Southern Inland Swimming Association meets will be conducted under the Rules and By-Laws of Swimming Australia Limited and Swimming NSW Limited. Note that races have only one start. All competitors must be registered swimming members of Swimming NSW Limited and members of a club affiliated with the Southern Inland Swimming Association or a kindred association. The age of a swimmer is determined to be the age on the day of the meet. Refer to the SPEEDO AGE SERIES POSTER for age and eligibility rules. Host clubs may accept electronic or multi entry cards for entries where automatic timing is to be used. Entry Cards for Championship, Non championship and Speedo events must show the swimmer’s personal best time for the event in minutes, seconds and hundredths of seconds. i.e. 1 min 26.87sec = 1:26:87 or 0 min 54.61sec = 54:61 These events are conducted as timed finals. Entry Cards for Handicaps are shown as minutes and whole seconds i.e. 1 min 26.87sec = 1:27 or 0 min 54.61sec = 55 The host club will determine the cut off times for handicap divisions, with a maximum of 4 Divisions. Handicap Procedure notes must be followed. Heats and Finals will be swum in Handicap events with the following adjustments to zero or break time. Freestyle A, B, C, Divisions 2 seconds D Division 4 seconds Form Strokes A, B, Divisions 2 seconds C, D, Divisions 4 seconds Entry Fees are set by the host club. Entry fees for relay events are at discretion of host club All entries are to be submitted via the swimmer’s club entry secretary and be with the host club by the closing date. The host club has discretion in accepting late entries however no entries will be accepted on the day of the carnival with the exception of RELAY entries. Qualifying Times: Suggested Entry Times Non C/ship BOYS GIRLS 800m Freestyle 16:00:00 16:00:00 400m Freestyle 8:00:00 8:00:00 An event may be cancelled or rescheduled at the discretion of the District Executive or Referee. DAY OF CARNIVAL 1. Commencement time 10:00am unless otherwise advised. (except final meet at Griffith 11:00am) 2. Pools should be available for warm up at least one hour before the advertised starting time. Host clubs MUST have clearly defined warm up procedures and a supervising adult for warm up periods. 3. Competitors should obtain a program and check that their entries are shown in correct events. Team managers should advise recorders of withdrawals or incorrect entries on arrival at the pool and preferably half an hour prior to start time. 4. Claim of Entry Handicap, Long Distance and Concurrently run events will be called by Marshals an event at a time. It is essential that withdrawals are notified early to ensure that the meet is run with full heats. For other events swimmers should report to marshalling 3 events prior to their scheduled event and tell the marshal that they are present, and remain in the marshalling area until directed by officials to move to the starting area. 5. When instructed by the check starter, promptly move to a position behind the timekeepers on your lane. 6. As soon as the preceding heat commences, step forward and present your card (manual meets) to the timekeeper on your lane or to the check starter for long course 50m events. On completion of the previous heat step forward to behind your block. 7. The starter will announce the event number, heat, distance and stroke. For handicaps the check starter will tell the swimmer the starting number. 8. The referee will give a long crescendo blast on the whistle to signal competitors to take up a position on the starting block. For backstroke or medley relay events swimmers should enter the water and a second long whistle will advise swimmers to take up their starting positions in the water. 9. The starter will give the command TAKE YOUR MARKS and the swimmers will IMMEDIATELY take up their starting positions with at least one foot at the front of the starting block and REMAIN STATIONARY. (for handicaps the command is GET READY. ) 10. When all competitors are stationary the starter will give the starting signal. Any swimmer starting before the starting signal has been given shall be disqualified. If the starting signal is given before the disqualification is declared, the race shall continue and the swimmer shall be disqualified on completion of the race. For handicaps the starter will call “GO, 1, 2, 3, 4 etc” and the swimmers must be stationary at the call of their number. 11. Should a START RECALL occur, the starter shall repeat the starting signal and the false start rope will be dropped to recall the swimmers to their starting position. The start procedures will the recommence. 12. Swimmers must finish in the lane in which they start and remain in the water in their lane at the finish until the referee signals the competitors to leave the water. They should promptly leave the water by the side of the pool. This applies to the last swimmer in the relay team. Other relay team members must leave the pool promptly after completing their swim, without interfering with swimmers in other teams. BROPHY and SPEEDO SELECTION CRITERIA The Brophy and Speedo Teams will be selected by the Southern Inland Swimming Association. Those persons eligible will be contacted by SISA personnel.

    To Whom It May Concern, RE: Submission to Productivity Commission Five Year Review of the Murray Darling Basin Plan Edward River Council thanks the Productivity Commission for the opportunity to make a submission to the five-year review of the Murray Darling Basin Plan. Edward River Council is located in the Southern Basin and represents a community of approximately 9,000 permanent residents across a region covering 8,881 square kilometres, including the town of Deniliquin and the six rural villages of Blighty, Booroorban, Conargo, Mayrung, Pretty Pine and Wanganella. Agriculture and irrigated agriculture are our region’s largest economic contributors and the flow-on effect from the agricultural sector to the retail and urban environment is significant. Edward River Council is supportive of a Basin Plan but is of the view that the implementation of the current plan is not balanced. The intent of the plan is and should be on achieving ‘triple bottom line’ outcomes that treat social, economic and environmental outcomes equally. Under the current plan, the reality that is seen every day within our community is that the environmental outcomes being sought are stripping away from the social and economic outcomes. To date, any structural support or reform to mitigate these effects has been limited and failed to balance the negative impacts of having water removed.
