BOLAN M.A. THESIS ADVISOR: ANDREW BENNETT, PH.D. ABSTRACT What factors most heavily influence the risk perceptions of seniorAmerican leaders as they consider the use of military force? This study employs qualitative research methods and process tracing to probe the history of multiple American military interventions into Afghanistan and Iraq for insights into the changing risk perceptions of presidents and their senior advisors as they contemplate military action. This research project examines the roles played by the global distribution of power, the nature of the threat as measured by balance-of-power and balance-of-threat considerations, the policymaker’s strategic decision-making domain, and cognitive heuristics. The study charts the impact of these various factors on the perceptions of the political, policy, military, and economic risks associated with American presidential decisions to initiate, sustain, and terminate military interventions overseas. The specific cases considered include President Carter’s decision to avoid military intervention in response to the Soviet invasion of Afghanistan in 1979, President George W. Bush’s decision to initiate Operation Enduring Freedom in Afghanistan in 2001, President George H.W. Bush’s decision making to both initiate iii and terminate Operation Desert Storm in response to Iraq’s invasion of Kuwait in August of 1990, and President George W. Bush’s decision to order Operation Iraqi Freedom in 2003 and his subsequent decision to surge additional troops into Baghdad in 2007. In particular, these cases demonstrate the influential roles played by balance- of-threat considerations and the cognitive heuristics of representativeness, availability, and anchoring in presidential Bush lost a lead in the polls and subsequently the presidency to Bill Clinton. This study helps to account for that loss by illuminating weaknesses in his campaign stump speech. Bush's speech at Penn State University reflected his difficulties in distinguishing himself from his challenger and articulating a vision for his second term. Bush brought his reelection campaign to the University Park campus of the Pennsylvania State University. Speaking on the steps of Old Main to a cheering crowd of supporters, Bush said little new in the speech. Yet it still proved controversial, not so much because of what Bush said, but because of the way the event was staged. Sparking controversy over the distribution of tickets and the treatment of protestors at the event, Bush's appearance dramatized the difficulties of staging campaign events at colleges and universities. It also raised larger issues about politics and free speech on campus. Bush's speech at Penn State was carefully prepared and vetted by his speech‐ writing staff and White House advisers. Yet despite all the effort that went into the speech, it was vague, uninspired, and unresponsive to criticisms of his administration, reflecting the larger problems with Bush's faltering campaign.

    2016 Veterans Day Benefit Gala 2016 Gala Guest Speaker General (R) Jack Keane General Jack Keane served 37 years in the Army, rising to the rank of four-star General. Most recently, he held the position of the Vice Chief of Staff of the Army. During his four years in this job as Chief Operating Officer of the United States Army, he managed operations of more than 1.5 million soldiers and civilians in over 120 countries and an annual budget in excess of $110 billion dollars. Throughout his tenure in this position the Army has fought and won wars in Afghanistan and Iraq, while supporting numerous worldwide peace operations, maintaining readiness, and transforming to a faster, more deployable force. As the Vice Chief of Staff, General Keane developed and maintained strong relationships, on behalf of the Army, with Congress, the media, opinion leaders, national security policy makers, and the American people. He testified before Congress on 18 separate occasions on subjects as diverse as the war in Iraq, Military Health Care, the Budget, Environmental Law, Army Readiness and Army transformation. General Keane was a career paratrooper who commanded at every level. He served as the Deputy Commander-in-Chief of the United States Atlantic Command prior to becoming the Army’s Vice Chief of Staff, and was featured in Tom Clancy’s book, AIRBORNE. He is a combat veteran having served as a platoon leader and company commander in Viet Nam. His units deployed to Somalia, Haiti, Bosnia and Kosovo. General Keane graduated from Fordham University business school in 1966 with a Bachelor of Science Degree in Accounting and holds a Masters of Arts Degree in Philosophy from Western Kentucky University.
