In the Air Quality Clash 276 The Social Construction of the Dutch Air Quality Clash_vDEF_Opmaak 1 16-02-16 12:55 Pagina 1 Tobias Arnoldussen T o b i a s A r n o l d The Social Construction of u s s e n the Dutch Air Quality Clash T How Road Expansions Bit the Dust Against Particulate Matter h e S From a small policy issue in the 1990 s, air quality suddenly became a hotly debated o c public problem in the Netherlands from 2004 onwards. During the ensuing political i a l and legal clash over air quality in the years 2004 - 2010 , Dutch infrastructure C development and road expansion grinded to a halt on account of exceedance of o n the legal standards for air pollution. Tobias Arnoldussen analyses this sudden s t emergence of air pollution on the Dutch political agenda by reviewing court cases, r u policy documents, European Environmental Law and the alarming research data c t i on a new type of air pollution, Particulate Matter. o n o f Using social constructivism and discourse analysis as methods of socio-legal t inquiry, Arnoldussen relates the emergence of the clash to innovative legal h e strategies of the environmental movement, the concerns of epidemiologists, D ambitious European policy makers and an activist judiciary wielding its substantial u t c political influence. On the level of law and policy he considers the clash to be the h result of the increased Europeanisation of Environmental Law, the failed ecological A i r modernisation of mobility and the growing role of a precautionary approach in Q European and Dutch law and policy. u a l i t y C l a s h 16.007 - 16.02.2016 - Rug 27,8 mm The Social Construction of the Dutch Air Quality Clash De handelseditie van dit proefschrift is verschenen bij Boom juridisch onder ISBN 978-94-6236-639-8 The Social Construction of the Dutch Air Quality Clash How Road Expansions Bit the Dust Against Particulate Matter De sociale constructie van de fijnstofstrijd in Nederland Hoe wegverbreding in het stof beet vanwege PM10 Proefschrift ter verkrijging van de graad van doctor aan de Erasmus Universiteit Rotterdam op gezag van de Rector magnificus Prof. dr. • Bos-Variant Ten Onder in Politiek Spel

They long to know what the decision-makers are thinking, so they can plan ahead. They yearn to be in the loop, to have the drop on things. It is the genius of the lobbyists and the consultants to understand this need, and to satisfy it in the most imaginative way. Business forums are vehicles for forging links and maintain a dialogue with business, industrial and trade organisations. They allow the discussions of general and pre-legislative issues in a different context from lobbying contacts about specific matters. They provide an opportunity to get Members of the European Parliament and other decision-makers from the European institutions together with various business sectors.

Legislative power is held by a bicameral Parliament. The First House (EersteKamer or Senate) consists of75 members, who are appointed for a four-year term by the 12 Provincial Councils. The Second House (TweedeKamer or House of Representatives) has greater legislative power and consists of 150 members elected every four years on the basis of a proportional system. The Head of State is the Monarch (currently the King), whose function is largely ceremonial, though also influential. Executive power is exercised by the Government. Based on parliamentary election results, the Monarch appoints the Prime Minister, who then chooses the members of the Council of Ministers or the Cabinet. The Council of Ministers plans and implements the Government policy. The Ministers, collectively and individually, are responsible to the Parliament.

  • Pvda, Groenlinks En
