We selected the obligation concept as a concrete perspective for our analysis and used it to examine the point at issue. The crucial issue was whether a person who is a member of a baseball club should take respon- sibility for the actions of other members of the same baseball club. First, we reviewed criticism of communitarianism to moral individualism. Second, we clariˆed the obligation concept as de- ˆned by Sandel, who is a representative of the communitarian viewpoint. Finally, we used that concept to frame the issue mentioned above. As a result, we propose that members of a baseball club have obligations of solidarity toward one another in terms of their communities, which in this case are both the baseball club and the school. After the war, in 1946, the Japanese government designated 115 cities as war-damaged cities, which would be reconstructed as official war-damage reconstruction projects based on land readjustment projects. War-damage reconstruction became an important challenge for the country’s post-war restoration, but its course of events and achievements has not been made sufficiently known to the public. By providing basic information about the designated war-damaged cities, such as area, population, the extent of the wartime destruction and the responsible public body (i.e. prefecture or municipality) for reconstruction projects, this study emphasises the diversified nature of these cities, their damage and the lines of approach in taking responsibility for their reconstruction.
