Congratulations on taking your first steps on a new path at Meiji University! Meiji University has been certified as a key university for internationalization in , and I hope that this strong environment can help make your time studying in Japan fulfilling.

There are probably many things that you are yet unsure of. Some of you are already accustomed to life in Japan, while others are living in Japan for the first time. The university environment is also new to all of you. When you are in a different culture and environment, it is natural to be anxious. This is nothing to be ashamed of. We grow as human beings by overcoming these challenges. In this sense, you can look at lack of understanding as an opportunity to learn. What is important is to take the initiative to resolve things that you do not understand. This does not mean that you should solve everything by yourself; asking for help is also a key way to solve problems on your own. The Meiji University International Student Center is committed to supporting you to ensure that your study abroad is safe, fun, and fulfilling. Feel free to come to us with any questions you may have. Do not be embarrassed about asking a question, or worry about whether it is appropriate to ask something.

This International Student Guidebook provides basic information to assist you in your life as an international student at Meiji University. It contains necessary information for incoming students, as well as procedures for scholarship and residence in Japan, and information about managing your health and other information that is important for international students.

I sincerely hope that your life at Meiji University will be healthy and fulfilling, and that you will achieve your study and research goals.

What it means to study Japanese

I would like to extend my congratulations and a warm welcome to all of you who have come from other countries to study at Meiji University. Student life in a foreign country—a little while back, this was a major undertaking that required a lot of determination and resolution. But today, there are arrangements in place to support students from other countries, and the environment for their pursuit of studies has improved markedly. These days, about five million students are attending schools in other countries worldwide. This is because in various countries are vying with each other to attract such students. In Japan as well, universities are now accepting over 100,000 students from other countries, and building setups for acceptance of anywhere from 300,000 to 500,000 in the near future. The reason is that the attraction of many students from other countries will not only have a stimulating effect on Japanese universities and society as a whole, but also help each and every such student, and their respective home countries around the world, to build more fulfilling societies themselves. The prospect of inducing such synergistic effects is precisely why countries around the world are pursuing international interchange. For example, you have come to Japan and will learn Japanese here. The marvelous thing is that this will have the result of enriching the Japanese language and widening the range of Japanese culture. And your native languages and cultures will be similarly enriched. We at the Japanese Language Education Center aspire to provide the ideal language education that will bring such benefits. But we cannot do so unless all of you decide to take our classes both actively and with pleasure. In this sense, the enrichment of Japanese language education at Meiji University depends on you. We therefore have high expectations for your involvement. We earnestly hope that you will learn about and participate in the various curricula and activities we offer. (1) Undergraduate School ■ Registering for Classes 2 The registration method differs depending on your school, so please carefully read the handbook and Courses and Credits syllabus that you receive at the beginning of the academic year. Consult with your school if you have any questions.

■ Classes for Foreign Students: Japanese Classes and Japanese Culture and Education It takes a great deal of time and effort before an international student is capable of participating in a class together with Japanese students, and fully understanding the class content. While you naturally must improve your general Japanese communication skills (listening, speaking, reading, and writing), at the same you must learn various things about Japan as well. Meiji University offers the following curriculum to assist the efforts of our international students, and enable them to study more effectively at the university.

Japanese Classes ・Undergraduate International Students: 8 subjects/8 units (School of Agriculture only: 6 subjects/6 units) ◇ School of , School of Commerce, School of Political Science and Economics, School of Arts and Literature, School of Science and Technology, School of Business Administration, School of Information and Communication: 2 subjects for 2 units in 1st year/first semester; 2 subjects for 2 units in 1st year/second semester; 2 subjects for 2 units in 2nd year/first semester; 2 subjects for 2 units in 2nd year/second semester ◇ School of Global Japanese Studies: 4 subjects for 4 units in 1st year/first semester; 2 subjects for 2 units in 1st year/second semester; 2 subjects for 2 units in 2nd year/first semester ◇ School of Agriculture: 6 subjects for 6 units between 1st and 4th years * Method of evaluating performance As a rule, class performance is evaluated according to the following criteria: 1. Japanese Culture and Education Classes for undergraduate international students are given at the Izumi and Ikuta campuses. See the syllabus for your school for details about the course contents, registration method, etc. Although Japanese Culture and Education is not a required course, it is recognized as credit toward

Note: The School of Commerce has an additional “Japanese Culture and Education” course for foreign international students. 2 Courses and Credits Notes for Registering for Japanese Classes and Japanese Culture and Education You will take the lead in these classes, with your instructor serving as a good advisor. You must study if you are to get the best results from these classes. Make adequate preparations for the class in advance, and think of time in the classroom as an opportunity for question and answer sessions with your instructor. The most important aspects of language study are practice and self motivation. Please be aware that you obviously cannot receive credit for the courses if you do not meet the attendance requirements.

