I hope I’ve made you proud. 5 6 Abstract Within the literature associated with political leadership, scholarship directly focused upon political performance in office is thinly conducted, both in New Zealand and in other areas across the world. This thesis aims to greater understand political leadership and performance in New Zealand, and address the gaps in the literature correlated with Prime Ministerial performance. To do this, this thesis provides a current list of rankings of former Premiers and Prime Ministers in New Zealand and identifies the dimensions that one must fulfil to display exceptional performance in office. To undertake this research, this thesis uses a series of surveys – distributed to students at Victoria University of Wellington, and to other individuals with a professional interest in politics and history in New Zealand – to best assess public perceptions towards political performance. Building upon the path dependency created by former exercises of the same nature in New Zealand (conducted by Simon Sheppard in 1998, and by Jon Johansson and Stephen Levine in 2011), this thesis provides a snapshot of the current public perceptions of outstanding political performance. In a similar nature to the earlier studies, this thesis identifies the dimensions of longevity, death in office, and being a ‘big change’ or crisis Prime Minister as being directly correlated with elevated performance in office. Additionally, this thesis investigates whether a series of variables – namely time between exercises in New Zealand, and the appearance of a possible recency effect– provide any influence or change over results. Additionally, this thesis moves outside the scope of exercises conducted previously in New Zealand, by ranking Prime Ministerial performance using a series of different methodologies. In conjunction with a replication of the exercises already conducted in New Zealand, this survey also assesses Prime Ministerial performance by using a survey based upon the well-cited Schlesinger ranking studies in the United States, and a third survey aimed to assess political shifts and levels of knowledge and recall rates amongst university students. Regardless of such factors, the results of this thesis remain consistent with previous exercises, with Michael Savage, Richard Seddon, Helen Clark and Peter Fraser being regarded by the political and academic elite across all surveys as embodying the highest qualities of successful political leadership in New Zealand. 7 8 Tables and Figures Table 2.1. Adapting to Institutional Change in New Zealand Politics Raymond Miller Introduction Studies of political leadership typically place great stress on the importance of individual character. The personal qualities looked for in a New Zealand or Australian leader include strong and decisive action, empathy and an ability to both reflect the country's egalitarian traditions and contribute to a growing sense of nationhood. The impetus to transform leaders from extraordinary people into ordinary citizens has its roots in the populist belief that leaders should be accessible and reflect the values and lifestyle of the average voter. This fascination with individual character helps account for the sizeable biographical literature on past and present leaders, especially prime ministers. Typically, such studies pay close attention to the impact of upbringing, personality and performance on leadership success or failure. Despite similarities between New Zealand and Australia in the personal qualities required of a successful leader, leadership in the two countries is a product of very different constitutional and institutional traditions. While the overall trend has been in the direction of a strengthening of prime ministerial leadership, Australia's federal structure of government allows for a diffusion of leadership across multiple sources of influence and power, including a network of state legislatures and executives. New Zealand, in contrast, lacks a written constitution, an upper house, or the devolution of power to state or local government. As a result, successive New Zealand prime ministers and their cabinets have been able to exercise singular power. This chapter will consider the impact of recent institutional change on the nature of political leadership in New Zealand, focusing on the extent to which leadership practices have been modified or tamed by three developments: the transition from a two-party to a multi-party parliament, the advent of coalition government, and the emergence of a multi-party cartel.

