College Avenue Claremont, Calif. 91711 ABSTRACT The Liebre Mountains form a discrete unit of the Transverse Ranges of southern California. Geo­ graphically, the range is transitional to the San Gabriel Mountains, Inner Coast Ranges, Tehachapi Mountains, and Mojave Desert. A total of 1010 vascular plant taxa was recorded from the range, representing 104 families and 400 genera. The ratio of native vs. nonnative elements of the flora is 4:1, similar to that documented in other areas of cismontane southern California. The range is note­ worthy for the diversity of Quercus and oak-dominated vegetation. A total of 32 sensitive plant taxa (rare, threatened or endangered) was recorded from the range. Analysis of cumulative effects places project-specific impacts into a broader context that takes into account the full range of impacts of actions taking place over a given space and time. Cumulative effects may be considered a significant impact to the environment, as degradation of important resources may result from the combined, incremental effects of actions. Cumulative effects may result from individually minor or insignificant actions, which collectively may be considered significant as they accumulate over time and space from one or more actions or sources. Cumulative effects analysis is required under NEPA, and similarly an analysis of cumulative impacts is required under CEQA. The BRRTP cumulative effects/impacts analysis focuses on the natural resources, ecosystems, and social or human communities that could be affected by the incremental impacts of the Project Alternatives. This analysis builds on the direct and indirect effects of the Proposed Action and Alternatives described in Chapter 2 of this Final EIS/EIR. The approach to the cumulative effects analysis follows the principles outlined in the Council on Environmental Quality’s (CEQ) “Considering Cumulative Impacts” (1997), the guidance developed in the U.S. Environmental Protection Agency (EPA), Office of Federal Activities’ “Consideration of Cumulative Impacts in EPA Review of NEPA Documents” (1999), and CEQA Statutes and Guidelines (as amended).

You keep right at this junction and continue for 7.2 miles to the Pine River Campground. The Pine River (also called Los Pinos) Trail goes through the heart of the Wilderness and it meets or is the trailhead for eleven other trails. This generally wide, clear trail has few steep places which makes it a favorite with horse packers: .Although this trail receives heavy use, particularly up to Flint Creek Trail (No. 17) mile 11.75, the valley large and camping with amount of solitude is usually available, especially in the upper half. Commercial horse packers don’t have a big impact until July and the lower elevations of the Pine can provide some fine snow-free hiking. The trail stays on the west side of the Pine River the entire way, avoiding what would be a pretty rough crossing from La Osa Creek on down. The Pine River Trail ends at Weminuche Pass (10,622'), the lowest point on the Continental Divide in the Weminuche Wilderness.