■ Requirements for Advancement Note that in order to advance from first year to second year, and from second year to third year, you must take and pass the required number of units or more.

■Optional Japanese Courses (Meiji Language Program: MLP) In the undergraduate school, apart from compulsory and elective compulsory Japanese courses, optional Japanese courses as “Meiji Language Program (MLP)” are provided at the Izumi and Surugadai Campuses. International students wishing to improve their Japanese are encouraged to take these courses. The Japanese courses as MLP ranges from GradeⅠ(Intermediate level) to Grade Ⅳ (Advanced level). The Courses that regular undergraduate students can take are Grade Ⅳas shown below. 〔※The Courses of GradeⅠto Ⅲ are aimed at students enrolled in the English Track and exchange students. Courses and Credits As these Japanese classes are not shown on the timetable for general studies, you must obtain the “MLP・Japanese Language Course Syllabus”「学部間共通外国語・日本語科目シラバス」and the timetable from the International Student Office or Academic Affairs Office to check the days and times of the classes.

(2) Graduate School http://www.meiji.ac.jp/dai_in/index.html ■ Registering for Classes In graduate school, the method for registering for courses and the graduation requirements in each department are defined in accordance with the Graduate School Regulations. Details are explained at the general orientation for incoming graduate students, and when receiving guidance at your department. Note that when necessary for their research, programs are in place to enable graduate students to take courses from other departments, and take the necessary units to complete courses at other graduate schools with which Meiji University has partnership agreements, using the Credit Transfer System. Since the 2003 academic year, we have also been conducting academic exchange through the Tokyo Consortium of Graduate Schools, and we have additionally enhanced and expanded our Credit Transfer System. Additionally, in the 2007 academic year we instituted common subjects for research departments, offering a wide range of courses aimed at improving the international and academic capabilities of our graduate students. Some research departments count units earned in these courses toward their completion requirements. Please check your department's syllabus carefully for details.

(5) Employment and Career Development Support Division http://www.meiji.ac.jp/shushoku/index.html International students’ job-search activities are fundamentally the same as those of Japanese students. The Employment and Career Development Support Division supports your job search in order to help you find the job that you want, and that will allow you to harness your abilities fully. As a support event, in the fall we provide employment and career guidance to third-year international students. We also distribute to all students a Job Search Handbook, which outlines job-search activities. We also have people with experience in job searches give presentations where job seekers can get advice, as well as industry workshops where students can get first-hand feedback from people who actually do hiring at companies. We also hold alumni chats, and many other events. We also provide individual job counseling on an ongoing basis. For our international students, searching for a job in a different country is often a source of stress and uncertainty, and tends to prevent students from becoming proactive in their search. Please feel free to use the services of the Employment and Career Development Support Division, regardless of your year at university. ■ Points to Note in Your Job Search 1. Think concretely about your future designs. If you want to work in Japan, then clarify the significance of working in Japan to you. (For example, why you want to work in Japan, whether you want to work in Japan for the long term, whether you want to build skills and then return to your home country, etc.) 2. If you search for work in Japan, then after receiving a job offer, you must apply for a work visa with the immigration office of the Japanese Ministry of Justice. (See P. 75 for the specific procedures.)

(6) Libraries http://www.lib.meiji.ac.jp/ Meiji University has three libraries: the Central Library on the Surugadai campus; the Izumi Library on the Izumi campus; and the Ikuta Library of the Ikuta campus. Students of Meiji University have access to the three campus libraries. Please be sure to bring a valid ID (e.g. your Student ID) when using one of the libraries. ■ University Libraries University libraries have a different function from school libraries (e.g. at junior and senior high school) and city public libraries. They have large collections, with a focus on specialized texts for studying and research. There are almost no entertainment magazines or best sellers. They do, however, have many materials of potential use to university students, including travel guides, new books, and paperbacks. There are three main types of printed material at the university libraries: books for reading, reference books, and journals.

