The 67th meeting of Operation & Coordination Committee of MP was held on 04th January 2019 at 11:00 AM at SLDC, MPPTCL, Nayagaon, Jabalpur. The list of participants is enclosed at Annexure -1.0.

Shri K.K.Parbhakar C.E.(SLDC) & Chairman OCC welcomed all the guests & participants for 67th OCCM of MP. Chairman OCC stated that the demand trend has slightly changed compared to previous years. In 2017-2018 the peak demand was met in the month of December and by January the demand starts decreasing whereas this year in January-19 the demand is in increasing trend and Maximum Demand is being met in January for 2018-2019. There is an increase of 3032 MW in demand compared to previous year and till date maximum demand met is 13988MW. He has also mentioned that the energy supply is 17% more in this year. He emphasized that it has been possible to fulfill this demand with the cooperation of all stockholders, MPPTCL, MPPGCL, NHDC & JP BIna. He further underlined that the same support & cooperation are expected all entities in upcoming days as demand is expected to increase further till mid of January 2019 , therefore the outage of any units is not warranted during this period. Chairman OCC further stated that the new DSM Regulation is implemented from 1st January 2019, wherein sign reversal of deviation is to be done after every 6th time block by each entity, failure to which will cause a heavy penalty of 20% of the base DSM of the concerned entity. He informed that the generating company can regulate its generation and can comply with the regulation for sign reversal but it is difficult for Discoms to reverse its sign after every 6th time block as they do not have any variable/controllable quantum and will be liable to pay a heavy penalty. Hence Discoms shall take up the matter with MPPMCL and shall vary their schedule in coordination with MPPMCL.. Thereafter he requested Member Secretary to take up the agenda points.

Shri R.A.Sharma Member Secretary OCC & Addl. Chief Engineer, SLDC welcomed all the guests and participants for 67th OCCM and requested all the participants for formal introduction. He informed the committee that recently in a meeting, Hon. Energy Minister of GOMP, has instructed to ensure uninterrupted supply to consumer along with quality supply i.e., to provide consumer supply 24X7 with proper voltage and adequate power to Agriculture consumer.. The Discoms and MPPTCL has been requested to provide adequate capacity of capacitor banks in low voltage pockets. Thereafter the agenda points were taken up which are narrated here under: -

ITEM NO. 1 : CONFIRMATION OF MINUTES : Minutes of 66th meeting of Operation & Coordination Committee of MP held on 17th November 2018 at SLDC, MPPTCL, Jabalpur were forwarded to the committee members vide No. 07-05/SG-9B-II/3786 Jabalpur dated 31.12.2018. No comments have been received. [OCC may confirm the minutes]

ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTHS OCTOBER 2018 TO NOVEMBER 2018.

2.1. Frequency Particulars: The committee was apprised that during October 2018 the system frequency was below 49.90 Hz for 12.05% of time against 10.92% of time during November 2018. The system frequency was above 50.05 Hz for 8.75 % of time during October 2018 against 9.21 % of time during November 2018. The system frequency was within the IEGC range of 49.90-50.05 Hz for 79.20 % of the time during October 2018 against 79.87 % of time during November 2018. The average monthly frequency was 49.97 Hz during month of October 2018 and 49.97 Hz during month of November 2018.

The detailed frequency particulars for the month of October 2018 and November 2018 are enclosed at Annexure-2.1. The brief detail of frequency profile is given here under:-

2.2.3 Status of Capacitor Banks in sub-transmission system: The committee was apprised about the updated information of the status of capacitor banks in sub-transmission system as on 31th NOVEMBER 2018 as submitted by DISCOMs is detailed below:

Member Secretary OCC stated that Discoms shall provide information of minimum voltage reached and the low voltage pockets identified at distribution level so that planning at EHV level could be done accordingly and needed remedial steps could be ensured.

2.2.4 Status of Shunt Capacitor Banks installed at various EHV Transmission Substation: : The committee was apprised about the updated information of the status of installed capacitor banks (in MVAR) in EHV transmission system as on 30.11.2018 as submitted by MPPTCL is given below:-

Minutes of 67th OCCM of MP 3 2.2.5 Status of completion of ongoing Transmission Schemes being executed by MPPTCL: : The committee was apprised about the various ongoing Transmission Schemes completed during the financial year 2017-2018 (up to NOVEMBER 2018) and plan for completion of various ongoing Transmission Schemes for the Year 2017-2018 is enclosed as Annexure 2.2.5(i) and 2.2.5(ii) respectively.

2.2.6 U/F and df/dt Relay Operation

(i) U/F and df/dt Relay Operation: : The committee was informed that the frequency did not touch 49.20 Hz during OCTOBER 2018 and NOVEMBER 2018. There was no df/dt operation during the same period.

(ii) Defective u/f, df/dt relays: : The committee was apprised that MPPTCL has informed that all the df/dt and U/F relays are in operation, where the U/F relays are not available, the numerical relays programmed for under frequency operation. Defective df/dt relay at 220KV Sagar & 220KV S/S Chhatarpur have been replaced & at 132KV S/S Chapda the df/dt protection is provided through df/dt feature of DPR. All U/F stages are in good/ healthy & working condition.

