    The European Council in Theoretical Perspectives: The Principals on a Fusion Path Wolfgang Wessels and Verena Schäfer Jean Monnet Chair, University of Cologne [email protected] [email protected] Paper presented at the Tenth Biennial Conference of the European Studies Association Montreal, 17-19 May 2007 Panel: “Power and Negotiation in the European Council” 1 Abstract: Since its creation in the 1970s no other institution has formed the European Union so intensively and continuously like the European Council. This “key institution” of the European Union takes nearly all major decisions for the EU and the institutional architecture and has also an academic value as a key body for testing integration related theories. This paper invites to take up and discuss a broad variety of competing classic theories (realism and intergovernmentalism, federalism, neo-functionalism) and theoretical approaches (constructivism, sociological institutionalism and fusion thesis) to characterize and explain fundamental features of the European Council. By mapping this indefinable “locus of power” in a conceptual ream this paper may also contribute to improve the understanding of the evolution of the EU system in general. 2 I. Introduction: the European Council as key institution and key variable Summits are in general fascinating: With epoch making decisions they are supposed to shape the course of history or at least to mark fundamental shift und tectonic junctures. Turkey’s aspirations to join the European Community are however much older and stand for long, yet troubled relations with the EU. In a historic perspective, this follows the similarly close but unsteady relations of Turkey and the Ottoman Empire with today’s EU member countries in earlier centuries. The Beginning of EU-Turkey relations Turkey’s official application for membership of the European Economic Community marks the beginning of formalized and close relations between Turkey and the Community in 1959. While today, in 2017, recent relations are under close scrutiny due to the latest developments within both the EU and Turkey, the picture of Turkey as a possible member state was far more positive at the early stage of the European Communities (see Document 1). This Executive Training focuses on the financial framework of the European Union (EU). The deal for the new long-term budget 2021-2017 is still under discussion, while severe differences remain between the countries that are net contributors and those that are net recipients of EU funds. One issue of consideration is how the new EU budget will be allocated across the numerous policy areas. Another question is whether the EU member states will decide to raise the budget above 1 percent of the EU’s combined gross national income; a threshold that perhaps comprises a severe impediment for the Union to achieve ambitious goals on issues ranging from climate change to digital transformation. Given the current limitations and challenges concerning the formulation of the new budget, this training seminar will elaborate on the strategic role that member states and parliaments of all levels play and work on avenues for insight and influence in the ongoing negotiations on the new Multiannual Financial Framework (MFF) 2021-2027. Participants will upgrade their strategic knowledge on the EU’s multi-level and multi-actor playing field, develop key skills in EU monitoring and share best practices regarding these critical negotiations in a year that is critical for the EU’s future.

    Prof. Dr. Wolfgang Wessels Prof. Dr. Wolfgang Wessels holds a Jean Monnet Chair ad personam for Political Science and is Director of the Centre for Turkey and European Union Studies (CETEUS) at the University of Cologne. He has a Master Degree in Economic and Political Science (1973), a doctorate in political science from the University of Cologne (1979) and he received the Venia legendi in Political Science of the University of Bonn in 1990. Since summer 1994, he is chairholder and since 2011, is honored ad personam of the Jean Monnet Chair for Political Science at the University of Cologne. In 2011 he was awarded for 'Lifetime Achievement in Contemporary European Studies' by the University Association for Contemporary European Studies (UACES). In 2015 he was awarded with the “Universitätspreis Forschung“ by the University of Cologne for his excellence in research and in 2016 with the “Vision for Europe” award by the Prague European Summit. Prof. Wessels is co-editor of the “Jahrbuch der Europäischen Union” (35th Edition) and the “Europa von A-Z, Taschenbuch der europäischen Integration” (14th Edition) and has published widely in leading journals and edited volumes. He is involved in several research and teaching networks such as FEUTURE, THESEUS, PADEMIA and OPAL. It does so by outlining and discussing several narratives which represent influential interpretations of EU-Turkey relations at different times in history. It is argued that narratives on EU- Turkey relations became increasingly competitive in the course of time, both within EU and Turkey as well as between them. The paper maps these changes of narratives in light of different historical milestones and phases. The periodization also serves to outline trends of conflict, cooperation and convergence as manifested in the political discourse. Thereby, the paper also serves as starting point for the ensuing qualitative analysis of a vast set of sources, representing the debates in Turkey and the EU. Bu çalışma FEUTURE projesinin AB-Türkiye ilişkilerinin belirleyici faktörlerini analiz eden araştırmasını tarihi bağlama oturtmayı amaçlar. AB-Türkiye ilişkileri hakkında farklı dönemlerde yapılmış olan etkili yorumlamaları çeşitli anlatılar olarak ele alır, özetler ve tartışır. Söz konusu anlatıların zamanla hem AB ve Türkiye içinde hem de aralarında bulunan ilişkide gittikçe rekabetçi bir hâl aldıkları öne sürmektedir. Çalışma anlatılar kapsamında vuku bulan değişimleri tarihi dönüm noktalarının ve evrelerin ışığında aydınlatmayı tasarlamaktadır. Elde edilen periyodizasyon aynı zamanda siyasi söylemden yola çıkarak çatışma, işbirliği ve yakınlaşma trendlerini belirlemeğe yardımcı olur. Böylelikle, bu çalışma Türkiye ve AB’deki tartışmaları temsil eden geniş bir dizi kaynakların nitel analizinin başlangıç noktasıdır.