000明大留学生�イ��ック1本文.indd 61 11.3.24 3:38:51 PM ■ Books for Reading A “book for reading” is a book that you can borrow for a fixed period and is meant to be read cover to cover, for study or research. There are two types of such books, as described below: open-access books and closed-stack books. Open-access Books Most of the open-access stacks are devoted to new books, arranged by field. The entire Meiji University collection consists of 2,360,000 volumes (as of March 31, 2010). Printed materials are 3 divided into shelves and archives (or “stacks”).

Meiji University Offices and Facilities Closed-stack Books Our archives are called “closed-stack books.” They hold valuable books, like specialized texts and compendiums and other sets. Materials in the stacks are also arranged by field. ■ Reference Books “Reference book” is a general term for a book you use to look things up in. They include encyclopedias, dictionaries, books of statistics, and handbooks. Reference books are not meant to be read cover to cover; rather, they are only needed into order to look up some piece of unknown information. For this reason, reference books can only be used inside the library. ■ Journals University libraries hold many specialized and academic journals. Journals are kept in journal areas. In your studies and research, you will use many journal research papers. Usually, rather than reading an entire journal you will only need to read one of the articles or papers in the journal. For this reason, the borrowing period for journals is three days. Additionally, some journals cannot be borrowed. ■ Online Public Access Catalog (OPAC) You can look up library materials using OPAC. In addition to searching the collections of Meiji University libraries and determining if a book is borrowed, you can also use OPAC to search across the collections of the eight universities of the Yamanote Line Consortium (, , Kokugakuin University, , , Meiji University, , and ), as well as NACSIS-CAT (a catalog service of the National Center for Science Information Systems). There are 1,234 national and private university libraries and other institutions participating in NACSIS-CAT (as of March 31, 2010). This allows you to search the collections of university libraries, even if they are far away. OPAC is available from the library website (http://www.lib.meiji.ac.jp/). You can also search for books from your computer at home. ■ Reference Service In order to study and do research at university, you must make good use of the libraries. The libraries offer a reference service, which answers questions about library holdings. The reference service provides guidance on searching OPAC and how to search for books, and handles the procedures for ordering books from other libraries in Japan and abroad. The reference counter should be your first stop if you have questions about the libraries or their holdings. It will be a good advisor during your time at Meiji University. Being proficient at using the libraries will help you succeed in your studies

In addition to exhibiting its collections, the museum offers a number of educational programs, including workshops and guided tours. The museum has exhibit rooms, as well as a reading room, multimedia classrooms, active learning room, a museum shop, and other facilities. ■ University History Exhibit The University Historical Materials Center was created in 2003, with the goal of investigating, collecting, 3 and preserving historical materials since the founding of the University. The center exhibits a wide Meiji University Offices and Facilities variety of materials relating to the founders, teaching staff, students, and friends of the University. ■ Special Exhibit This room hosts special exhibits by the museum, as well as academic materials produced by institutions and organizations in the University. It also serves as a space for presenting research and academic activities at the University. ■ Permanent Exhibits Commodities Department This department provides a permanent exhibit of the most familiar artifacts of Japanese culture, including lacquer ware, textiles, and pottery. The exhibit includes showcases of the materials, parts, and manufacturing techniques of commodities, manufacturing processes from goods in process to finished goods, and design categories. Criminal Materials Department This department exhibits actual materials relating to various historical ; implements used by criminals in the ; and the history of suppression of human rights in Japan and internationally, including instruments of torture and execution. We hope that this exhibit will give you a taste of the world of crime and punishment, and deepen your understanding of respect for human rights. Archeology Department Meiji University researches archeological sites dating from the Stone Age to the (Japan’s “burial mound” period). The exhibit room showcases the results of over 60 years of archeological research. All of the exhibits are vital for promoting the development of postwar Japanese archeology. (9) Gyms This section introduces Meiji University gyms that can be used after carrying out the required signup procedures. ■ Izumi Gymnasium http://www.meiji.ac.jp/campus/health/index.html The Izumi Gym is open to University students and staff as shown in the following table. The fitness room can be used to improve and maintain health and physical fitness. Its equipment includes strength-training

