached at the end of the decade of the eighties and beginning of the nineties.