    A transcript of Prime Minister John Key's speech to the Canterbury Employers' Chamber of Commerce function, 2nd July 2015. Good afternoon. Thank you Peter for that warm welcome and for the Chamber's hosting of this event. It's good to see so many of you here today. Can I start by acknowledging Mayor Lianne Dalziel and other local body representatives from around the region. Just as central government has to make some tough decisions and trade-offs, so too do councils as we work together to rebuild this city. Together, we're making significant progress. Although, of course, there is still much to do. I'd also like to acknowledge my ministerial colleagues Gerry Brownlee, Amy Adams and Nicky Wagner. Gerry has provided strong leadership in overseeing what continues to be one of New Zealand's largest and most complex undertakings. Most recently he has been turning his mind to where we go following the expiry of the special earthquake recovery laws next April. I'll have some more to say about that in a few minutes. As we've said before, the estimated cost of the rebuild is around $40 billion. As a proportion of the economy, this makes it one of the most expensive natural disasters in the developed world. So thanks to all of you here who have worked so hard since the first earthquake in September 2010. I want to start today by talking about the economy and the significant contribution Canterbury makes to it. A strong and growing economy allows us to provide essential public services like hospitals and schools, and support our most vulnerable families.

    New Zealand Journal of History, 40, 2 (2006) The Politics of Post-War Consumer Culture THE 1940s ARE INTERESTING YEARS in the story of New Zealand’s consumer culture. The realities of working and spending, and the promulgation of ideals and moralities around consumer behaviour, were closely related to the political process. Labour had come to power in 1935 promising to alleviate the hardship of the depression years and improve the standard of living of all New Zealanders. World War II intervened, replacing the image of increasing prosperity with one of sacrifice. In the shadow of the war the economy grew strongly, but there remained a legacy of shortages at a time when many sought material advancement. Historical writing on consumer culture is burgeoning internationally, and starting to emerge in New Zealand. There is already some local discussion of consumption in the post-war period, particularly with respect to clothing, embodiment and housing.1 This is an important area for study because, as Peter Gibbons points out, the consumption of goods — along with the needs they express and the desires they engender — deeply affects individual lives and social relationships.2 A number of aspects of consumption lend themselves to historical analysis, including the economic, the symbolic, the moral and the political. By exploring the political aspects of consumption and their relationships to these other strands, we can see how intense contestation over the symbolic meaning of consumption and its relationship to production played a pivotal role in defining the differences between the Labour government and the National opposition in the 1940s.

This is not to say that Banks or Perigo ever owned or controlled the discourse which feeds this charac- terisation; indeed it is quite widespread, enough so that caricatures of Clark2 routinely make fun of her ‘masculine’ characteristics, her ‘ruthlessness’, her tendency to wear red blazers, and other such symbolic matter.

(Barnard, 1943) iii Abstract This study presents a diachronic analysis of the language ruled to be unparliamentary in the New Zealand Parliament from 1890 to 1950. While unparliamentary language is sometimes referred to as ‘parliamentary insults’ (Ilie, 2001), this study has a wider definition: the language used in a legislative chamber is unparliamentary when it is ruled or signalled by the Speaker as out of order or likely to cause disorder. The user is required to articulate a statement of withdrawal and apology or risk further censure. The analysis uses the Communities of Practice theoretical framework, developed by Wenger (1998) and enhanced with linguistic impoliteness, as defined by Mills (2005) in order to contextualise the use of unparliamentary language within a highly regulated institutional setting. The study identifies and categorises the lexis of unparliamentary language, including a focus on examples that use New Zealand English or te reo Māori. Approximately 2600 examples of unparliamentary language, along with bibliographic, lexical, descriptive and contextual information, were entered into a custom designed relational database. The examples were categorised into three: ‘core concepts’, ‘personal reflections’ and the ‘political environment’, with a number of sub-categories. This revealed a previously unknown category of ‘situation dependent’ unparliamentary language and a creative use of ‘animal reflections’.

Unsurprisingly, some make a better fist of it than others, with the essence of this good leadership a highly sought commodity. Three areas are critical to ensuring a Prime Minister can effectively lead — a measurement of how ‘good’ they are at their job — these fall under the umbrellas of political, social, and economic leadership ability. Politically, Prime Ministers must have foreign credibility, alongside the ability to form a cohesive support team. Socially a Prime Minster must not only recognize and promote popular ideas, but must also be relatable in part to the people.