You can also check the effectiveness of your training using instruments and diagnostic system that can analyze your physical fitness and body composition scientifically. The conditioning room is permanently staffed by highly knowledgeable and experienced trainers, enabling worry-free training by everyone from first-timers to people training at a high level. A six-lane, 25-meter heated pool is also available year-round. In order to use the fitness room and pool, you must have a health exam for the academic year in question, and register as user by filling out the prescribed signup form. You must also take an orientation class in order to be qualified to use the fitness room. You can find the orientation schedule, and other information 3 at the Izumi Gym, as well as the Sports Promotion Office in the Surugadai campus, and the Ikuta Meiji University Offices and Facilities Campus Section in the Ikuta campus. On its days closed, the gym also lends out its athletic field and tennis courts to officially recognized University clubs. The users are chosen every Monday by lottery. (3) Teaching Assistants (TAs) Teaching assistants (TAs) help international students with their Japanese-language studies including checking reports and assistance with understanding written materials, textbooks. TAs also receive inquiries on future career path, employment and anything that is unclear in daily conversation. TAs are on call at the international lounges at each campus. The TA schedules are posted on the International Student Office Bulletin Boards and website.

(4) Items to Submit to International Student Office (Important) 1. Certificate of Matters in the Alien Registration Records (issued within past three months; original) You must submit this during the month of April each academic year. (You must submit it anew each academic year) A “Certificate of Matters in the Alien Registration Records” certifies that an individual has completed alien registration. It can be applied for by the individual or a family member belonging to the individual’s household. Application by anyone else requires a written letter of proxy by the individual. You can apply for the certificate at the Alien Registration desk of the city or ward office where you live. Please bring your Certificate of Alien Registration with you when you apply. There is a fee of about 300 yen per copy for the certificate.

2. Notice of Temporary Absence (forms are available at the International Student Office) You must submit a Notice of Temporary Absence before leaving Japan temporarily. (→ P. 7 2)

International Student Office (5) Campus Mates The International Student Center began the Campus Mate program in April 2008, in order to create a base for active cultural exchange between international and Japanese students through exchange activities. The program is currently in its third year. There are now nearly 100 students registered in the program, which carries out a wide range of activities. Some examples of activities run by campus mate students are a welcome party and farewell party for exchange students, a 6-university baseball tournament, rakugo viewings, and climbing Mount Takao. The cooperation of the Campus Mates is also essential for our yearly President’s Cup Japanese Speech Contest. Three to four student supporters are assigned to each international student entering the contest, who help write and prepare for the speech. Students also prepare for and run the contest, and play leading roles on the steering committee. This is an epoch-making opportunity for cultural exchange, as the international and Japanese students work together over an approximately four-month period to prepare for and run the contest. Students also leverage their strengths to run Korean-language classes, -Japan exchange events, and other activities. Exchange with people of different backgrounds is intellectually, culturally, and spiritually stimulating, and enables one to broaden one’s horizons as a human being. (2) Alien Registration Foreigners entering Japan must register their residences at their city or ward office within 90 days of arriving on Japanese soil. When you complete these procedures, you will be issued a Certificate of Alien Registration.

You are required to carry this certificate with you at all times, and present it upon request to police and other public officials. Failure to comply could result in your arrest. You must also notify your city or ward office within 14 days if any of the following information on your certificate changes: address, visa status, period of stay, nationality, or name. Certificates are valid for five years. You must apply to renew your certificate within 30 days of expiration. Note: When foreigners who have carried out alien registration leave Japan, they must return their Certificate of Alien Registration to the immigration authorities at their port of departure, unless they have received a reentry permit.