2.3 Power Cuts / Load restrictions/Differential Load Shedding by DISCOMS & group allocation to 33 KV feeders:

(i) The committee was apprised about the details of DISCOM wise Power supply given to various domestic categories during the period OCTOBER 2018 and NOVEMBER 2018 is enclosed at Annexure 2.3(i). Member Secretary OCC informed the committee as directed by Hon. Energy Minister of MP, the Supply Hours for Agriculture should be at least 10 Hrs. & other than Agriculture supply should be 24 Hrs. Hence all the Discoms are requested to ensure the supply hours to consumers along with quality of supply as per directives of Govt. of MP.

(ii) Group Allocation to Newly Commissioned existing EHV substations:- The committee was apprised about the region wise list of 33 KV feeders emanating from various newly commissioned/existing EHV substations for which groups have not been allocated is given in Annexure 2.3 (ii). The DISCOM wise details of pending group allocation to 33 KV feeders is given below:-

Minutes of 67th OCCM of MP 4 Representative from East Discom informed the committee that the 02 no. 33 KV feeders in Jabalpur region have been allocated group & the group allocation for 01 no. 33KV feeder is under process and will be done at the earliest. Representative from West Discom informed the committee that the group allocation for 33KV Mittal Corp-2 feeder has been done and the proposal for group allocation of 09 no. 33 KV feeders in Indore Region & 01 no. 33 KV feeder in Ujjain region is under final stage. Representative from Central Discom informed the committee that the efforts are being made to expedite the process of group allocation of 33 KV feeders and shall be completed within a month .

ITEM NO. 3 : OPERATIONAL PLANNNING:

3.1 Generating Units under planned outage and proposed maintenance programme: The committee was apprised about the annual maintenance /outages of thermal generating units of MPPGCL during December 2018 to January 2019 is NIL as intimated by ED(O&M:Gen.).The details of hydel unit planned outage was submitted by representative from (O&M:Hydel), MPPGCL in the meeting.

3.2 Proposed shutdown programme of Transmission lines / Transformers: The committee was apprised about the proposed shutdown of transmission elements for the period 01.01.2019 to 28.02.2019 submitted by MPPTCL is enclosed as Annexure-3.2. [Committee May like to discuss]

ITEM NO. 5 : SYSTEM DISTURBANCE IN MP DURING OF OCTOBER 2018 AND NOVEMBER 2018: The committee was apprised about the Grid Disturbances and Grid Incidents in MP during these months are given in Annexure 5.

ITEM NO.6 : IMPORTANT OPERATIONAL ISSUES:-

6.1 STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF REACTORS / TRANSMISSION ELEMENTS:- The committee was apprised about the present status regarding schedule and commissioning of reactors / transmission elements is as below:-

In the multifunction meter is under repair thereafter the existing RTU can be used to integrate telemetry. NHDC is requested to provide the expected date of commissioning. In 66th OCC MPPGCL informed that the price bid has to be opened and the Line Reactor reactor will be commissioned by June 2. on 400 kV Sapura–ISP 50 MVAR MPPGCL 2019. Chairman OCC stated that line at STPS MPPGCL shall install the reactor on priority basis due to system requirement. Work will be carried out under PSDF as intimated by MPPGCL in 62nd OCC in 66th OCC MPPGCL informed the committee that the drawing has been Bus Reactor at 125 3. MPPGCL approved and reactor is expected to be SSTPS MVAR commissioned by March 2019. Chairman OCC stated that MPPGCL shall install the reactor on priority basis due to system requirement.

The matter was discussed in the meeting.

6.2 GENERATOR DATA SHEET OF SINGHAJI TPS UNIT # 1, 2, 3 & 4:- The committee was apprised that as per clause – 11, 12, 13 of Manual on Transmission Planning Criteria Of CEA the generator data is required for modeling the generators for simulation studies. It is also to mention that due to integration of RE Generators in the grid & its variable generation for which the precise simulation studies have

Further vide e-mail dtd- 12.12.2018 & 21.12.2018 Singhat TPS was requested to submit the generator data of Singhaji TPS Unit #1,2,3&4 including following details:- 1. Generator Datasheet provided by OEM for all the units (to model generator). 2. Technical Datasheet of the Generator transformers for Unit-1,2,3,4. 3. Open circuit magnetization curve/Open circuit and short circuit test results performed during the commissioning (for validation of system study model at our end), type of saturation to be provided. 4. Excitation system- a. Type of excitation system its block diagram(transfer function) and adopted parameters (commissioning report for model validation) b. PSS- Block diagram(transfer function) and its adopted parameter, commissioning report( to validate the model). 5. Turbine Governor system- a. Turbine and Governor system datasheet. b. Block diagram(transfer function) of Turbine governor system and its parameters (commissioning report for model validation). The committee was informed that despite of several e-mail & telephonic conversations made with Singhaji TPS, the above data has not been furnished to SLDC/WRLDC. Hence seeing to the security of the grid the modeling of generators for precise simulation studies has to be done, therefore Singhaji TPS, MPPGCL is requested to comply with CEA regulations and kindly furnish the required details for modeling of generators for simulatuion studies at the earliest to this office for further submission to WRLDC. The matter was discussed and representative from MPPGCL informed that the data will be provided at the earliest.

