CREADIS3 STUDY VISITS

Fifth study visit to to on 11-12 April 2019 CREADIS3 5th study visit took place in Western Greece from 11 to 12 April 2019. Based on a 2- days programme, it was focused on the topic: Culture and Innovation in CCIs ecosystems: mobilising local resources. It was combined with the start of the 6th Technology Transfer Exhibition - Innovation Quest (Patras IQ) in Patras. This international exhibition was held on 12-14 April 2019 and co-organized by the Ministry of Education, Research & Religious Affairs, the Ministry of Economy and Development, the University of Patras, the Chamber of Commerce of Achaia, the Region of Western Greece, the Hellenic Open University and the Technological Educational Institute of Western Greece. Its main objective is to create a critical competitive advantage both in the research community and in the productive sector through a continuous effort to solve problems and apply innovative ideas for the development of new and optimization of existing products and services, aspiring to take part in the national and global markets. Moreover, PATRAS IQ is one of the CREADIS3 Project’s Good Practices distinguished by Interreg Europe Policy Learning Experts.

General introduction on Western Greece The Region of Western Greece includes three regional units (NUTS3): Aitoloakarnania (EL631), Achaia (EL632) and Helia (EL633). Consists of 19 municipalities and the number of inhabitants is 679.796 according to the 2011 census (the 6,28% of the population of Greece), with a population density of 60 inhabitants/km2. The surface covers 11.350 km² (the 8,6% of the surface of Greece). In the strategic priorities of RIS3 are including the Cultural Creative Industries (CCIs) as “smart specialization districts”. With appropriate adjustments, they can be the driving force of Western

Greece's economy, constituting actions with great implementation opportunities that enable the development of specialized activities. Restructuring and modernization of these dynamic economic activities of the Region of Western Greece (RWG), as well as the transformation of creativity through the exploitation of innovation and knowledge, can bring greater added value, posing a significant challenge to the achievement of the objective of smart specialization in RWG. Strengthening entrepreneurship by developing new creative standards in the cultural industries by Small and Medium-sized Enterprises (SMEs), enhancing their outward-looking entrepreneurship and internationalization, and supporting the systematic promotion of the Culture and Creativity Sector is one of the priority axes of the Region of Western Greece.

Day 1 – 11th April The 1st day took place in Ancient Olympia, the Olympic Games’ birthplace and at the International Olympic Academy venue http://ioa.org.gr/. There, the study visit began with the Steering Committee meeting and an Internal session only for CREADIS3 Partners in which they discussed about the development of the Action Plans.

At the same time a Stakeholder meeting only for CREADIS3 stakeholders was carried out. This thematic session was devoted to Exploring the cultural artistic potential in CCI ecosystems, Implications for internationalization.

Afterwards, the stakeholder meeting conclusions, in which both CREADIS3 Partners and Stakeholders participated, took place.

Between others, the project partners’ stakeholders had the potentiality to interact with each other and exchange their experiences, according to their specializations.

Later on a presentation by the International Olympic Academy organization representative and a presentation of the good practice Olympia International Film Festival for children and young people followed.

After lunch, a guided tour at the Museum and the Archaeological site of Ancient Olympia took place.

During the afternoon Mr. Vasilis Papalyberis, Head of the Organizing Committee and President of the Hellenic Cultural and Educational Club for UNESCO, presented the Annual World Cultural Heritage Youth Symposium https://olympiayouthsymposium.com/.

Afterwards, the two, paired project partners Emilia-Romagna Region and the Regional Development Fund of the Region of Western Greece, led two workshops, where CREADIS3 Partners as well as the stakeholders participated.

The workshop led by Emilia-Romagna was named Creative economy and local branding (subtheme: Support international territorial attractiveness to increase investment in the creative potential of the region and retain talents/creative entrepreneurs) and the one led by Western Greece Social and economic aspects of creative sector. New business models (subtheme: Support the internationalization of SMEs through new business models).

At the end of the two workshops conclusions were presented by the participants.

To end the first study visit day a dinner in Patras was organized by the Hosting Partner.

Day 2 – 12th April During the 2nd day, the participants had the opportunity to visit some main organizations of CCI’s sectors and Innovation HUB, in the Patras area. As this was the “opening” day of the 6th Technology Transfer Exhibition - Patras Innovation Quest (Patras IQ), the consortium could play a role as being a part of it! An interactivity session took place during the afternoon, in the thematic axe: Creative Ecosystems in Europe. Insights and Reflections.

