Form P3 – Submission of Representations

The Proposed Plan has now been published. The six week period during which Representations may be submitted is open from Monday 7 November 2011 until 5pm on Monday 19 December 2011. Representations received after this date will not be accepted.

Should you intend to submit a Representation, whether electronically or in writing you should do so using this form (Form P3). A separate Form P3 must be completed for each issue that you wish SESplan to consider. You may raise as many issues as you wish.

In line with Scottish Government advice, you are reminded that each issue must be no longer than 2,000 words whether submitted electronically or in writing. A summary of the issue that you wish SESplan to consider together with the modification / change to the Proposed Plan that is sought (to a maximum of 400 words in length) must also be provided.

There is no automatic opportunity for parties to expand on their Representations later in the process.

Detail of Issue (See the attached Guide to Completion)

The main issue that Bellsquarry Community Council wishes to have considered is that the Castle Farm site (WLC submission reference EOI-0110) has been designated as a countryside area since 1962 when Livingston New Town was formed.

Seven years ago there was a joint Murieston/Bellsquarry submission on this issue (following the circulation of a questionnaire amongst Linhouse, Balgreen and Murieston Castle residents). From those residents who responded to the questionnaire, 95% wanted the area to remain as designated countryside status. The beauty, wildlife and amenity value of this area is very much appreciated by residents many of whom have chosen to live in the area because of its environmental attractions. The protection to wildlife afforded by the woodland and countryside in this area cannot be over emphasised.

In addition respondents expressed considerable concern that the current road and rail system would be unable to cope with the greatly increased traffic caused by any large development on this site.

Therefore at that time there was strong community support for the retention of this area as countryside and there would seem to be no reason to suppose that this support has weakened.

When the issue was raised at a meeting of Bellsquarry Community Council on Monday, 5th December, 2011, those present strongly supported the retention of this area as designated countryside as originally intended.

That the strong community support for the retention of Murieston Castle Farm as designated countryside be recorded in the submission to Scottish Ministers and acted upon accordingly.

That areas such as Murieston Castle Farm be retained as designated countryside for the reasons outlined above.