6.3 ABNORMAL DELAY IN CONVEYING TRIPPING DETAILS TO SLDC CONSEQUENT UPON TRIPPING OF 63 MVA 132/33KV TRANSFORMER AT MANSAKRA SUB STATION: The committee was apprised that 63MVA, 132/33KV transformer at 132 KV S/s Mansakra tripped on 29.12.2018 at 08:25 hrs on buchholz indication. The tripping details were conveyed to SLDC at 13:11 hrs, approximately laps of five hours of incidence took place. As per provisions of Grid Code, keeping the EHV elements out of service without knowledge of SLDC is violation of Grid Code. More over whenever such incidence of tripping took place, it should have intimated to SLDC immediately. It is therefore requested that report on the matter may be furnished to the SLDC and concerned officials may please be instructed suitably to avoid reoccurrence of such incidence and strictly adhered with grid code. The matter was discussed in the meeting and Representative from T&C ensured that suitable instructions have been issued to concerned officials and such incidences shall not be repeated in future. During discussion, another similar case was pointed out and committee was apprised that on 19.12.2018 Pench HPS took outage on one of the units and stopped the unit without obtaining code from SLDC. Such incidents should not be repeated to avoid threat to grid security and officials shall be suitably instructed to avoid such reoccurrence.

6.4 THREE HOURS AND 33 MINUTE INTERRUPTION TO BIRSINGHPUR & UMARIYA SUBSTATION DUE TO TRIPPING OF 220/132 KV TRANSFORMER AT 220 KV S/s BIRSINGHPUR (PALI):- The committee was apprised that on dtd 29.12.2018 at 06:40 hrs 160MVA 220/132 KV transformer EMCO make tripped on OSR indication, this caused total interruption to Birsinghpur(Pali) and Umariya substation. As reported in flash report, the reason of operation of OSR relay indicated therein, is low oil level in the transformer due to oil leakage. In this context, it is desired that the remedial measures taken for avoiding reoccurrence of such incidence may please be appraised to SLDC. The detailed report of tripping was also soughed from T&C.

6.5 PROTECTION AUDIT OF HYDEL POWER STATIONS OF MPPGCL:- The committee was apprised that MPPGCL vide letter No. 07-10/601-PSDF, dtd 21/02/2018 has conveyed that protection audit of switchyard associated with 10 hydro power plants of MPPGCL is required to be carried out by WRPC. Further, it was decided that work or protection audit of all switchyard carried by a team constituted by WRPC accordingly nominations were invited from utilities for protection audit team. Vide this office email dtd 11.07.2018 the name of officers from MPPTCL, NHDC and MPPGCL was conveyed to WRPC. MPPGCL is insisting for early completion of aforesaid protection audit, considering provisions of MOM of TESG meeting of PSDF regarding the observations for PSDF grant on MPPGCL proposal in 37th meeting held on 19.01.2018. As a sequel to above, SE (Protection), WRPC has intimated that looking to difficulties at WRPC level to constitute a committee for aforesaid work, it has been directed that committee may be constituted MP- SLDC. However, detailed programme for Protection Audit to be carried out be intimated to WRPC, so that WRPC may depute one member from WRPC their end. MPPGCL is therefore requested to furnish detailed programme for conducting Protection Audit along with data required in this regard as requested by WRPC earlier, so that proposed Protection Audit could be carried out. It is mentioned that the matter has been discussed in 66th Meeting of OCCM , thereafter the matter has been perused with C.E. (Hydel) , however requisite details of Hydel Power Station of MPPGCL have not been provided yet. Therefore, the Protection Audit Activities still could not initiate further. The matter may please be expedited and needed information be provided to SLDC without further delay. Representative from MPPGCL ensured that the desired details will be submitted at the earliest.

6.6 REAL TIME OPERATIONAL DIFFICULTIES DUE TO NON AVAILABILITY OF TELEMETRY DATA OF ISP HPS UNIT#2:- The committee was apprised that the telemetry of ISP HPS Unit #2 is out since long. The matter has been persuaded number of times with ISP Authority, however the telemetry of Unit # 2 has not been made available, this cause lot of difficulties in real time operation of system. It is therefore desired that telemetry of above unit may be rectified and made available immediately. Member Secretary OCC stated that telemetry availability is a regulatory requirement and ISP shall ensure the telemetry of ISP Unit#2 as SLDC will be liable to put the unit under outage in case of non availability of telemetry.

Minutes of 67th OCCM of MP 10 6.7 MODIFICATION/SHIFTING OF 220 KV SUKHI-SEVANIA-ASHTA LINE FROM LOC. NO. 87 TO 90 FOR LOWERING DOWN THE LINE FOR MAINTAINING CLEARANCE BETWEEN THE E/W OF 220 KV LINE WITH BOTTOM CONDUCTOR OF NEWLY CONSTRUCTED 765 KV BHOPAL-INDORE S/C LINE OF M/S BHOPAL DHULE TRANSMISSION CO. LTD. (M/S AS BDTCL) UNDER CONSUMER CONTRIBUTION WORK: The committee was apprised that MPPTCL has conveyed approval for crossing of 765 KV Bhopal- Indore S/C line with various transmission lines of MPPTCL vide letter No. 04-02/B-3132/P&D-TLD/389 dated 15.01.2013 based on the proposal and profile submitted by M/s Bhopal Dhule Transmission Co Ltd. However, after completion of erection work, BDTCL has observed that the electrical clearance of 765 KV line with 220 KV SukhiSevania-Ashta line between location No. 87 to 90 was not adequate. It had probably happened due to negligence workmanship as line was not erected exactly as per provisions of profile. Thereafter the BDTCL has submitted their request to MPPTCL vide letter dated 07.11.2014 wherein request was made for modification / shifting of 220 KV SukhiSevania-Ashta line (crossing loc. No. 88 & 89) in order to maintain adequate electrical clearance along with consent for bearing the cost of work. Based on the request of M/s

