MINUTES The minutes of the Committee held on 14 July 2017 were accepted as a true record. 5. THE FUNCTIONS OF THE JOINT PLANNING POLICY COMMITTEE Nia Haf Davies gave a presentation which provided information on the Committee's functions, and other relevant considerations in order for the Committee to note the content of the report. It was confirmed that the new agreement was very similar to the previous agreement in 2011, which included a responsibility to monitor and review the Plan. New functions were also noted for the Committee, specifically: To submit the review report and revised delivery agreement for the Joint Local Development Plan to both Councils for agreement. To have responsibility for revision of the Joint Local Development Plan and the submission of the revised Joint Local Development Plan to both Councils for adoption. Accepting and advising on a draft levy charge list for public examination and on the Inspector's recommendations before it is submitted to the Cabinet / Executive Committee for a decision. The only change in terms of membership was removing the right to appoint Members as reserves. This would be consistent with the recent legislative changes imposed in relation to the membership of Planning Committees, where reserves are now prohibited by statute. Points raised: One of the Committee Members questioned the need to maintain the Joint Planning Policy Unit for the next five years. There was a need to consider the impacts of Brexit, e.g. Holyhead Port and its connection with Ireland. It was important to maintain the Unit to review changes, e.g. any delays in the Wylfa Newydd project. Responses The Plan must be monitored annually and it is statutory to look at the context, change in national policy, a major employer leaving, etc. All of this influenced how the Plan would respond to a change in circumstances. Decision: The contents of the report were noted. 6. RE-ESTABLISHING THE JOINT LOCAL DEVELOPMENT PLAN PANEL Nia Haf Davies gave a presentation which explained that the main purpose of the Panel was to consider and give an opinion on information that was necessary to steer the development of key planning policy documents that had been identified in the Joint Planning Policy Committee's terms of reference. Page 5 The Panel's Terms of Reference was included in Appendix 1 of the report. It was noted that it was very similar to the previous Terms of Reference but that it reflected the work needed in this next phase, namely to give advice during the key stages in the process of preparing Supplementary Planning Guidance, the annual monitoring report, any amendments to the Plan or the community infrastructure levy fee. Decision: There was a proposer and a seconder for the recommendation that the committee shall re-establish the Joint Local Development Plan Panel and that it shall act in accordance with its terms of reference. The Committee accepted the recommendation. END OF MEETING. Page 6 Agenda Item 5 ITEM MEETING Joint Planning Policy Committee DATE 26 April 2018 NAME Supplementary Planning Guidance PURPOSE Consider the draft consultation Supplementary Planning Guidance included in Appendix 1 – 3 for a decision to publish them for public consultation RECOMMENDATION Approve the publication of the Supplementary Planning Guidance included in Appendix 1 – 3 for public consultation AUTHOR Planning Manager (Policy), Gwynedd and Anglesey Joint Planning Policy Unit 1. Background 1.1 The Planning Authorities have committed to prepare a range of Supplementary Planning Guidance to support the Joint Local Development Plan. This report presents a draft consultation version of three of the Guidance in Appendix 1 – 3 and information about next steps and timetable. 2. Purpose of Supplementary Planning Guidance 2.1 Supplementary planning guidance are prepared in order to provide more detail about specific policies in the Joint Local Development Plan. Supplementary Planning Guidance help to ensure that policies are better understood, are implemented more effectively and implemented in a consistent manner. 2.2 In preparing the new Guidance it is important to keep in mind that Guidance must be consistent with the Joint Local Development Plan and national planning policy. Any Guidance should not include new policies. 2.3 Based on the above, only the Plan's policies and proposals have special status (priority) when making decisions on planning applications. However, after they have been adopted, and provided they have been subject to public consultation and have been adopted by the Authorities, the Guidance will be used as a material consideration in decision-making regarding relevant planning applications. 2 The process so far 3.1 So far, the process of preparing the Supplementary Planning Guidance in Appendix 1 – 3 has included: i. consideration of existing policies in the Local Development Plan; Page 7 1 ITEM ii. review of existing supplementary planning guidance about Development and the Welsh language and tourism accommodation. For information there is no existing Guidance about housing mix iii. discussions with a variety of officers within both Authorities and considered their responses about draft versions of the Guidance; iv. Supplementary Planning Guidance: Maintaining and creating distinctive and sustainable communities consideration has been given to: main messages from comments submitted by specific stakeholders during an informal public engagement period during 2016; the Panel’s comments during the meetings on 26/1/18, 1/2/18 and 22/3/18– see Appendix 4. The Appendix provides a schedule of comments, officers’ response to the comments and refers to amendments included in the Guidance provided in Appendix 1; preliminary findings of the Community Scrutiny Working Group, which were presented to the Community Scrutiny Committee on 22/2/18; the Community Scrutiny Working Group’s recommendations presented to the Joint Local Development Plan on 22/3/18 and the Panel’s response to the recommendations – see Appendix 4. v. Supplementary Planning Guidance: housing Mix (Appendix 2) and the Supplementary Planning Guidance: Tourist attractions and facilities (Appendix 3), consideration was given to comments made by the Joint Local Development Plan Panel on 22/3/18 – see Appendix 4. 3.2 In terms of the Supplementary Planning Guidance: Maintaining and creating distinctive and sustainable communities, the Community Scrutiny Working Group’s recommendations, the Joint Local Development Plan’s response and further comments and questions from the Scrutiny Working Group’s were presented to the Communities Scrutiny Committee on 19/4/18. The Community Scrutiny Committee decided to: i. Adopt the Scrutiny Working Group’s recommendations and additional comments and questions from the Working Group; ii. Submit the above to the Joint Planning Policy Committee. Appendix 4 to this report contains a draft response to the Working Group’s additional comments and questions. 4. Next steps and timetable 4.1 The next table identifies the next steps and an indicative timetable for carrying out the actions. The final timetable will depend on the number of comments received during the public consultation period and the issues raised in those observations. A report will be presented to the meeting of the Joint Local Development Panel after the end of the public consultation period to provide