After concluding the CREADIS3 operations, the participants had the opportunity browsing the exhibition.

The 2nd day visit started at the Patras Science Park https://www.psp.org.gr/, where Professor V. Anastasopoulos presented the Introduction in the innovation ecosystem of Western Greece. Presentation of hubs and SMEs to the Partners. They also had the opportunity to Know the Clean Tech Energy Hub and the Blue Innovation Hub.

Right after visiting the Patras Science Park, the delegation was carried to the Archeological Museum of Patras http://www.ampatron.gr/.

There they knew more about the published good practice in the Interreg Europe Policy Learning Platform: Building a new relationship with the children's audience. "Building" the visitors of the future.

Continuing with another good practice, the participants were guided to a tour to the Patras Carnival Lab https://www.carnivalpatras.gr/carnival-workshop/ The Patras Carnival is a space of carnival & artistic creativity with pioneer & innovative character.

During the afternoonn, before visiting the 6th Technology Transfer Exhibition - Patras Innovation Quest (Patras IQ) , a guided tour to the Apollon Theather – Patras Municipal Theater was carried out.

Finally, an open session at Patras IQ was organized: “Creative ecosystems in Europe. Insights and reflections”, starting with Mr. Apostolos Katsifaras’ welcoming, President of Regional Development Fund and Regional Governor of the Region of Western Greece, and Prof. Demostenes Polyzos, Vice Rector of Research and Development – University of Patras, President of the Organization Committee of Patras IQ.

Then, Mr. Spyros Papaspyrou, CREADIS3 Western Greece Partner representative, explained The creative ecosystem in Western Greece. Afterwards, Basque Country’s stakeholders’ representatives, Mr. Rubén Otero, Director of eServices Area, Tecnalia Research & Innovation and Mr. Mikel Zorrilla, Head of Digital Media, Vicomtech, presented “KSI Berritzaile: Technology Transfer to the CCI’s sectors. The Basque experience”.

Also Prof. Flaviano Celaschi, President of the Emilia-Romagna regional cluster on Cultural and Creative Industries and Mrs. Elena Vai, Creative Director Bologna Design Week presented the Creative ecosystem in Emilia-Romagna Region.

After listening to Mr. Theodoros Tsoumpelis, Achaia Chamber of Commerce General Secretary, Prof. Vasilis Avdikos, Regional Development Institute – Panteion University of and Mr. Andreas Tsiliras, Cultural Manager, Co-founder of Mosaic, the participants had the opportunity to walk aolong the Patras IQ exhibition.

CREADIS3 MEETINGS CREADIS3 in the thematic workshop on “The transforming power of cultural and creative industries”, 4th June in Riga On 4th June CREADIS3 took part in the Thematic Workshop on The transforming power of cultural and creative industries, organized by the Interreg Europe Policy Learning Platform in Riga.

There, Josean Urdangarin, representing the CREADIS3 project Leader, the Basque Country, had the opportunity to discuss and exchange knowledge concerning CCIs related issues, such as their impact on social, democratic and cultural wealth as well as on the industrial and economic fields. Also other assets were discussed, e.g. unlocking CCIs potential and increasing their collaboration with other sectors of the economy to become a factor of competitiveness for the European economy.

The CREADIS3 had the opportunity to bring its knowledge and contributions to a small-scale and highly focused workshop, meeting other Interreg Europe projects (CRE:HUB, RCIA…) with experience in unlocking the potential of cultural and creative industries (CCIs) and to discover the Latvian know-how in the field by attending a site visit to the Creative industries incubator.

CREADIS3 presentation within the framework of Interreg Europe Green Screen project: circular economy in audiovisual? The Ministry of Culture of the Slovak Republic was invited by the Slovak Film Commission to present CREADIS3 projects and its positive impacts on cultural and creative industry ecosystem in Slovakia. The presentation took place on 29th April 2019 during the 2nd panel of lectures organized within another Interreg Europe project called Green Screen. In the beginning the focus was mainly put on aims and outcomes of CREADIS3 project. After that the audience had also the opportunity to learn more about good practices identified within CREADIS3 and about different ways of sharing ideas and experience between its project partners, that will be an important source for creating more efficient CCI policies in their territories.

