Scotland has a great diversity of natural heritage, from its wild mountains and rugged coastlines, to the gentler beauty of its farmland and the designed landscapes of town and countryside. This diversity of landscape, habitat and wildlife reflects Scotland's varied geology and topography and its special geographical and climatic position on Europe's North Atlantic seaboard. Scotland's unique natural heritage is also the product of past and present interactions between natural processes and human activities. Thus, while there is little today which can be considered entirely natural in strict ecological terms, there is much to be valued and conserved. 2. The Scottish Executive is committed to safeguarding Scotland's unique natural heritage and integrating the principles of sustainable development into all Government policies. This Planning Advice Note (PAN) provides advice on how development and the planning system can contribute to the conservation, enhancement, enjoyment and understanding of Scotland's natural environment and encourages developers and planning authorities to be positive and creative in addressing natural heritage issues.
