Amendment List Date Amendment Date Number Entered by iv LIST OF ABBREVIATIONS The following abbreviations are used in this plan: CB:Citizens' Band DISPLAN:Disaster Plan DVR:Disaster Victim Registration DWS:Disaster Welfare Service MR:Main Road NRMA:National Roads and Motorists' Association PMF:Probable Maximum Flood RSPCA:Royal Society for the Prevention of Cruelty to Animals RTA:Roads and Traffic Authority SES:State Emergency Service SEWS:Standard Emergency Warning Signal SH:State Highway UHF:Ultra High Frequency VRA:Volunteer Rescue Association v PART 1 INTRODUCTION PURPOSE 1.1This plan covers preparedness measures, the conduct of response operations and the co-ordination of immediate recovery measures for flooding within the Murrumbidgee Shire. 1.2The plan covers operations for all levels of flooding within the Murrumbidgee Shire and caters for both SES control of operations and, where appropriate, the handover of control of part or all of operations from the SES Local Controller to the Local Emergency Operations Controller. 1.3Details of the flood problem within the Murrumbidgee Shire area are included at Annex A. AUTHORITY 1.4This plan is issued under the authority of the State Emergency and Rescue Management Act 1989 and the State Emergency Service Act 1989. It has been accepted by the SES Murrumbidgee Division Controller and the Murrumbidgee Local Emergency Management Committee. AREA COVERED BY THE PLAN 1.5The area covered by the plan is the Murrumbidgee Shire which includes the townships of Darlington Point and Coleambally and a large area of rural land. The shire is in the Murrumbidgee State Emergency Service Division and for emergency management purposes is part of the Riverina Emergency Management District. 1.6The shire includes: a.The left (southern) bank of the Murrumbidgee River from about 20km upstream of Darlington Point to about 70km downstream, and a small portion of the right bank at North Darlington Point. b.The Gum Creek, an anabranch of the Murrumbidgee, except for its lower Draft Murrumbidgee Local Flood Plan, Sub-Plan of Murrumbidgee Local Disaster Plan: August 1994 1 reaches. c.The Boona Channel, part of the Coleambally Creek system, which flows to Billabong Creek and the Edward River. d.The upper reaches of Bublebundie Creek, a tributary of Billabong Creek and the Edward River. SPECIFIC RISK AREAS 1.7These are detailed at Annex B. RESPONSIBILITIES 1.8The general responsibilities of emergency service organisations and supporting services (functional areas) are detailed in the Murrumbidgee Local Disaster Plan (DISPLAN). Some specific responsibilities are expanded upon in the following paragraphs. 1.9Murrumbidgee SES Local Controller. The Murrumbidgee SES Local Controller is responsible for dealing with floods as detailed in the State Flood Plan. The Controller directs the activities of SES units and co-ordinates the actions of supporting agencies. Specifically the Controller will: a.Maintain an office and operations centre at the Murrumbidgee Shire Council Administration Centre, Carrington Street, Darlington Point from which to control SES flood response operations and co-ordinate the actions of supporting agencies. b.Co-ordinate a public education program to ensure that the residents of flood prone areas are aware of the flood threat. c.Activate this flood plan and commence operations. d.Operate a flood warning service for the council area. e.Define and monitor people and/or communities at risk of flooding. f.Collect, collate and interpret flood intelligence and disseminate it to the SES and supporting agencies. g.Direct the conduct of flood rescue operations. h.Direct and arrange, in conjunction with the Murrumbidgee Shire Council, resources for Draft Murrumbidgee Local Flood Plan, Sub-Plan of Murrumbidgee Local Disaster Plan: August 1994 2 temporary mitigation operations such as sandbagging. i.Assist the Murrumbidgee Shire Council with levee patrol work and the organisation of temporary repairs or improvements to levees. j.Direct the evacuation of people and/or communities if required. k.Co-ordinate the provision of emergency food and medical supplies to flood bound people and/or communities. l.In conjunction with the Murrumbidgee Shire Council, provide an information service in relation to river heights, flood behaviour, road conditions and closures, advice on temporary mitigation measures and the confirmation of evacuation warnings. m.Arrange for support (eg accommodation and meals) for emergency service organisation members and volunteers assisting them. n.If resources are available, assist with emergency fodder supply and stock rescue operations conducted by NSW Agriculture. o.Keep the Murrumbidgee SES Division Headquarters informed on current events and likely future operations and resource needs. p.Provide the Murrumbidgee SES Division Headquarters and the Police Patrol Commanders at Leeton and Hay with advice on road conditions and closures within the council area. q.Issue the `all clear' when response operations have been completed (unless Emergency Operations are under way). r.Ensure that this plan is reviewed periodically. 1.10Murrumbidgee SES Unit a.Deliver evacuation warnings. b.Evacuate residents (where appropriate) by floodboat or other vehicle. c.Provide personnel qualified in first aid. d.Resupply isolated people or communities with essential goods. e.Assist, where possible, with the closing and re-opening of roads. f.Assist, where possible, with emergency fodder supply and stock rescue operations.