(3) Visa Renewal Applications If you overstay your visa, you will be subject to deportation or criminal prosecution as an illegal alien. Be sure to apply for a visa renewal at the Immigration Office (including a district or branch office) between about three months before your visa expires and the date of expiration. (4) Temporary Absence/Reentry Permits If you take advantage of a long vacation to leave Japan temporarily and travel to a third country, you must obtain a reentry permit from the Immigration Bureau. If you leave Japan without obtaining a reentry permit, you will not be able to enter Japan again at the planned time. The fee for a permit is 3,000 yen (single reentry) or 6,000 (multiple reentries). (5) Permission to Engage in Extra-status Activity A student visa is granted for the purpose of studying at a Japanese university. For this reason, if you must find a part-time job in order to cover your school or other expenses, then you must receive “authorization for extra-status activity” by following the procedures prescribed by the Ministry of Justice. You are allowed to work for up to 28 hours per week (up to 8 hours per day during extended holidays). Please apply in person at the Immigration Bureau. Cautions for Extra-Status Activities 1. You cannot work in the adult entertainment industry or at places where adult entertainment is conducted. 2. Carry a copy of your authorization for extra-status activity or your work permit with you when you are at your job. 3. Notify the International Student Office immediately if you change your work status, location of work, type of work, or work hours. 4. Please submit a copy of the permission sticker to engage in extra-status activity on the passport after the Immigration bureau has permitted your extra-status activity. 5. The long-term summer, winter, and spring holidays according to the University regulations are determined by the academic calendar.

(6) Notice of Extra-status Activity (light blue: University form) The International Student Office requires international students to submit a Notice of Extra-status Activity, in order to keep track of any extra-status activities by each student. If you find a part-time job, you must obtain an authorization for extra-status activity, and fill in and submit a Notice of Extra-status Activity available at the International Student Office. You must also notify the International Student Office immediately if you change jobs.

(7) Students Withdrawn / Removed from the University Names of international students who have withdrawn, been removed, or are missing will be reported to the Ministry of Education, Culture, Sports, Science and Technology and immigration authorities. If you have withdrawn or been removed, you must return to your home country immediately. Once you have returned to your home country, you must promptly submit a copy of the page in your passport that shows you have departed Japan.

(8) After Graduation or Completion of Studies We ask students to submit a “International Students’ Career Path Survey Sheet” to the University upon graduation or completion. After you have decided on your career path after graduation, please report it to the International Student Office without delay. Please be aware that after you have graduated from the University or completed your program, you cannot remain in Japan beyond your visa period. Even if your visa has not yet expired after you graduate, you must return to your country immediately unless you apply for a change of visa status. Please consult with the International Student Office beforehand if you will remain in Japan to find work after graduation.

If you will continue to look for work after graduation If you will look for work after graduating from an undergraduate or graduate program in Japan, then you can change your status to “Designated Activities (Continuing to Seek Employment)” after your student visa status expires. The period of stay is for six months, which can be renewed one time for a total of one year's stay. In this case, you will also need to obtain a permit for extra-status activities and a reentry permit. *******Partial Revision to Immigration Control and Refugee Recognition Act*******

This act was revised on December 2, 2004. The changes that affect persons with student visas are as follows. Please take careful note of these changes. 1. Before, it was possible to reside in Japan while one’s visa was valid, even if one did not carry out activities in accordance with one’s status. Now, however, this will cause one’s visa status to be revoked, even if it has not yet expired. If you fail to carry out activities in accordance with your visa status for more than three months without a valid reason, then you will be stripped of your visa eligibility. Individuals who falsify their activities with regard to their visa status, falsify their academic record or history, submit a false research report, or the like, will also lose their visa status. 2. The fine for illegally residing in Japan has been raised from a maximum of 300,000 yen to 3,000,000 yen. The maximum fine for activities not permitted by one's visa status has also been increased from 200,000 yen to 2,000,000 yen.

The International Student Office handles all scholarships targeting international students. Check the scholarship announcements on the International Student Office’s bulletin boards of each campus for information on how to apply, eligibility, etc. In general, the eligibility requirement for scholarships targeting international students is that your visa status be “College Student.”

(1) Types of Scholarships 1. Scholarships for which foundations and other organizations have asked the University to recruit (there are three types, as shown in (2) below) 2. Scholarships for which a foundation or other organization recruits students directly, without going through the University (many of these are established by prefectural and municipal governments and other local government agencies, so please view the website and other materials of the local government in question)

