    Reforms and Governance within the Higher Education System of Kosovo By Granit Jakupi Submitted to Central European University Department of Economics In partial fulfillment of the requirements for the degree of Master of Arts in Economic Policy in Global Markets Supervisor: Professor Lajos Bokros CEU eTD Collection Budapest, Hungary 2013 i ABSTRACT A number of studies worldwide, for several decades, have placed considerable importance on higher education when analyzing the potential that this system has in improving the economic development and mitigating the poverty among developing countries. This thesis investigates how the higher education system is affecting the unemployment level among educated workforce. It has been structured using a descriptive study design by mapping out the issues and providing solutions from the perspective of policy makers responsible for the higher education system. The theoretical framework has been derived based on institutional theories of higher education and literature on human capital. The core findings from this study resulted from extensive field research and analysis of statistics. The results suggest that the higher education system in Kosovo is poorly structured and it is identified as the main contributor to the unemployment level among educated workforce. Additionally, those findings suggest that the root, risks, and response is located to central institutions and it is in their hands to tackle the issue of jobless graduates within the country of Kosovo. Finally, the policy recommendations are formed following the data suggestions and they represent joint efforts of higher education institutions to undertake policy reforms in restructuring and improving the system.     Humanitarian Law Center Research, Dokumentation and Memory Fate of the Missing Albanians in Kosovo The report was composed on the basis of the statements given by witnesses and family members of the missing persons, data and observations of the Humanitarian Law Center (HLC) Monitors who regularly followed the exhumation and autopsies of the bodies found in the mass graves in Serbia, as well as data on bodies that were identified and handed over, received from the families or Belgrade War Crimes Chamber Investigative Judge who signs the Record on Identified Mortal Remains Hand Over. According to the International Committee of the Red Cross (ICRC) information, missing persons’ family members [Albanians, Serbs, Montenegrins, Bosniacs, Roma, Egyptians, and Ashkalis] reported to this organization disappearance of 5,950 persons in relation to the armed conflicts in Kosovo. Meanwhile, the fate of 3,462 persons has been revealed and there were 2,488 persons left on the List of the Missing Persons prepared by ICRC by 15 November 2005. According to the HLC’s information, there are 1,785 missing Albanians, 538 Serbs, and 165 persons of other nationalities. Until 15 November 2005, the Republic of Serbia handed over 615 identified Albanian bodies and 14 mortuary bags with unidentified mortal remains to the UNMIK Office for Missing Persons and Forensics [OMPF] and three bodies to the US authorities since those bodies found in the mass graves in Serbia belonged to the US citizens. Serbian Ministry of Interiors [MUP] formed the concealed mass graves in Serbia in order to conceal traces of war crimes committed in Kosovo.

    1 Human Rights in Transition – Serbia 2001 Introduction The situation of human rights in Serbia was largely influenced by the foregoing circumstances. Although the severe repression characteristic especially of the last two years of Milosevic’s rule was gone, there were no conditions in place for dealing with the problems accumulated during the previous decade. All the mechanisms necessary to ensure the exercise of human rights - from the judiciary to the police, remained unchanged. However, the major concern of citizens is the mere existential survival and personal security. Furthermore, the general atmosphere in the society was just as xenophobic and intolerant as before. The identity crisis of the Serb people and of all minorities living in Serbia continued. If anything, it deepened and the relationship between the state and its citizens became seriously jeopardized by the problem of Serbia’s undefined borders. The crisis was manifest with regard to certain minorities such as Vlachs who were believed to have been successfully assimilated. This false belief was partly due to the fact that neighbouring Romania had been in a far worse situation than Yugoslavia during the past fifty years. In considerably changed situation in Romania and Serbia Vlachs are now undergoing the process of self identification though still unclear whether they would choose to call themselves Vlachs or Romanians-Vlachs. Considering that the international factor has become the main generator of change in Serbia, the Helsinki Committee for Human Rights in Serbia believes that an accurate picture of the situation in Serbia is absolutely necessary. It is essential to establish the differences between Belgrade and the rest of Serbia, taking into account its internal diversities.

European Union Election Expert Mission Kosovo* Early Legislative Elections – 14th February 2021 Final report I. SUMMARY Elections were held for the 120-member unicameral Kosovo Assembly on 14th February 2021. As with the four previous legislative elections since Kosovo’s 2008 declaration of independence, these were early elections provoked by a political crisis. The elections were competitive, and campaign freedoms were generally respected. There was a vibrant campaign, except in the Kosovo Serb areas. Despite a very short timeframe and challenges caused by the COVID-19 pandemic, the Central Election Commission (CEC) administered the elections well and in a transparent manner, although problems with Out of Kosovo voting reduced confidence in that part of the process. Election day was assessed by local observers as orderly, with voters participating in high numbers. However, as with previous elections, the process deteriorated during the vote count and a large number of recounts were ordered due to discrepancies in the results protocols. Such long-standing systemic problems, which have been identified in previous EU EOMs, should be addressed to enable Kosovo to fully meet international standards for democratic elections. These elections were held in an increasingly polarised atmosphere, influenced by the turbulent political developments since the last legislative elections.