BDTCL, looking to target date ofcharging of 765 KV Bhopal –Indore Single ckt line an agreement between

MPPTCL and BDTL was executed and MPPTCL has accorded permission for lowering down the E/W of 220 KV line as a special case as an interim arrangement till 220 KV line is modified or shifted. After lapse of about 2 years, M/s BDTCL has not undertaken the required modification/ shifting work, evenafter persisting pursuance at different level.The E/W of 220 KV line is still in lowered position due to which the conductors are unprotected against lightening. Moreover, in case of snapping of conductor of 765 KV on 220 KV line would initiate serious fault. In above scenario, it is felt that BDTCL may be advised to complete modification/ shifting work of 220 KV SukhiSevania- Astha line immediately under consumer contribution as per mutual agreement looking to protection issue of 220 KV SukhiSevania-Ashta line. Representative from EHT-M&I informed the committee that BDTCL has submitted the amount for supervision work and also hired a consultant who has visited the site. Further the proposal by consultant for work to be done has been put up to P&D, MPPTCL for approval. Member Secretary OCC stated that EHT-M&I and P&D, MPPTCL shall take up the matter with BDTCL and expedite the work.

6.8 LOAD DROPPING SCHEME AT 400KV & 220 KV SUBSTATIONS TO HANDLE EMERGENCY CONDITION: - The committee was apprised that on dtd. 27.12.2018 at 09:55 Hrs. 160MVA 220/120 KV X’mer no-2 at 220 CT No.-II at 220 KV S/s Malanpur tripped on on PRV indication due to cable fault. Consequently following X’mers and circuits also tripped:- S.NO ELEMENT NAME INDICATION TRIPPING TIME 1 160 MVA X’MER – 1 at 132 KV side tripped due to 09:55 Hrs. 220 KV S/s Malanpur. over loading. 2 160 MVA X’mer-1 at 220 O/C 09:55 Hrs. Motijheel Ckt - 2 Due to above tripping interruption occurred at 15 no. sub stations causing the load loss of about 615 MW as detailed below:- 1. 220 KV Malanpur. 2. 220 KV S/s Morena. 3. 220 KV S/s Mehgaon. 4. 132 KVS/s . 5. 132 KV S/s Seondha. 6. 132 KV S/s Lahar. 7. 132 KV S/s Ron. 8. 132 KV S/s Porsa. 9. 132 KV S/s Pratpura. 10. 132 KV S/s Barnmore. 11. 132 KV S/s Ambah. 12. 132 KV S/s Morar. 13. 132 KV S/s Gohad. 14. 132 KV S/s Morena. 15. 132 KV S/s Badgaon Dimni. 16. 132 KV Hitampur Railway Traction.

In view of above it becomes necessary that in every 400KV & 220KV substation, load dropping scheme invariably made functional so that in case of any emergency situation under N-1 condition, the loading on ICT should not crossed dangerous level. It is gathered that the existing load drop scheme at 220 KV S/s Malanpur is provided on 220 KV Malanpur – Gwalior(PG) Ckt- I & II and does not cover the 160 MVA, 220/132 KV X’mer – I & II at 220 KV S/s Malanpur. Therefore to avoid overload tripping of transmission elements at Malanpur, Mehgaon & Morena it is proposed to review the load drop scheme installed at at these sub stations. However, if load dropping scheme have not been made, so far, it is requested to formulate suitable load dropping scheme to handle sudden emergency as elaborated above in Gwalior area & as well as other important nodes of MP Grid. The Committee may discuss the matter. Representative from MPPTCL informed the committee that the load dropping scheme has been revised and implemented on 160 MVA, 220/132 KV X’mer-I & II along with the 220 KB Malanpur – Gwalior Ckt- I & II and 132 KV Badagaon Ckt, 132 KV Gohad Ckt-I&II and 132 KV Mehgaon Ckt has been included in the revised load drop scheme. Member Secretary OCC requested MPPTCL to provide the updated status of load dropping scheme installed at MPPTCL substations.

6.9 INSPECTION OF RELAYS OF AUTOMATIC UNDER FREQUENCY LOAD SHEDDING AND CERTIFICATION THEREOF: - The committee was apprised that it is desired that for safe & secure operation of integrated system, the under-frequency relay should be connected in the system in healthy condition. Accordingly, WRPC is pressing hard to provide the self-certified status of

Minutes of 67th OCCM of MP 12 healthiness of relays of Automatic Under Frequency Load Shedding (AUFLS) and periodic checking of the same. Vide this office various correspondence. The CE (T&C) and also SE(T&Cs) were requested to provide status of healthiness of relays of Automatic Under Frequency Load Shedding on priority basis to SLDC, so that same may be communicated to WRPC. Inspite of repeated request vide various correspondence, moreover the matter had been raised in OCC meeting of MP in time to time, however the desired information are still awaited from utilities. It is therefore desired that the above matter may be treated as urgent and status of healthiness of Automatic Under Frequency Relays may be provided to SLDC and also the under frequency may be tested periodically. In this context it is also mentioned that time to time WRPC official as well as SLDC official shall visit the sub-stations to ascertain the healthiness of under frequency relay.