The majority of the audience was mainly represented by film professionals, as the Green Screen project addresses the issue of sustainable development of the audiovisual sector and aims to reduce the carbon footprint of European film and television production.

2nd workshop on Action Plan organized in Central Finland Branding the food is the theme for Central Finland Action Plan Central Finland CREADIS3 Action Plan was one of the topics in a seminar arranged by JAMK University of Applied Sciences on 5th March 2019 in rural environment, at an old farmhouse some 30 km from Jyväskylä. The seminar had four themes, one of which was tailored for CREADIS3 action plan development, with a theme ”Dreaming of a fabulous culinary region”. The world café style workshop was led by CREADIS3 project manager of Regional Council of Central Finland, and the results of the workshop will form essential part of the action plan. Participants of the workshop came from the host organisation, Regional Council of Central Finland, Central Finland Centre for Economic Development, Transport and Environment and from local businesses.

CREADIS3 presentation at Institute of Public Policy on Comenius University in Bratislava On 2nd May the CREADIS3 project was presented to students of the Institute of Public Policy on Comenius University in Bratislava. The aim of the lecture was to provide students with basic overview of European Structural Funds and their programmess. In particular, the Interreg Europe programme was presented as a programme to assist regional and local governments across Europe to develop and deliver better policies.

Under this program, as a case study, the CREADIS3 project was presented. The presentation mainly focused on project contribution to the development of public policies to support the cultural and creative industries in the Slovak Republic with a particular focus on the process of preparing a new Action plan for the development of CCIs.

CREADIS3 Basque stakeholder EIKEN participated in the workshop “Europe’s content industries: New opportunities for storytelling, funding and technology” Last 11th April a workshop, supported by the European Commission, was organized at the Delegation of the Basque Country to the EU in Brussels. The Basque Delegate in Brussels, Marta Marín, put the focus on CREADIS3 project and the regional dimension of CCIs. Basque stakeholder EIKEN’s President, Aletxu Echevarria, also took part in the roundtable. The event focused on Europe’s content industries: New opportunities for storytelling, funding and technology. This roundtable was intended to open a cross-sectoral, pan-European discussion on how the European programmes might develop during the 2020s, and how these inter-related industries could best prosper in global and European markets. The dialogue brought together leaders in video and film production, augmented and virtual reality, innovative finance, technology platforms, and in European and member state policy making. The half-day workshop counted also with the presence of representatives of the European Institutions, which will be directly involved in the decision-making process relating to the European programmes and budgets, as well as with representatives of the Cultural and Creative sector.

CREADIS3 STAKEHOLDER MEETINGS 5th stakeholder meeting took place in Slovakia Local stakeholders of Slovakia met on 4th April 2019 in Slovakia. The meeting started with the Introduction to the preparation of the Action Plan of CCIs Development (CREADIS3 project, methodolody and action lines of action plan). Based on the CREADIS3 methodology, the Action Plan will have a maximum of 12 actions. The Action Plan will be set up for 2020-2021. Action Plan as the main output of the project will provide information on how the experience gained from project cooperation will be implemented in order to improve the policy instrument addressed in the region. Specifically, it will determine the nature of the activities to be implemented, their timeframe, participants, costs and sources of funding. It will contain the following lines of action: 1) Improve the quality of interventions in relation to cultural and creative industries at national level 2) Supporting the development of regional policies in the cultural and creative industries 3) Creating a new Strategy of Development in Cultural and Creative Industries Later on, the Action Line no. 1: Improve the quality of interventions in relation to cultural and creative industries at national level at national level was presented in detail:  Brief information about the initial situation and problem areas defined within this action line: CREADIS3 commitment to improve the policy instrument identified (IROP PO3)  Conclusions of the Evaluation of the 2015-2017 Action Plan: Several tasks related to CCI support from ESIF funds were not fulfilled in the AP deduction.  The issue of CCI is currently within the competence of the Ministry of Culture of the Slovak Republic and the Ministry of Economy of the Slovak Republic, but there is no stable form of cooperation that would provide space for mutual information exchange and synergy of planned interventions.

 Insufficient co-operation and communication between public authorities and the private sector in the field of CCI considering the development of support measures for CCIs.