6 (2) Applying/Getting Recommendations for University Scholarships Scholarships for International Students http://www.meiji.ac.jp/cip/support/scholarship.html The University handles three types of scholarship, as shown below. - Open Application The University only posts information about the scholarship availability. You apply to the scholarship foundation directly, obtaining and preparing the required documents yourself. - Batch Application After students obtain and prepare the required documents, if they are submitted to the International Student Office within the deadline, the University will send all applicants’ documents to the scholarship foundation at once. (The University does not make selections.) - University Recommendation For these scholarships, the scholarship foundation or other organization has asked the University beforehand to recommend candidates. The University thus selects and recommends suitable candidates from the student body. The selection of scholarship candidates focuses on grades for undergraduate students, and research results and research plan for graduate students. Consequently, since first-year students have not received any report cards from Meiji University, they are almost never recommended for scholarships by the University. ■ Procedures for Applying for a University Recommendation To apply, fill out the Scholarship Application Form available at the International Student Office and on the International Student Center website, and submit it by the University deadline stated in the scholarship announcement, together with the other required documents (specified by the foundation). Those who pass a document review are interviewed by the International Student Center, and the recommendations are then determined. The scholarship foundation selects the scholarship recipients from those recommended by the University.

You can, however, apply to two scholarships in parallel if one of them is for less than 30,000 yen per month. (In this case, the procedures of the scholarship foundation are given precedence. In other words, if the foundation does not allow receipt of two scholarships at once, then you cannot apply.) 2. If you are recommended for a scholarship, you cannot apply for another one until the recipients of the current one have been determined. 3. If you are found to have falsified your application, then either your recommendation will be rescinded, or the scholarship payments will be halted.

■ Major Scholarships Requiring University Recommendation 1. Honors Scholarships This scholarship is managed by the Japan Student Services Organization (JASSO). It is distinguished by awarding more recipients than other scholarships. 2. Meiji University Scholarship for Privately Funded International Students (Type 1) This scholarship pays for school expenses, and is funded independently by Meiji University. 3. Scholarships by Outside Foundations There are many types of such scholarships, each with its own application period, eligibility, amount, and other details. The rate of acceptance is by no means high. 4. Government Funded Scholarships by Ministry of Education, Culture, Sports, Science and Technology (MEXT) This scholarship is available to fourth-year undergraduate students (aged 25 or less) and graduate students (aged 35 or less) who are privately funded international students. Candidates are

In addition to a monthly scholarship stipend, MEXT pays for recipients’ school fees. How to Apply for MEXT Scholarship For undergraduate students, the International Student Center recommends candidates from among eligible applicants at each school with particularly good academic performance. Graduate students must submit the prescribed application documents by the specified deadline. The International Student Center selects from among the above applicants via document review, interviews, and other means. Selections are made from the recommended candidates based on an overall determination including the application documents and academic performance (for graduate students, particular emphasis is given to research results and research plan).

(1) Payment Methods Tuition and other fees are paid each semester. Below is a breakdown of the payment schedule. Please wire school fees and dues at the teller of your financial institution or from an ATM or the like. When wiring payments, pay the amount noted on your school fee transfer slip in , to the accounted noted. Send the funds as a wire transfer.

(2) Payment Deadlines The school fee transfer slip is sent to the student. (It cannot be sent to other than the student.) The dates that the transfer slips are sent, and the payment deadlines, are as follows.

Meiji University offers a tuition assistance (reduction) program for privately funded international students. The purpose of this program is to reduce the economic burden on our international students and help them continue their studies, so that they can have a sound and fruitful study-abroad experience. In the 2010 academic year, the tuition assistance program reduced 30% from the annual tuition. This program is scheduled to be revised from the 2011 academic year. Information will be posted on the bulletin boards and the website of the International Student Office when the details are fixed. The following is the overview of the tuition assistance program in the 2010 academic year.

(1) Eligibility 1. You must be a privately funded international student with a visa status of “College Student.” (This includes individuals who change their status to “College Student.”) 2. You are not eligible if you have repeated a year, taken a year off, have exceeded the period of your program, you have taken a leave of absence (or are planning to), or you have been removed or had a removal cancelled in the academic year in question. If you meet the requirements of items 1 and 2, above: 3. Your grade point average (GPA) for the previous academic year must be 1.50 or above for undergraduate students, and 1.80 or above for graduate students (see below for the method for calculating the GPA). Note, however, that undergraduates are not eligible if they failed to obtain 20 units or more in the previous academic year) (If you do not have grades for the previous academic year due to a leave of absence or the like, then a 8 determination will be made based on your academic performance in the year before the leave of Tuition Assistance absence, an interview, or the like, and in consideration for your financial circumstances. Check with the International Student Office for details.) 4. All first-year students are eligible (both graduate and undergraduate). Note: If you fail to apply, you will not receive assistance even if you are eligible.