6.10 PROVISION OF SYNCHRONIZATION FACILITY AT EHV SUB-STATIONS OF MPPTCL AND AT ALL POWER HOUSE: - The committee was apprised that as per Grid Code, the synchronization facility should be available at all the Power Stations, 400 KV Sub-stations, 220 KV Sub-stations and 132 KV sub-stations in the path of black start. In 60TH OCC meeting MPPTCL representative informed the committee that order for 69 no. synchronization trolleys has been placed and 1 no. synchronization trolley has been delivered for checking and testing purpose at 220KV S/S Barwaha. In subsequent meetings this issue has been discussed. However, no any fruitful progress has been observed so far. In the above context it is indicated that at Manikheda HPS and Rajghat HPS synchronization facility is not available. It is felt that every Hydel Power station should be equipped with synchronization facilities invariably for system reliability and Crises Management. Also at Manikheda HPS & Rajghat HPS single bus system exists, hence MPPGCL is requested to explore the possibility for commissioning of Double Main Transfer Bus system. Thus, MPPGCL is requested to provide synchronization facility at Manikheda HPS and Rajghat HPS and MPPGCL may kindly provide status of making synchronization facility in aforesaid HPS. The matter was discussed with the committee and MPPTCL has been requested to provide the status of installation and commissioning of synchronization trolleys at different substations. Further, is also requested to indicate, whether synchronization facility could be provided at Karera & Pichhore substation on priority basis. The matter has been discussed with officers of T&C wing, it has been ensured that they are making arrangement for installation of synchronizing trolley at Pichhore and Karena S/s at the earliest. . 6.11 DELAY IN SUBMISSION OF DOCUMENTS FOR FIRST TIME CHARGING OF ELEMENTS:- The committee was apprised the procedure for interconnection of new transmission elements is briefly narrated hereunder:- • Intimation by Transmission Licensee to RLDC / SLDC(Annexure A1-A5): 10 days prior to anticipated date of first time charging. • Acknowledgement and comments of RLDC/ SLDC to Tr. Licensee ( Format-II): Within 3 days. • Submission of request for first time charging by Tr. Licensee to RLDC//SLDC (Annexure B1-B5): 3 days prior to anticipated date of first time charging.

Minutes of 67th OCCM of MP 13 • RLDC shall issue Provisional Charging Approval for first time charging to licensee and in case of interregional element RLDC to issue consent/ request to NLDC for IR lines. In case of intrastate line charging approval shall be conveyed by SLDC: (within 2 days). • Licensee to submit dummy SEM reading to RLDC to ensure that the Meter processing Software is able to read the SEM data from the new meters. • Licensee to take Operational Code from RLDC /SLDC Control Room for switching operations. The code shall be issued keeping view of grid reliability. • Transmission Licensee submit Post Charging documents (Annexure C1 to C4). • RLDC/ N LDC shall verify the post charging documents and issue certificate for interstate / Interregional lines / ISTS lines. • The respective testing department shall furnish regarding measures taken to take care new element interconnection for protection co-ordination for adjacent s/s and accordingly undertaking shall be provided. It is requested that licensee / utilities shall strictly adhere with time schedule for documentation of first time charging of new transmission elements of all interstate line and all EHV elements 400kv and above. It may also be ensured that FTC formalities should have completed before availing outage for integration of element. The authority submitted FTC document should ensure compliance of protection/ metering/Telemetry issue in coordination with T&C official. It is also desired that all necessary data should have made available to all adjacent s/s for relay coordination well before targeted date. The authority submitted FTC document should ensure all formalities have been completed otherwise it would be difficult to obtain clearance from WRLDC. In general, non-attachment of requisite papers/ SLD/ document of standing committee approval /approval of Electrical inspector /noncompliance of relay coordination of adjacent s/s / providing information incorrectly caused delay in obtaining FTC approval. Therefore, it is desired that FTC document completed in all respect may be provided in stipulated time schedule so that FTC formalities could be completed within targeted date of charging .The committee was apprised that WRLDC has developed web based FTC software for submitting FTC document / application to WRLDC for first time charging approval . The software is ready for registration and processing of FTC and trial operation applications. Hence, all concerned department have requested to register on the web based FTC software and initiate all the applications / requests through software only. A manual has also been forwarded to all utilities to understand the workability of FTC software. The matter was discussed with the committee.

6.12 TEN DAILY RESERVOIR OPERATION TABLE OF MPPGCL HPS: - In the meeting held in Regional Office of MPPMCL at Bhopal on 24.09.2016 to discuss availability from Sardar Sarovar Project, ISP & OPS and State Hydel Plants for Rabi season, MPPGCL had agreed to obtain ten daily reservoir operation table from WRD and NVDA for their operation of their hydro generators. In last 54th, 55th & 56th OCCM, request has been made to MPPGCL for furnishing the same to SLDC within a week. It is requested that MPPGCL shall submit the Ten Daily Reservoir Table of hydel power stations in coordination with NVDA and WRD for optimum utilization of available water in the reservoirs during the summer season.

Minutes of 67th OCCM of MP 14 ITEM NO. 7: BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : Black Start mock drill of Hydel stations of MPPGCL:- During 2018-2019 the black start mock drill successfully carried out at Hydel power station as mentioned below:- S.NO. In view of the above all the concerned entities were requested to confirm the proposed dates. Representative from NHDC confirmed the above dates for conducting the Black Start Mock Drill.