Based on defined issues, the following actions have been suggested:  Interim evaluation of ESIF 2014-2020 instruments supporting CCIs Objective: identification of problem areas related to process of setting and implementation of ESIF instruments and giving recommendations and proposals for better addressing of needs that are reflected through ESIF programs in order to more effectively implement programs aimed at supporting CCI in the next programming period.  Creating a platform for CCIs Objective: Create an effective communication platform between the public and private sectors in the cultural and creative industries. Finally, discussion about the suggested action lines between stakeholders followed.

6th stakeholder meeting on 6th May in Bratislava The last stakeholder meeting took place on 6th May in Bratislava, Slovakia. Recognizing the importance of cooperation between public administrations and its key actors in the development of cultural and creative industries in the regions, representatives of regional and local authorities were invited to this stakeholder meeting as experts to develop a common debate on this issue. After a brief introduction to the preparation of the Action Plan of CCIs Development (CREADIS3 project, methodolody and action lines of action plan), a fully detailed presentation on Action Line no. 2: Supporting the development of regional policies in the cultural and creative industries, was carried out.

Brief information about the initial situation and problem areas defined within this action line:  CREADIS3 commitment to improve the policy instrument identified (IROP PO3)  the absence of strategic documents at the regional and local level supporting the cultural and creative industries in their area  lack of awareness of cultural and creative industries and its positive contribution to local and regional development  the need for a deeper mapping of the regional creative ecosystem (its resources, needs and actors) as a basis for the effective setting of strategic goals  insufficient exchange of information and experience between regional and local authorities in support of cultural and creative industries Afterwards, a presentation of the current state of the Strategy for the Development of Local and Regional Culture and Culture of National Minorities took place. Also a presentation of good practice – KOŠICE city and Creative Industry Košice, n. o. (CIKE) /as a inspiration for other reagions and cities/ followed.

Later on, a discussion about possible action for the action lines between stakeholders followed. Another part of the program was a discussion at individual tables (about 8 participants at one table) on the creation of regional / local strategic documents aimed at supporting CCIs at regional and local level. Participants based on the current situation in the given region / city concerning the existence / absence of this type of strategic document discussed the facts that either led to its creation or, on the contrary, the absence, what were the benefits / negatives in the process of its creation as well as the benefits / negatives associated with its implementation, or what is the potential for creating this type of document in their region / city and what kind of actions would help to create it. Last but not least, they also suggested some specific actions that should be considered within the proposed action line to support the development of regional policies in the cultural and creative industries.

The main outputs were subsequently presented and became important bases for proposals within the framework of the action line no. 2. Finally, a brief information about actions that have been suggested by Ministry:  Creation of a methodology aimed at effective making of regional / local policies in the area of CCI support. Objective: Support the creation of specifically focused strategic documents creating favorable conditions for the development of CCIs in a given region / city for the purpose of its sustainable development.  Specific workshops in in regionsaiming to raise awareness about CCI contibution to regional and local development. Objective: To raise awareness of the importance of CCIs for regional and local development and to present the methodology developed for the creation of regional / local policies in CCI support.

CREADIS3 UPCOMING EVENTS Sixth study visit to Emilia-Romagna on 26-28 June 2019 The last CREADIS3 study visit will take place in Emilia-Romagna from 26 to 28 June and the specific thematic will be CREATIVITY AND INDUSTRY - How cultural and creative industries contribute to the competitiveness of the whole ecosystem, including manufacturing firms and clusters. Under the thematic axis: Improving Institutional Governance, sub-theme of the study visit will be Support international territorial attractiveness to increase investment in the creative potential of the region and retain talents/creative entrepreneurs The CREADIS3 Partners and the stakeholders taking part in the study visit, will be able to know different good practices, such as Support for the development of infrastructures for the competitiveness of the territory - a public call aimed at the development of infrastructures for the competitiveness and the strengthening of co-working structures supporting entrepreneurial promotion, with a focus on CCIs (recovery of spaces and consulting/training activities), EmiliaRomagnaStartup/CREATIVE and the INCREDIBOL! Project.

Basque Country’s 5th stakeholder meeting will take place next 20th June in Bilbao The 5th stakeholder meeting,organized by the Basque Country Partner, will take place next 20th June in Bilbao. It is foreseen that also the RIS3 CCIs Pilot Group of Euskadi will participate at the meeting.