Notes: (1) It is not guaranteed that everyone who applies for tuition assistance will receive it. (2) The maximum amount for tuition assistance is 30% of tuition fees (only the portion of school fees ( marked “tuition fees”). Managing Your Health (1) Subscribing to Health Insurance Foreign nationals who study in Japan for one year or more are required to perform alien registration and subscribe to a health-insurance program (e.g. national health insurance). Although a health-insurance subscription costs money, you will pay 30% of your medical expenses. You must apply at the city or ward office where you live to subscribe to insurance.

(2) Meiji University Student Health Insurance Meiji University has its own student health insurance program, which reduces the financial stress of becoming sick or injured while you are enrolled at university. Students are automatically enrolled in the program upon admission. The student health insurance mutual aid union has agreements with approximately 160 healthcare facilities around the Surugadai, Izumi, and Ikuta campuses, as well as major cities nationwide. If you receive treatment at one of these facilities as an outpatient, then you can receive medical treatment covered by health insurance for free by presenting your student ID and health insurance card. Regardless of whether the facility has an agreement with the union, if you are admitted as an inpatient at any medical facility nationwide, you can get a portion of the expenses covered by applying to the student insurance. See the Student Health Insurance Guide for details about healthcare facilities with agreements and other information. (3) Student Education and Research Accident Insurance All students are enrolled in Personal Accident Insurance for Students Pursuing Education and Research, which covers injuries from accidents suffered during educational activities. The University pays the total cost of the premiums. The insurance applies to injuries suffered during classes, University events, and 9 extracurricular activities due to sudden and unforeseen external accidents. Contact the Student Support Managing Your Health Division for details.

Health Exams Free regular health examinations are provided to all students in April of each year. These health examinations are necessary for the early detection of illnesses and in order to maintain your health, so please be sure to receive your exams. Based on the results of your health examination, your physician will conduct detailed tests and give you healthcare instructions.

Campus Clinics Clinics are available on each of our campuses for providing first aid by a physician. Please present your student ID when receiving treatment. Examinations covered by health insurance are free of charge with the application of student health insurance. The campus clinics also provide consultations for health problems, so please use them to help manage your health. The hours and days of operation differ for each clinic. See the Student Health Insurance Guide for details.

Meiji University does not have housing for international students. Please consult with your campus liaison desk for referrals and procedures for apartments and other housing. Note that the International Student Center selects candidates for “(3) Housing Managed by International Student Office” via document review and other means.

(1) Apartment and Other Rental Housing Referrals The campus liaison desks provide referrals for apartments and other rental housing. There are three types of housing, as described below. You must bring your student ID with you when receiving a referral. (1) University Registered Housing: Housing for which the owner has registered with the University directly. There is no referral fee. (2) University Apartment: These are dedicated student apartment buildings managed by the National Student Information Center. The referral fee (normally 1 month’s rent) is discounted by 50%. Note that the rental terms are relatively strict. (3) Housing Offered by Partner Real-estate Agents: Housing managed by real-estate agents with which the University has partnerships. Some real-estate agents offer such benefits as discounts on referral fees. Please contact your campus liaison desk for details. Note that rental agreements are made directly between the student and the owner or real-estate agent. Be aware that the University has no involvement with these agreements or the like. 10 (2) General Cautions for Housing Searches Housing ・ Always view the property for yourself before signing a rental agreement. Personally check the surrounding environment, amount of sunlight the apartment gets, the apartment’s construction, etc. ・ Rents vary according to proximity to city centers, size, amount of sunlight, and other factors. ・ In order to avoid problems, always get a written rental agreement. Do not rely on verbal agreements. Pay special attention to the “Special Stipulation” section of the rental agreement. Make sure that you understand the agreement completely. ・ Keep your agreement while it is in effect (or until you leave the apartment). ・ In order to reserve an apartment that you like, you may need to pay the owner a deposit of about 0.5 to 1 month’s rent. When an agreement is signed, this deposit is applied to your rent, but be aware that the money will not be returned if you do not sign a rental agreement. ・ As a rule, rent is paid for the following month by the end of the current month.