ITEM NO. 08: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES:

8.1 TESTING & CALLIBRATION OF METERS AND NON-RECEIPT OF TIMELY JMR DATA:

1. SLDC representative already requested CE(T&C) office in previous OCCMs to apprise the status of testing / calibration of interface meters as per Regulations 10 and 18 of Central Electricity Authority (Installation and operation of meter) Regulation 2010 to the committee. CE(T&C) office representative informed that calibration testing kit not available to all circles. Further, they have informed that telephonic disscution to ERDA & offer to contract testing / calibration of all interface meters and also contact to CPRI for testing and celibration of interface meters.

2. SLDC representative informed that inspite of the repeated requests made by SLDC in the previous OCCMs to issue instructions to all circle office for furnishing the JMR data in standard format is not received by SLDC by 7th of every month and requested CE(T&C) office to furnish the same by 7th of every month. CE(T&C) office has assured that instructions will be issued to all circle offices for furnishing the JMR data in standard format by 7th of every month at email id - [email protected].

3. SLDC representative already informed that CE(T&C) office in 66th OCCM to provide list of 150 Nos newly commissioned interface points as per order no. 5859 dated 25.08.2018 and subsequent

Minutes of 67th OCCM of MP 15 amendment no. 8260 dated 27.10.2018 placed on M/s Secure Meters Ltd. by CE(Procurement) office for AMC of 150 Nos AMR system (modem, optical cable, Yagi antenna, configuration). In the order it is mentioned the list of 150 Nos interface points shall be provided CE(T&C) office. Futher, SLDC vide letter No.07-05/SG-11/SEM/3504 on date 03.12.2018 requested CE(T&C) office to provide list of 150 interface points to M/s Secure Meters Ltd. so that integration of meters could be done. However, till date the list has not been issued by CE(T&C) office. He further informed that in the absence of list the meters are not integrated with AMR system of SLDC and thus the data is not being received by SLDC. Every month SLDC is assessing the data of around 100Nos of ABT meters due to non-availability of data. He requested CE(T&C) office to immediately issue the list of 150 nos. meters installed at the interface points to M/s Secure Meters Ltd. so that same are integrated with AMR System of SLDC. CE(T&C) office representative informed that two working days the final list of 150 nos. newly commissioned interface points provided to SLDC.

4. SLDC representative already inform that CE(T&C) office in 66rd OCCM the data of ABT meters installed at the interface points of Open Access Customers ( M/s SEL, M/s Prism Cement Unit-2 & M/s Maihar Cement) is not being downloaded through AMR System of SLDC and site officials are also not furnishing the load survey data of these meters. He requested the CE(T&C) office to issue instructions to field offices for data downloading and furnishing the same to SLDC. CE(T&C) office assued that instructions shall be issued to site officials.

8.2 NON RECEIPT OF ABT METER DATA OF RAILWAY TSS THROUGH AMR SYSTEM: SLDC representative already informed that in 66th OCCM the ABT meter data of following TSS of Railways is not being received through AMR system. 1. Railway TSS Bordhai. 2. Railway TSS Umreth. 3. Railway TSS Mansakra. Railway representative informed that Sim replacement procurement under process and Railways will coordinate with M/s Secure Meters Ltd. and MPPTCL for resolving the problems related with downloading of meter data of above TSS through AMR installed at SLDC.

8.3 AMR FACILITY FOR THE ABT METERS INSTALLED AT MPPGCL :

SLDC representative informed that MPPGCL has provided AMR facility on 107 Nos ABT meters installed at the interface points and all the meters were successfully integrated with AMR server. He also informed that ABT meter data of 53 Nos meters were not received through AMR system in the month of November 2018, the status of data received through AMR system was also emailed to GCC, MPPGCL on 3rd December-2018. He requested MPPGCL to take up the matter with site officials and M/s Secure Meters Ltd. to resolve the problems related with non readability of meters integrated successfully and provide AMC of AMR facility to M/s Secure Meters Ltd. so that complete data is received by SLDC. MPPGCL representative intimated that matter is being taken up with M/s Secure Meters Ltd for providing AMC of AMR system.

Minutes of 67th OCCM of MP 16 SLDC representative requested MPPGCL to furnish the meter master of ABT meters installed at the interface points as standy meters and provide AMR facility on standby and check meters. MPPGCL assured that instructions will be issued to site officials for providing the meter master of standby meters. MPPGCL also assured to look into the matter for providing AMR facility on check and standby meters.

SLDC representative requested MPPGCL to issue instructions to officials of SSTPS PH-I & II for furnishing the JMR data of Secure meters where AMR is provided and data is downloaded by SLDC. MPPGCL assured that instructions will be issued to site officials. He also informed that the 15 minutes blockwise data recorded in the meter no. XD435287 installed at GT of SSTPS PH-II unit-III do not match with midnight data i.e monthly injection data. MPPGCL representative intimated that the matter take up M/s Secure Meters Ltd. for resolving the problem.

SLDC representative informed that, Sanjay Gandhi Thermal Power Stations of MPPGCL, the injection recorded by the ABT meters installed at the outgoing feeders generally do not match with the generation recorded at Generator end and requested MPPGCL to advise the site officials for monthly checking / verification of feeder wise data with Generator and Station Xmer wise data.

8.4 NON RECEIPT OF ABT METER DATA OF ISP & OSP HPS THROUGH AMR SYSTEM:

SLDC representative already informed that in 66th OCCM the ABT meter data of ISP & OSP HPS is not being received through AMR system installed at SLDC and requested ISP & OSP to coordinate with M/s Secure Meters Ltd. & SLDC for resolving the problems related with downloading of meter data through AMR. ISP & OPS assured to coordinate with M/s Secure Meters Ltd and SLDC for downloading of meter data.

