  • Stroud Labour Party
Gloucestershire County Council single member ward review Response from Stroud Constituency Labour Party Introduction On 30 November the Local Government Boundary Commission started its second period of consultation for a pattern of divisions for Gloucestershire. Between 30 November and 21 February the Commission is inviting comments on the division boundaries for GCC. Following the completion of its initial consultation, the Commission has proposed that the number of county councillors should be reduced from 63 to 53. The districts have provided the estimated numbers for the electorate in their areas in 2016; the total number for the county is 490,674 so that the average electorate per councillor would be 9258 (cf. 7431 in 2010). The main purpose of this note is to draw attention to the constraints imposed on proposals for a new pattern of divisions in Stroud district, which could lead to anomalies, particularly in ‘bolting together’ dissimilar district wards and parishes in order to meet purely numerical constraints. In it own words ‘the Commission aims to recommend a pattern of divisions that achieves good electoral equality, reflects community identities and interests and provides for effective and convenient local government. It will also seek to use strong, easily-identifiable boundaries. ‘Proposals should demonstrate how any pattern of divisions aids the provision of effective and convenient local government and why any deterioration in equality of representation or community identity should be accepted. Representations that are supported by evidence and argument will carry more weight with the Commission than those which merely assert a point of view.’ While a new pattern of ten county council divisions is suggested in this note, it is not regarded as definitive but does contain ways of avoiding some possible major anomalies.

These are important references to that growth being best directed to the north of the city ignore the fact that the city will continue to grow issues and Gloucester city will south of the city with the build out of the already consented Hunts Grove development. In the proposed Stroud Local continue its duty to cooperate with Plan an extension of this area is proposed to accommodate between 500-750 houses and associated infrastructure, Stroud with regard to cross services and community facilities. The relationship of Gloucester with Stroud is not addressed in the City plan. It is a fact boundary growth issues. The City that Gloucester's influence stretches beyond its city boundaries, attracting workers, shoppers, students and visitors from Plan does need to be read Stroud district. The Hunts Grove proposals present the opportunity to effectively complete this development and improve alongside the JCS in this regard the infrastructure and service provision to the south of the city within a planned urban extension at a well contained and as the JCS in particular sustainable location as supported by the Council's evidence base. The City Council should co-operate with Stroud addresses these cross boundary District continuing to work together to resist major expansion south of the city in less sustainable locations.

When I put these walks together, I’m looking for a good part of the walk to go through the pathways and lanes of a village, but also for part to be through the countryside with a bit of up and down. I aim for an hour or so – which justifies having a pudding at the pub! This book, entitled Frome Valley , contains walks in Caudle Green, Edgeworth, Sapperton and The Daneway pub which are in the valley of the River Frome - as well as Duntisbourne Abbots which is in a valley running parallel to it.

Mobile Infrastructure Project (MIP) MIP Background Gloucestershire Economic Growth Scruny Commiee 9th September 2015 By Lionel Spencer MIP Stakeholder Lead 1 MIP - Overview • A publicly funded project to provide mobile phone coverage by all four Mobile Network Operators (MNOs) in areas that have none at present • ‘Not spots’: Areas with no effecCve coverage by any of the mobile network operators, usually because it is uneconomic to do so • Tackling market failure to provide mobile coverage to less populated areas • State Aid funding means MIP cannot consider areas where there is coverage from at least one (UK) operator, but not from others • State Aid funding is for improvements to “voice coverage and basic data”, but all sites will have the connecCvity to manage upgraded services • Operaonal & technical challenges – especially connecCng the new sites into the MNOs’ networks Those involved: • The Department of Culture Media and Sport (Broadband Delivery UK) is meeCng the capital cost of the project • Arqiva has been contracted to deliver it • Harlequin are Arqiva’s acquisiCon agents • The four Mobile Network Operators: • Have all agreed to provide a service from all MIP sites for 20 years • Have agreed to meet all the operang costs of doing so The Challenge: - All on the same site! Planning permission Economic power supply (i.e. Nearby) Viable transmission links (2) Not Spots Coverage of the Access for build and operaon Available site at Economic site rental Economic construcCon cost Before a Site is Selected it needs to connect back to the MNOs Comments • MNOs require connecCon MNO responsible for backhaul to each of MNBL and CTIL • Expensive to share a link and cross transfer traffic MBNL • Commercial concerns with MBNL Site Network being able to see how much traffic is being generated • 100mbps required for each link to support data.

On 25 March 1988, we submitted to your predecessor our Report No 547, which contained our final proposals for changes to the administrative boundaries of the City of Gloucester, the Boroughs of Cheltenham and Tewkesbury and the Districts of Cotswold and Stroud. 2. In that report, we stated that we had made no proposals to deal with the electoral conseguences of the proposed boundary changes, and that our final proposals for consequential changes to electoral arrangements would be the subject of a separate report. In view of the nature and extent of the electoral consequences, we decided that they ought to be advertised separately in order to give local authorities and residents affected by them a full opportunity to comment. 3. In your Department's letter of 13 June 1989, we were informed of the then Minister for Local Government's decision, on behalf of the Secretary of State, to modify the proposals made in our Report No 547.