Key money is not returned. Your security deposit will be applied to bill settlement and repairs when you vacate the apartment, such as unpaid rent and utility bills, and repairs to damages. Normally, when you sign a rental agreement, you must pay the key money and security deposit (about one to two months' rent each), as well as the first month’s rent (because rent is paid in advance). Consequently, you will need around 150,000 to 300,000 yen when you first rent an apartment. ・ Rental agreements are normally for one to two years. You must inform the owner at least one month in advance if you leave your apartment before the agreement ends. ・ Only persons listed on the rental agreement can live in the apartment. ・ When you leave your apartment, you are required to leave it in the same state as when you entered. Be aware that if you put nails in walls, or leave the walls, floors, or other areas dirty, you may be required to pay compensation. ・ Apartments are not furnished and do not provide daily necessities, so you must purchase these yourself.

(3) Housing Managed by International Student Office The International Student Center recommends students for the following three types of housing after document review and interviews.

Employee Dorms This is a program conducted by the Association of Enterprises Supporting International Students. The purpose of the program is for leading Japanese companies to support international students, and deepen the international understanding between employees residing in the dormitories and international students. 10 Dormitory Fee

■ Housing The fee differs depending on the dormitory, but is generally around 8,000 to 13,000 yen/month.

■ Eligibility for Residence in Employee Dorm (1) You must have excellent academic performance and character, and receive a recommendation from your university (2) You must have interest in and ability to contribute toward international understanding and friendship The conditions (e.g. age limits) differ depending on the company. What all companies require for admittance to their employee dormitories is a spirit of cooperation. In other words, you must be able to get along and live comfortably with Japanese administrators and employees. For this reason, it is vital to follow the dormitory’s rules for its residents (e.g. curfews and meal times).

(5) Guarantors When you rent an apartment, you need a guarantor. As a rule, you must find your own guarantor. Eligibility Available to international students who meet the following criteria (1) Enrolled at the University as a regular student (undergraduate or graduate school) (You become ineligible upon ending your enrollment, including by graduation, withdrawal, and removal) (2) Your visa status must be “College Student” (this is the requirement for joining Comprehensive Renters Insurance for Foreign Students Studying in Japan) (3) You must have taken at least 20 units in the previous academic year (except newly-enrolled student) (4) You must be subscribed to Comprehensive Renters Insurance for Foreign Students Studying in Japan of Japan Educational Exchanges and Services (5) You must follow the instructions of the International Student Center during the agreement period 2. How to Apply (1) Decide on the desired residence (2) If you cannot find a joint guarantor when the time comes to sign the rental agreement, and you would like the Director of the International Student Center to be your joint guarantor, receive a briefing from the International Student Office, and obtain the relevant documents. Relevant documents 1) Applying for Joint Guarantor (for International Students) 2) Comprehensive Renters Insurance for Foreign Students Pamphlet and Insurance Transfer Slip (Post Office Transfer) 3) Statement of explanation to owner/real-estate agent 4) Handling of Intermediaries in Property for Foreign Students (explanatory text 2) 5) Joint Guarantor’s Agreement (two copies) 6) Materials to explain situation to owner/real-estate agent: “To the Owner or Real Estate Agent” (3) Hand item (6) to the owner/real-estate agent, and obtain his or her understanding of the 10 program whereby the Director of the International Student Center serves as a joint guarantor. Housing Once you have obtained his or her understanding, you must have the owner or real-estate agent fax a reply to the International Student Office. (4) Bring your joint guarantor application (Form 1), pledge of conduct (Form 2), memorandum of understanding (Form 3), student ID, and Alien Registration Card to the International Student Office. (5) The International Student Center will conduct an interview and review based on the documents you submitted (it will take two to three days to complete the procedure). Note that if you are required to submit additional documents in as needed, we may re-check with you and the owner/real-estate agent. (6) The International Student Office will notify you of the results of the review. (7) Pay the premium for the Comprehensive Renters Insurance for Foreign Students at the post office in accordance with the instructions of the International Student Office, and receive a

(8) Sign the agreement with the owner or real-estate agent. (9) Immediately upon ending the agreement, bring your Rental Agreement and Joint Guarantor’s Agreement (with seal and counter-mark of renter) to the International Student Office.
