The National Campaign on Dalit Human Rights (NCDHR) has recently referred to the scarcity of Dalit police officers in submitting a “set of recommendations to the Police Act Drafting Committee (PADC)”. The submission was made after “National Campaign on Dalit Human Rights and its Platform members had a consultation on 2 April 06 along with CHRI”. Relevant extracts follow: i. Most police and revenue officers belong to the dominant castes. Though some lower caste officers are now coming up in these positions, but their number is still small and they may not be given crucial or prominent positions or may be circumscribed in their action under pressure from their controlling officers in the hierarchy or by the Politicians.

Over the last six year, IIDS has carried- out several studies on different aspects of social exclusion and discrimination of the historically marginalized social groups, such as the Scheduled Caste, Scheduled Tribes and Religious Minorities in India and other parts of the sub-continent. The Working Paper Series disseminates empirical findings of the ongoing research and conceptual development on issues pertaining to the forms and nature of social exclusion and discrimination. Some of our papers also critically examine inclusive policies for the marginalized social groups. This Working Paper “Caste-based Discrimination in South Asia: A Study of Bangladesh” has been taken out from our report on Caste Based Discrimination in South Asia. Drawn from the country report of Bangladesh, the paper delineates the forms of descent and work based discrimination in Bangladesh society. Through an empirical study, the paper spells out the nature and extent of untouchability, descent and work-based discrimination and social exclusion in the contemporary Bangladesh where the practice of caste and work-based degradation has become an accepted norm. The paper identifies the nature of discrimination and thereof its consequences on both Hindu and Muslim social groups. The paper also highlights the near total absence of protection initiatives and programmes to address discrimination in all spheres of life.

The degrading practice of untouchability figured as the central target for social reformers and their movements. The issue acquired strong political overtones when the British sought to combine the problems of the Depressed Classes with their communal politics. The Communal Award of August 4, 1932, after the conclusion of two successive Round Table Conferences in London, assigned separate electorates not only for the Muslims, Sikhs, Christians and several other categories, but also extended it to the Depressed Classes. This led to the historic fast unto death by Gandhi and the subsequent signing of the Poona Pact between B.R. Ambedkar and Madan Mohan Malviya on September 24th 1932. According to this agreement a new formula was evolved in which separate electorates were replaced by reserved constituencies for the Depressed Classes. The actual process of ‘scheduling’ of castes took place thereafter in preparation of the elections in 1937.* Ambedkar, who was the principal crusader against untouchability, assumed the historic role of drafting the Indian Constitution of free India.