8.5 NON RECEIPT OF MONTHLY INJECTION DATA (JMR) OF NEWLY COMMISSIONED WIND & SOLAR POWER PROJECT FOR ISSUANCE OF MONTHLY STATE ENERGY ACCOUNT :

SLDC representative informed that the concerned SE(O&M)’s do not furnish the monthly injection data of following newly commissioned Wind & Solar Power Project connected at 33KV level. However, SLDC is incorporating the injection data recorded in ABT meter in SEA, but, verification of data could not be done. i) 15MW Solar Power Project of M/s Simcom Pvt. Ltd. having (Simcom(1MW), Eastman(4MW) , Made Easy(10MW) connected through 33KV Ctk-I and 4 MW Solar Project of M/s Ramesh Steels connected through 33 Ckt-II at 220KV Ganjbasoda. – SE(O&M) . ii) 15MW Wind Power Project of M/s Tirupati Dhar Renewable Power Pvt. Ltd. connected at 33KV Jaitpura Dhar. – SE(O&M) Dhar. iii) 15MW Wind Power Project of M/s Dhar Wind Power Projects Pvt. Ltd. connected at 33KV Dashera Maidan – SE(O&M) Dhar. iv) 30MW Wind Power Project of M/s Sudheer Projects Pvt. Ltd. connected at 132KV Berchha – SE(O&M) Sahajapur

Minutes of 67th OCCM of MP 17 SLDC representative requested DDCs, Bhopal and Indore to take up the matter with their CE(Comml), office for issuance of directives to concerned SE(O&M) to furnish the JMR generation data by 3rd or 4th of every month. DCCs Bhopal and Indore assured to take up the matter with CE(Comml).

Further, SLDC representative informed that inspite of the repeated request the SE(O&M) is not furnishing the monthly wind & solar injection data timely, the data for the month of September 18 was received on 7th Octo18. SLDC representative requested DDC, Indore to take up the matter with CE(Comml), office for issuance of directives to SE(O&M) Dewas to furnish the JMR generation data by 3rd or 4th of every month. DCC, Indore has assured to take up the matter with CE(Comml), Indore.

Further, SLDC representative informed that monthly injection data of the following wind & solar generators connected at 132KV level and above is not furnished by the concerned EE(T), MPPTCL. SLDC consider the data received through AMR or through MRI by site official in monthy SEA, but verification of data could not be done. i) 42MW Wind Power Project of M/s Suzlon Gujrat Wind Park Ltd. connected at 220KV substation through 132KV Ckt. ii) 21MW Wind Power Project of M/s Sarjan Realities Ltd. connected at 220KV Badnagar substation through 132KV Ckt. iii) 150MW Wind Power Project of M/s Gamesha Wind Turbine P Ltd. connected at 220KV Dewas substation through 132KV Ckt. iv) 108MW Wind Power Project of M/s Gamesha Renewable Pvt Ltd. connected at 220KV Dewas substation through 132KV Ckt

SLDC representative requested CE(T&C) office to issue necessary instructions to field offices for furnishing the JMR data of the above RE Projects. CE(T&C) office have assured to issue instructions to field offices for furnishing the JMR data of above mentioned RE Projects connected at 132KV level and above.

8.6 TIME DRIFT IN ABT METER INSTALLED AT THE POOLING STATIONS OF WIND AND SOLAR GENERATING STATIONS AND SLIDING WINDOW PROBLEM:- SLDC representative already informed that in 66th OCCM, the following ABT meters installed at Pooling Stations of Wind & Solar Power Projects has time drift and thus not recording the correct data. He also informed that SLDC has already requested to Generators with copy to concerned licensee vide letter no. 3142 dated 29/10/2018 for time synchronization of the ABT meters with GPS so that correct DSM account of these Wind and Solar Projects is issued by SLDC.

SLDC representative further already informed that in 66th OCCM that ABT meters installed at the following Solar Generating Stations are recording the 15 minutes block wise data on slinding window principal thus blockwise data do not match with midnight data. These meters needs immediate replacement. i. 5MW Designco Manufacturer & Exporter connected at 132KV S/s Arniyakala. ii. 12MW Avenger solar pvt Ltd. connected at 132KV S/s Suwasara.

SLDC representative requested to DDCs, Indore & Bhopal take-up the issue with concerned officials for time synchronization and replacement of ABT meters. DCC Indore & Bhopal assured to take up the issue with concerned officials of Discoms.

ITEM NO. 9: SCADA and E&T RELATED ISSUES:

9.1 ARRANGENEMENT OF TELEMETRY OF IMPORTANT 220KV SUB STATIONS & 132KV S/S HAVING INJECTION FROM RENEWABLES/CAPTIVE POWER PLANTS OR HAVING INTERDISCOM FEEDERS /TRACTION FEEDERS-

It was informed during the meeting that integration of 157 RTUs has been completed & integration of telemetry of Six RTUs (132 KV Raghogarh, 132 KV Isagarh, 132 KV Pratappura, 132 KV Dabra, 132 KV , 132 KV Ghatabillod) with SLDC SCADA is pending.

Further, SLDC informed that telemetry of Birsingpur HPS and Zinna HPS is also not available and same needs to be provided by MPPGCL.

