1 MIP - Overview • A publicly funded project to provide mobile phone coverage by all four Mobile Network Operators (MNOs) in areas that have none at present

• ‘Not spots’: Areas with no effecve coverage by any of the mobile network operators, usually because it is uneconomic to do so

• Tackling market failure to provide mobile coverage to less populated areas

• State Aid funding means MIP cannot consider areas where there is coverage from at least one (UK) operator, but not from others

• State Aid funding is for improvements to “voice coverage and basic data”, but all sites will have the connecvity to manage upgraded services

• Operaonal & technical challenges – especially connecng the new sites into the MNOs’ networks Those involved:

• The Department of Culture Media and Sport (Broadband Delivery UK) is meeng the capital cost of the project

• Arqiva has been contracted to deliver it

• Harlequin are Arqiva’s acquision agents

• The four Mobile Network Operators: • Have all agreed to provide a service from all MIP sites for 20 years • Have agreed to meet all the operang costs of doing so

Note: a BT Leased Line connecon cannot be provisioned within the MIP Capex and Opex constraints. 5 Transmission • Line of sight needed for connecng the site into the MNOs’ networks • Every site needs TWO transmission links • One for O2 & Vodafone • One for EE and 3 • The far ends of the links need capacity to carry the services back into the MNOs’ core networks

Gloucestershire Nominals Update

• 1. Current Planning Applicaons • GLO0010 (Cotswold District Council) • Planning applicaon submied on 17 July for site at Pasture Farm, Pasture Lane, Blockley, Gloucestershire, GL56 9HY (25m mast) to provide coverage to the not spots around Blockley. A decision is expected by 17 September, assuming it is dealt with under delegated powers. • The site is within the AONB. • GLO0057 (Cotswold District Council) • Planning applicaon submied on 13 August for site at Nash Barn, land at Manor Farm, Sevenhampton, Cheltenham, Gloucestershire, GL54 5XH (22.5m high mast). It was validated on 14 August and consultaon is now underway but a backlog of applicaons means that it does not appear on the Council’s on-line planning register. It will provide coverage to the not spots in and around Brockhampton and Sevenhampton. • The site is within the Cotswolds AONB. • GLO3202 ( District Council) • Planning applicaon submied on 29 July for the site at Lypia Farm, Miserden, Stroud, Gloucestershire, GL6 7JB (35m high mast) and a decision is expected by 6 October, assuming it is determined under delegated powers. It will provide coverage to the not spots around Througham, Sudgrove and Miserden • The site is within the Cotswolds AONB. • 2. Nominals with Selected Candidates • GLO0165 (Forest of Dean District Council) • Planning applicaon submied in March 2015 but withdrawn in June due to the presence of a badgers se nearby. An alternave locaon was being considered but could not be agreed in me to submit a second planning applicaon by the mid-August deadline. • This site would have provided coverage to the not spots along the Wye Valley around Redbrook. It is within the Wye Valley AONB. • GLO2286 (Cotswold District Council) • A candidate site to provide coverage to the not spots in Chedworth was selected and pre-applicaon consultaon held with Cotswold District Council, Chedworth Parish Council, the Ward Councillor, and the Cotswolds Conservaon Board. The Parish Council asked us to consider alternave locaons for the base staon and the Conservaon Board objected to the original candidate due concerns about visual impact. • These issues could not be resolved in me to submit a planning applicaon by the mid-August deadline. • The site is within the Cotswold AONB. • GL2402 ( Council) • A candidate site selected to provide coverage to the not spots in and around Bisley. Pre-applicaon consultaon held with Cotswold District Council, Bisley-with-Lypia Parish Council, the Ward Councillor and Cotswold Conservaon Board. We were unable to secure the A- End connecons and hence could not progress to planning applicaon stage. • The site is within the Cotswolds AONB • GL2467 (Cotswold District Council) • Candidate site idenfied to provide coverage to the not spots in and around Ablington and Winson, but not progressed as we were unable to agree all the dependencies required to submit a planning applicaon by the mid-August deadline. • The site is within the Cotswolds AONB • 3.
