THE EFFECTS OF PROPORTIONAL REPRESENTATION ON ELECTION LAWMAKING IN AOTEAROA NEW ZEALAND by Joshua Ferrer A Thesis Submitted to the Politics Programme University of Otago in Fulfillment of the Requirements for the Degree of Master of Arts January 2020 ii iii ABSTRACT It is widely recognized that most politicians are self-interested and desire election rules beneficial to their reelection. Although partisanship in electoral system reform is well- understood, the factors that encourage or constrain partisan manipulation of the other democratic “rules of the game”—including election administration, franchise laws, campaign finance, boundary drawing, and electoral governance—has received little scholarly attention to date. Aotearoa New Zealand remains the only established democracy to switch from a non-proportional to a proportional electoral system and thus presents a natural experiment to test the effects of electoral system change on the politics of election lawmaking. Using a longitudinal comparative case study analysis, this thesis examines partisan and demobilizing election reforms passed between 1970 and 1993 under first-past- the-post and between 1997 and 2018 under mixed-member proportional representation (MMP). Although partisan election reforms have not diminished under MMP, demobilizing reforms have become less common. Regression analysis uncovers evidence that partisan election lawmaking is more likely when the effective number of parties in parliament is lower, when non-voters have more leverage, and when reforms are pursued that diminish electoral participation. iv To Arthur Klatsky, with all my love v PREFACE This thesis would not be what it is without the generosity, time, and aroha of countless people. ADVERTISING AND THE MARKET ORIENTATION OF POLITICAL PARTIES CONTESTING THE 1999 AND 2002 NEW ZEALAND GENERAL ELECTION CAMPAIGNS A THESIS PRESENTED IN FULFILMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY IN POLITICS AT MASSEY UNIVERSITY, PALMERSTON NORTH, NEW ZEALAND. CLAIRE ELIZABETH ROBINSON 2006 i ABSTRACT This thesis proposes an alternative way of establishing a link between market orientation and electoral success, by focusing on market orientation as a message instead of as a management function. Using interpretive textual analysis the thesis examines the advertising messages of the highest polling political parties for evidence of voter orientation and competitor orientation in the 1999 and 2002 New Zealand general election campaigns. Relating manifest market orientation to a number of statistical indicators of electoral success the thesis looks for plausible associations between the visual manifestation of market orientation in political advertisements and parties’ achievement of their party vote goals in the 1999 and 2002 elections. It offers party-focused explanations for electoral outcomes to complement existing voter-centric explanations, and adds another level of scholarly understanding of recent electoral outcomes in New Zealand. While the thesis finds little association between demonstration ofcompetitor orientation in political advertisements and electoral success, it finds a plausible relationship between parties that demonstrated a voter orientation in their political advertisements and goal achievement. -
Nagel Ingredients for Success
INGREDIENTS CONDUCIVE TO SUCCESSFUL (AND LASTING) ELECTORAL REFORM Jack Nagel1 Paper prepared for the Workshop on Electoral Systems, Electoral Reform, and Implications for Democratic Performance Program on American Democracy in Comparative Perspective Stanford University March 14-15, 2014 Distilling from New Zealand's experience from 1984 to 2011, this paper extracts eleven ingredients that I believe were necessary to the success of electoral reform there and that may be equally essential, or at least conducive, to reform in other established democracies, including the United States. Such a long list may seem unwieldy, but the objective here is not scientific parsimony, but pragmatic appreciation of what it takes to succeed in a difficult undertaking. 2 The paper is divided into four parts. The first simply lists the eleven ingredients without elaboration. The second explains how all eleven were crucial to the reform process in New Zealand. The third points to their presence or absence when serious reform attempts failed in Britain and Canada. Part IV discusses whether each ingredient obtains or can be promoted in the U.S. The entire presentation is brief, verging on schematic. Most workshop participants will already be familiar with the history mentioned in Parts II and III, and I intend Part IV mainly as a springboard for discussion. Although some points may apply more generally, I assume a context in which the electoral status quo is a plurality-rule system and reformers advocate a more complex alternative, such as any type of proportional representation for legislative elections or instant-runoff voting (IRV) for single-winner elections. -

In public life language is a weapon of war and is deployed in conditions of radical distrust. All that matters is what you said, not what you meant. The political world is a world of lunatic literalism. The slightest crack in your armour — between what you meant and what you said — can be pried open and the knife driven home. — Michael Ignatieff, "Getting Iraq wrong", New York Times, 5 August 2007, before he became leader of the Canadian Liberal party; quoted in White, Nicola, Free and Frank. Making the Official Information Act 1982 work better (Institute of Policy Studies, Wellington, 2007), p16 Michael Ignatieff was prophetic. The knife was driven home, into him, in this year's Canadian federal election on 2 May. The Liberals, for decades Canada's usual party of government, fell to 34 seats. Ignatieff lost his seat and immediately resigned the leadership. He had failed in the world of lunatic literalism where, he had told the New Yorker, "one word in the wrong place and you spend weeks apologising".1 He was an academic (a professor at Harvard before going into Parliament). He was in politics under false pretences.2 And I am here under false pretences. When Jon Johansson asked me in February if I wanted to contribute I agreed as a way of prodding myself out of my usual hiding place in policy and the ideas behind policy and into a topic which most people think more relevant and important. -

I therefore want to say thanks in particular to the bronzed Keith Holyoake on Molesworth Street, now the unexpected bastion of the New Zealand Rugby building. NATION VOICES ESSAY COMPETITION What makes a good About the author Paul Winter is a 24 year old from Prime Minister of Christchurch. He holds a Bachelor of Arts and a Masters New Zealand? of International Studies from the University of Otago. Paul Winter He is currently a Fulbright Visiting Researcher at the University of Georgetown in the United States and will return home to New Zealand at the end of this year. We New Zealanders are all pioneers. Every one of us has a migrant story to tell. Our ancestral lines recede back to lionhearted waka-riders, intrepid gold miners, fearless farmers and bold globetrotters. Ours is not a population of sticks-in-the-mud, it is an iwi of pioneers. This simple, historic fact has shaped our culture and imbued us with three ‘pioneer values.’ A good pioneer requires: care manaaki, courage kaha and craft pümanawa. To lead a nation of pioneers, one’s character must be replete with all three elements of this potent tryptic. Therefore, I contend that the characteristics and skills required to be a good Kiwi Prime Minister (PM for short – we New Zealanders are renowned for our colloquialisms) are nicely distilled in these pioneer values. Further, I submit that the most positive actions taken, and words spoken, by our PMs are rooted in these values. The remainder of my short piece fleshes out this idea. I discuss the prime ministership, then I introduce and consider the origins of Aoteroa’s ‘pioneer values.’ I also sketch out some historic examples of our PMs at their refulgent and articulate best. -
