    BOOK REVIEWS Rebecca Pates and Maximilian Schochow, ed., Der “Ossi:” Mikropolitische Studien über einen symbolischen Ausländer (Wiesbaden: Springer VS, 2013) Reviewed by René Wolfsteller, Social and Political Sciences, University of Glasgow Until German reunification in 1990, western social sciences had never been particularly interested in the German Democratic Republic (GDR) as an object of research. The fact that western scholars refrained, for various political reasons, from researching GDR society, as well as its successful seclusion from external analysis, contributed to the marginalization of social research within West German academia on its eastern neighbor.1 With the collapse of the socialist German state in 1989, however, the situation changed completely. All of a sudden, there was an enormous demand for expert knowledge as the remains of an entire political system and the sub- jects that it left behind needed to be mapped, measured, and categorized. Yet the dynamics of the following exploration developing between a now-ambitious social research agenda, on the one hand, legitimacy-seeking politics, on the other, and—in between—the media machine thirsty for stories from the “neuen Bundesländer” (new federal states), yielded some pecu- liar effects. Indeed, the discourse soon changed into an investigation of the genuine “nature” of the “East German,” an inquiry into its psyche and (ir) rationality.     ZARA STEINER Zara Alice Shakow Steiner 6 November 1928 – 13 February 2020 elected Fellow of the British Academy 2007 by DAVID REYNOLDS Fellow of the Academy Zara Steiner was a historian of international relations, specialising in British foreign policy around 1914 and, more generally, Europe in the era of the two world wars. Born and educated in the United States, with a PhD from Harvard, she taught at Cambridge for more than thirty years and became an especially inspirational super­ visor of doctoral students. Her magnum opus was the huge two­volume study of Europe’s interwar international relations, The Lights That Failed (2005) and The Triumph of the Dark (2011). It should not be allowed.’ Sir Owen O’Malley’s opening words did not sound encouraging, and Zara Steiner knew he was voicing what many others privately thought. Yet she persisted with the interview—and with the relationship. O’Malley became one of her closest FO confidants and a good friend, who bequeathed her several volumes of his papers. It is a revealing anecdote. Those prejudices, her persistence and the eventual outcome together typify the saga of Zara Steiner as a historian. She devoted much of her academic life to studying the British Foreign Office and, more generally, the mores and mentalities of diplomats and foreign ministries across the world. And she did so from a distinctive perspective: as an American teaching in Britain, as a woman fight­ ing for recognition in a male­dominated profession and as a human being whose Jewish identity became increasingly important to her as time passed.

And yet, one is hard-pressed to recommend a single volume to undergraduates looking for a comprehensive, reasonably sophisticated study that is also short, readable, and balanced. Even the most detailed general works lack full geographical coverage of the continent, and their thematic scope tends to be just as limited. The 1930s continue to attract the greatest attention. In one of the latest British surveys, the decade is described as “a time with few heroes, two evil Titans, and an assortment of villains, and knaves.”[1] The author, Zara Steiner, hastens to add that she takes no pleasure in their company. One would assume that her sentiments are widely shared. Nevertheless, historians, for all their revulsion towards dictators and other unsavory characters, are still strongly drawn to this epoch, and to the dark side of European history. The fascination with “the successive waves of darkness that enveloped the continent some two generations ago” (p. 6) shows no sign of abating.
