More women are educated, forming 47.1% of female labor force participation. Those employed are mostly in the service industries and other sectors such as manufacturing (30.1%), wholesale, retail trade, hotels and restaurant, and agriculture (15.9%). Women today consist of almost half of the population and exceed boys in the tertiary sector by a ratio of 80:20. Despite these achievements, however, women’s labor force engagement remains confined to “traditional women’s occupations” such as those of primary school teachers, data entry clerks and other clerical jobs. -

Kajian Malaysia, Vol. 30, No.1, 2012, 21–50 RISK IN MALAYSIAN AGRICULTURE: THE NEED FOR A STRATEGIC APPROACH AND A POLICY REFOCUS Okezie Chukwukere Austin1,2* and Amir Hussin Baharuddin2 1Department of Agricultural Economics, Michael Okpara University of Agriculture, Umudike Nigeria 2School of Social Sciences, Universiti Sains Malaysia, Penang *Corresponding author: [email protected] The agricultural sector is exposed to a variety of risks that occur with high frequency. These risks include climate and weather, natural catastrophes, pests and diseases, which combine to cause highly variable production outcomes. The broad objective of this study is to examine these agricultural risk factors and the policies in place for countering them. The approach adopted here includes an in- depth review of literature, government policy documents and Emergency Disasters Databases (EM-DAT) data on disaster occurrences. Inferential statistics were employed in data analysis. Risk management in agriculture ranges from informal practices such as the avoidance of highly risky crops and crop and income-source diversification to formal measures such as crop insurance, a minimum-support price system and a futures market. Statistics show the prevalence of weather-related hazards of cyclone, floods, landslides, earthquake and tsunami. As to the impact of such hazards on human health, statistics for 1980–2010 show that deaths caused by epidemics amounted to 43.4% of all deaths arising from natural disasters. Epidemics accounted for the highest number of deaths against 5.8% the lowest arising from mass movement (dry). Government policy documents show that efforts have been made to manage hazards, such as the construction of the Stormwater Management and Road Tunnel (SMART), the tsunami-recovery plan and the December 2006 flood- recovery plan, among others. -

When the New Economic Policy began to show some results in the early eighties, the Western Press and local opponents of the Government began to talk about cronyism. Whoever succeeded in a developing country like Malaysia, did so because they were the chosen favourites of the Government, particularly the head of the Government. 2. I came in for virulent attacks because some Malays actually did well in business. They were all labelled my cronies whether they were indeed my cronies or not. Anyone who succeeded was immediately defined as my crony. 3. Many close friends, relatives and members of my family who failed in business would not be called cronies. 4. It is not the actual relation or association with the leader that qualifies one to be the crony of the Prime Minister. It is the success of the individual. Failures, no matter how close they may be to the Prime Minister would not be called cronies. 5. This left me in a quandary. As head of the Government I had to ensure the success of the NEP objective of reducing the disparities between the bumiputeras and the non-bumis. This reduction must be achieved at all levels, not excluding the rich and the very rich. It wouldn't do to have parity among the low income and middle income only, while big businesses are all in the hands of the non-Bumiputera millionaires. 6. While most Bumiputeras who were given shares and opportunities to do business abused these opportunities, a few tried seriously and some of them succeeded. -

The ‘Gender Mainstrea- ming: Justice for All’ Conference held in Penang on 31 July and 1 August 2010 drew almost 200 participants from all races and ages. The participants were welcomed by the chair, YB Lydia Ong, the Penang State Government Exco member in charge of Youth and Sports, Women, Family and Com- munity Development, whose of- fice was sponsoring this impor- tant event. In her short message, Lydia expressed her delight at the Dato' Latifah Merican Dr Cecilia Ng turnout and called upon all present to step forward to push for good governance and gender mainstreaming in Malaysia, par- ticularly in Penang. She reminded all that we had a long way to go since she was the sole woman member of the Penang State Exco, and that there were only three women out of 42 Penang State Assembly members. Introduction The past economic success of Malaysia has fallen into the middle-income trap. The pressure is for Malaysia to move upwards to become a high income country by 2020. Coupled with this pressure is the global economic recession. Like many other countries, Malaysia has introduced/ implemented stimulus packages to ride out the crisis. However, the impact of the present crisis may still be felt long after the recovery in that such measures may constrain future fiscal flexibility, since the resulting future budgets will need to be financed (Asher, 2009). The Malaysian government has recently announced a deficit at 5.6 per cent of GDP for its 2010 Budget, compared with 7.4 per cent in 2009. -

AFFIRMATIVE ACTION Posted by Dr. Mahathir Mohamad at August 26, 2008 5:28 PM 1. Affirmative action by its very nature must involve discrimination. 2. Affirmative action is about correcting imbalances between groups. But in the process, the interest of individuals would have to be sacrificed. It is unfortunate for the individual concerned but if no one's interest is to be sacrificed then corrections cannot be made. The status quo would remain and this would mean there would be no affirmative action. Simply said, no corrective action would be possible unless there is some discrimination against someone. 3. Golf is a great game. But like other games the poorer players would be given handicaps. Otherwise golf would be very boring as the good golfers win every time. 4. In boxing we cannot match a heavyweight against a lightweight. The latter would be hammered to a pulp. 5. In horse racing the lighter horse would carry weights so that the race is between evenly matched horses and riders. 6. Globalisation has been promoted by the rich countries. 7. The essence of globalisation is open borders or a borderless world. With this, the rich and the well-endowed will have unrestricted access to the countries of the poor in order to exploit them. Of course the poor can have access to the rich countries too. It sounds fair. The playing field seems to be level. 8. But what will certainly happen is that the rich will go into the poor countries and with their capital, their managerial skills, and their technology, would overwhelm the people in the poor countries with their small businesses, limited skills and limited capital. -
