Alexander Livnat, Ph.D. 12/18/2014 This is the second out of five volumes describing EPA’s current state of knowledge of CCR damage cases. This volume comprises 42 damage case-specific modules. Each module contains background information on the host power plant, type and design of the CCR management unit(s), their hydrogeologic setting and status of groundwater monitoring system, evidence for impact, regulatory actions pursued by the state and remedial measures taken, litigation, and rationale for the site’s current designation as a potential damage case in reference to pre-existing screenings. TVA Colbert Fossil Fuel Plant, Colbert County, Alabama Type: Surface Impoundments Associated with Collapsed Sinkholes. Background and Description: The Colbert Fossil Plant (COF) is located on the south side of the Pickwick Reservoir at Tennessee River Mile 245, about 10 miles west of downtown Tuscumbia and three miles east of Cherokee, and about 50 miles west of Huntsville, Alabama.1 The plant is located on a 1,354- acre reservation, north of U.S. Highway 72. Most nearby land is agricultural, but residential and recreational areas are in close proximity. The closest residences are within 0.5 mile from the plant reservation.2 COF comprises two surface impoundments (Bottom Ash Pond 4 3 and Disposal Area 5 Drainage Basin);4 and two landfills (Disposal Area 5 Dry Stack,5 and Disposal Area 1,6 closed in 1975). In addition, adjacent to Bottom Ash Pond 4 there is also a clay-lined chemical pond7 that was used between the 1970s 1 Stantec (2009). According to TVA (2004) and
