Many of the cultural markers that are considered and recognised as Sami, are based on traits from these areas. Based on fieldwork done mainly in inner Finnmark, I argue that there is a constant process of expressing a Sami ethnicity within a performance stage defined by both the norms of "how to be Sami" and the ever evolving and breaking of new grounds for this performance. The process might be conceptualised as two axes; one illustrating a measurement of "purity" and the other the constant means of expanding the boundaries for expressions of the Sami ethnicity. Language is a vital foundation that affects both of these axes; although it is used contextually as a marker of Sami ethnicity, it is still an important, perhaps the most important way to assert ones Sami ethnicity, as it makes out the basis of the objective part of the Sami Act’s criteria for how one might be considered Sami. The language is both an important means of communication, and thus social inclusion, but it is also a deeply emotional matter that carries meaning beyond the use as a marker of ethnicity. The gákti (Sami traditional clothes) might be considered the most recognised emblem of Sami ethnicity besides the languages. The making of the gákti is a process that involves both the continuation of cultural specific knowledge, and the composing of new expressions. As the gákti is a garment that pinpoints the wearers geographically based affiliation, it also connects the wearer to a specific social community and might counteract feelings of rootlessness associated with globalisation. Still, it also allows for a range of manipulation within certain boundaries. Based on these two examples, the language and the gákti, I argue that while the Sami ethnic identity needs to take on the challenge of including people into the ethnic group that does not necessarily master this knowledge, this might still be a difficult process for many of the people considering this knowledge as vital for themselves and for their ethnic expression.     14 Consonant Gradation in Estonian and Sámi: Two-Level Solution TROND TROSTERUD AND HELI UIBO 14.1 Introduction Koskenniemi’s two-level morphology was the first practical general model in the history of computational linguistics for the analysis of morphologi- cally complex languages. In this article we will reconsider one of the key innovations in Koskenniemi (1983), namely the treatment of consonant gra- dation in finite state transducers. We will look not at Finnish, but at two lan- guages with a more extensive consonant gradation system, namely Estonian and Sámi. The goal of the paper is to demonstrate two different ways of mod- eling consonant gradation in a finite state morphological system - lexical and morphophonological. We will also compare the resulting systems by their computational complexity and human-readability. Consonant gradation is rare among the languages of the world, but stem al- ternation in itself is not, and the treatment of consonant gradation can readily be transferred to other stem alternation phenomena. Koskenniemi’s original idea was to see stem alternation as an agglutinative phenomenon. Consider the example (14.1), showing a two-level representation of stem alternation. ehT e$:ehe (14.1) Here the $ sign is a quasi-suffix, introduced to trigger consonant grada- tion in the stem.     Journal of Home Language Research (JHLR) Volume 1, 2016, pages 1-16 http://hdl.handle.net/10092/12906 Holding them at arm’s length: A critical review of Norway’s policy on Sámi language maintenance Nathan John Albury Center for Multilingualism in Society across the Lifespan, University of Oslo. Abstract Norway’s policy on its indigenous Sámi minority is oftentimes heralded as best practice in fostering self-determination and home language maintenance. Norway’s policy rhetoric indeed promises that all Sámi have a right to develop their home language, and that all Norwegian children will become familiar with Sámi languages and culture. However, this paper takes a more critical perspective of Norway’s policy. It argues that rhetoric has not been operationalised to benefit all Sámi nor promote Norwegian familiarity with the languages. Instead, the state appears to juggle its legislative obligations to promote the Sámi languages with an ongoing ideology in the community that the Sámi languages cannot be seen as contributing to the contemporary Norwegian nation. To make this argument, the paper firstly reviews the state’s Sámi language policy to discuss fractures between rhetoric and policy. It then reports the findings of a case study whereby public online debates over the past five years about the Sámi languages in a national context were critically analysed. The case study indeed reveals a vigorous preference to hold the Sámi languages at arm’s length, for reasons such as that the languages endanger Norwegian identity, that the Sámi do not deserve an indigenous status, that the Sámi are foreign to Norway and, conversely, that the Sámi do not fulfil their responsibilities as Norwegian citizens.

Te modernisation process accelerated the utilisation of northern natural resources, and the frst roads in northernmost Finland also facilitated mining industry and logging sites. In the research concentrating on infrastructure, indigenous peoples have ofen been depic- ted one-dimensionally as victims and forces resisting development. While this study introduces the views of various stakeholders, it also emphasises the importance of understanding indigenous peoples as active agents, some of whom actively lobbied for plans to build roads. While the Sámi resistance to roads referred to, for example, their ability to damage and erode the traditional way of Sámi community life, the supporters underlined the economic possibilities and other benefts to be gained from the improved connectivity. Even though the vocabulary of the 1920s and 1930s difers from today’s language use, many of the ideas which have been discussed more recently – such as remoteness as a potential asset and the value of being disconnected – were already present in the debates of the beginning of the twentieth century.     Big boulders of tillite rock in Porsanger, Northern Norway By Sven Føyn. Abstract In 1959 numerous erratic boulders of tillite rock were discovered at the head of Austerbotn, the eastern arm of the Porsangerfjord. Some of the boulders are very big, håving volumes of up to 20 m . In 1965 another two boulders were found about 7 km to the south-east of the head of the fjord. The presence of the tillite boulders shows that Eocambrian tillite occurs . or at least has existed - in the Porsanger region. No deposits of tillite occurring in situ have, however, been reported from this district. The writer suggests that the source of the boul6erB i8 most probably in koralen, a depression in the Precambrian surface of the broad Lakselv valley, about 10 km south of the head of the Porsangerfjord. As there are no rock exposures in the bottom of Rocidalen on account of the thick cover of Quaternary deposits, this theory can hardly be proved. Possible future finds ok tillite boulders may bring other parts of the Lakselv valle/ into focus. Introduction Numerous erratic boulders of tillite rock occur west of the head of Auster botn, the eastern arm of the Porsangerfjord (lat. 70° 4' N, long. 24° 68' E). The boulders are found mainly on the slope facing the sea, bur also on the small hill north of the main road. No occurrence of tillite in solid rock has been reported from Porsanger. The nearest known in situ deposits ok Eocam brian tillite are those south of Laksefjord more than 50 kilometres to the NE, and ar Altafjord about 60 km to the west.
