Mobile Infrastructure Project (MIP) MIP Background Mobile Infrastructure Project (MIP) MIP Background Gloucestershire Economic Growth Scruny Commiee 9th September 2015 By Lionel Spencer MIP Stakeholder Lead 1 MIP - Overview • A publicly funded project to provide mobile phone coverage by all four Mobile Network Operators (MNOs) in areas that have none at present • ‘Not spots’: Areas with no effecCve coverage by any of the mobile network operators, usually because it is uneconomic to do so • Tackling market failure to provide mobile coverage to less populated areas • State Aid funding means MIP cannot consider areas where there is coverage from at least one (UK) operator, but not from others • State Aid funding is for improvements to “voice coverage and basic data”, but all sites will have the connecCvity to manage upgraded services • Operaonal & technical challenges – especially connecCng the new sites into the MNOs’ networks Those involved: • The Department of Culture Media and Sport (Broadband Delivery UK) is meeCng the capital cost of the project • Arqiva has been contracted to deliver it • Harlequin are Arqiva’s acquisiCon agents • The four Mobile Network Operators: • Have all agreed to provide a service from all MIP sites for 20 years • Have agreed to meet all the operang costs of doing so The Challenge: - All on the same site! Planning permission Economic power supply (i.e. Nearby) Viable transmission links (2) Not Spots Coverage of the Access for build and operaon Available site at Economic site rental Economic construcCon cost Before a Site is Selected it needs to connect back to the MNOs Comments • MNOs require connecCon MNO responsible for backhaul to each of MNBL and CTIL • Expensive to share a link and cross transfer traffic MBNL • Commercial concerns with MBNL Site Network being able to see how much traffic is being generated • 100mbps required for each link to support data. MIP Site Incremental cost is negligible in MIP budget • MNO site requires IP connecon to support Project Beacon, MBNL Direct connecCons not always sharing and 4G available and Extended Transmission SoluCons might be required CTIL Site CTIL Network Note: a BT Leased Line connecCon cannot be provisioned within the MIP Capex and Opex constraints. 5 Transmission • Line of sight needed for connecCng the site into the MNOs’ networks • Every site needs TWO transmission links • One for O2 & Vodafone • One for EE and 3 • The far ends of the links need capacity to carry the services back into the MNOs’ core networks MIP site Capacity for onward transmission We cannot progress any site until we know we can achieve these connections. Gloucestershire Nominals Update • 1. Current Planning Applica?ons • GLO0010 (Cotswold District Council) • Planning applicaon submiaed on 17 July for site at Pasture Farm, Pasture Lane, Blockley, Gloucestershire, GL56 9HY (25m mast) to provide coverage to the not spots around Blockley. A decision is expected by 17 September, assuming it is dealt with under delegated powers. • The site is within the Cotswolds AONB. • GLO0057 (Cotswold District Council) • Planning applicaon submiaed on 13 August for site at Nash Barn, land at Manor Farm, Sevenhampton, Cheltenham, Gloucestershire, GL54 5XH (22.5m high mast). It was validated on 14 August and consultaon is now underway but a backlog of applicaons means that it does not appear on the Council’s on-line planning register. It will provide coverage to the not spots in and around Brockhampton and Sevenhampton. • The site is within the Cotswolds AONB. • GLO3202 (Stroud District Council) • Planning applicaon submiaed on 29 July for the site at Lypia Farm, Miserden, Stroud, Gloucestershire, GL6 7JB (35m high mast) and a decision is expected by 6 October, assuming it is determined under delegated powers. It will provide coverage to the not spots around Througham, Sudgrove and Miserden • The site is within the Cotswolds AONB. • 2. Nominals with Selected Candidates • GLO0165 (Forest of Dean District Council) • Planning applicaon submiaed in March 2015 but withdrawn in June due to the presence of a badgers sea nearby. An alternave locaon was being considered but could not be agreed in Cme to submit a second planning applicaon by the mid-August deadline. • This site would have provided coverage to the not spots along the Wye Valley around Redbrook. It is within the Wye Valley AONB. • GLO2286 (Cotswold District Council) • A candidate site to provide coverage to the not spots in Chedworth was selected and pre-applicaon consultaon held with Cotswold District Council, Chedworth Parish Council, the Ward Councillor, and the Cotswolds Conservaon Board. The Parish Council asked us to consider alternave locaons for the base staon and the Conservaon Board objected to the original candidate due concerns about visual impact. • These issues could not be resolved in Cme to submit a planning applicaon by the mid-August deadline. • The site is within the Cotswold AONB. • GL2402 (Stroud District Council) • A candidate site selected to provide coverage to the not spots in and around Bisley. Pre-applicaon consultaon held with Cotswold District Council, Bisley-with-Lypia Parish Council, the Ward Councillor and Cotswold Conservaon Board. We were unable to secure the A- End connecCons and hence could not progress to planning applicaon stage. • The site is within the Cotswolds AONB • GL2467 (Cotswold District Council) • Candidate site idenCfied to provide coverage to the not spots in and around Ablington and Winson, but not progressed as we were unable to agree all the dependencies required to submit a planning applicaon by the mid-August deadline. • The site is within the Cotswolds AONB • 3. Other Nominals • The following nominals do not have selected candidate sites: • GLO0016 (Cotswold District Council).     Miserden,Whiteway,The Camp Sudgrove & Wishanger Summer 2018 Butterfly Conservation is celebrating its 50th anniversary this year. It’s amazing to think that we have been helping to protect and enhance the UKs butterflies, moths and their habitats all this time. It started off in a very small way, as so often happens, with a few like-minded individuals keen to help the lepidoptera of this country. It has now grown to over 33,000 members countrywide and has 31 branches scattered throughout the UK. It recently held the 8th Interna- tional Symposium in Southampton earlier this month, so we are also linked with enthusiasts from all over the world. Sadly, all this effort has not led to a great increase in butterflies and moths – rather the reverse. However, a lot of this is due to loss of habitat due to agricultural changes in management, roads, houses, changes to woodland management, climatic change and probably a few things that we still don’t understand. Where effort had been made to protect some of the rarer species a turn-around has been seen in their fortunes but the fate of some of our more common butterflies is now becoming a concern. The Small Tortoiseshell, an iconic visitor to gar- dens dropped to ninth position in the Gloucestershire Big Butterfly Count last year, with the Peacock coming eighth. However, the Red Admiral had a good year and came sec- ond, following the Gatekeeper. Some of you may have visited the Butterfly Conservation Reserve – Rough Bank – which is very near to The Camp on Calf Way.

We have many sporting opportunities in the area, with rugby at Gloucester, golf at Cirencester, Minchinhampton and Cheltenham, as well as polo at Longdole and Cirencester Park. There are also many exceptional walks and rides locally over a network of paths that cross the surrounding countryside.