MPPTCL informed that telemetry of 132 KV Dabra has been integrated & procurement of RTUs for 132 KV Raghogarh, 132 KV Isagarh, 132 KV Pratappura,132 KV Udaipura is under progress. SLDC requested MPPTCL to expedite the progress & depute an engineer from O/o CE Procurement (MPPTCL) in next OCC meeting so that the current status in the matter may be known to SLDC.

MPPGCL informed regarding telemetry of Birsingpur HPS and Zinna HPS that order for procurement of 7 RTUs will be placed by end of Jan-19. SLDC informed MPPGCL that arranging data channel upto nearest wideband node is responsibility of MPPGCL & thus MPPGCL was requested to finalise the data channel plan in coordination with SLDC and MPPTCL at the earliest. SLDC informed that no.of panel requirement has already been intimated to MPPGCL & thus

Minutes of 67th OCCM of MP 19 requested MPPGCL to initiate procurement of PLCC cabinet /outdoor equipments/ VFT modems so that the data channel shall be available before commissioning of RTU.

SLDC informed that MPERC regularly monitors & enquires about the reason of RTUs pending for integration & thus SLDC requested MPPTCL & MPPGCL to take up this matter on topmost priority.

9.2 UPGRADATION OF EXISTING RTUS & DISCREPANCY IN TELEMETRERED VALUES RECEIVED FROM DIFFERENT EHV S/S & POWER STATIONS

SLDC informed that the telemetry discrepancies pertaining to MPPGCL generating stations is detailed below :-

SLDC informed that large no. of discrepancies pertaining to ISP are persisting since long time & no significant action in the matter has been taken by ISP. ISP informed that the case for purchasing new RTUs has been initiated by ISP & it will be completed by 4-5 months in response to which ISP was requested to expedite the progress. SLDC informed that problems in MFM of Generator 2 is also observed & non-availability of telemetry of Generator is creating inconvenience in grid operation as manual entry of the same is required on periodic basis. Accordingly, SLDC requested ISP to arrange telemetry of GEN-2 by utilizing MFM of some other line/reactor etc. ISP agreed that they will arrange for the same.

MPPTCL informed that there is some problem in RTU at 400 KV Kirnapur. MPPTCL (T&C) is pursuing the matter with BHEL but no significant response/action has been taken by BHEL. SLDC requested MPPTCL to arrange for its rectification at the earliest as 132 KV Kirnapur-Dongargarh is drawal point of MP & its telemetry is of utmost importance. MPPTCL further informed that they will arrange for rectification of the all the other discrepancies at priority.

SLDC further informed that the status of telemetry is being monitored by MPERC through MIS report and hence telemetry is required to be maintained properly with highest possible availability.

9.3 EXTENSION OF RGMO/FGMO SIGNAL TO SLDC/WRLDC:- SLDC informed that the RGMO signal of Pench HPS has integrated in SLDC SCADA system & extension of RGMO/FGMO signal of following generating units is still pending:-

SLDC informed that as per CERC communication regulation 2017, availability of telemetry is required to be ensured more than 99.9% however as indicated above the telemetry availability of Hydel Power Stations is very low.

SLDC informed MPPGCL that following measures are required to be taken up by MPPGCL for improving availability of telemetry of power stations:-

1. Arrangement of essential spares at power stations and one set of all spares at centralized location with intimation to all power stations 2. Arrangement of training to persons looking after telemetry work. 3. Arrangement of measuring instruments like level meters wherever not available. 4. Ensuring availability of RTU configuration at all power stations.

MPPGCL agreed to arrange the same.

9.4(B) NON AVAILABILITY/ UNRELIABLE VOICE COMMUNICATION BETWEEN SLDC TO THERMAL/ HYDEL POWER STATIONS :-

SLDC informed that despite constant pursuance most of the PLCC voice communication of various power stations to SLDC is out since long time. The details of outage are here as under:-

However there is no progress in the matter & status provided by MPPGCL in meeting dtd.30.10.18 remains the same.

SLDC informed that the restoration of above PLCC voice Communication is of utmost importance as lot of inconvenience in system operation is observed by SLDC as voice communication through Mobile/ P&T lines is not reliable and remains out /unreachable for most of the time. MPPGCL agreed to discuss this matter with its higher officials.

SLDC pursued the matter regarding extending 2 wire voice facility upto Singhaji 1 & 2 TPS , Madikheda HPS, Rajghat HPS, ISP & OSP HPS from nearest wide band node utilizing PLCC channel due to non-availability of 2 wire print in ETL make & OG Print in PUNCOM make PLCC cabint at power stations. MPPGCL & NHDC agreed to look into the matter at priority.

9.5 NON AVAILABLITY & WRONG TIME STAMPING OF SOE AT SLDC SCADA SLDC informed that on some instances, it has been observed that the SOE was not received or wrong time stamping of SOE was received in SLDC SCADA system. The matter was taken up with field for verification for proper configuration /connections of SOE data in RTUs & after long pursuance, the matter was investigated and it was found that the settings “inf code 2” & “inf code 4” were not correct in Dongfeng make RTUs. These settings have now verified and changed in some of the RTUs and SOE with correct time stamping from RTUS where settings were modified is now receipt in SLDC SCADA/EMS system.

Further SLDC informed that the SOE verification of all RTUs is being done & out of 157 RTUs, SOE verification of 81 RTUs has been done & requested MPPTCL to expedite the SOE verification of balance RTUs at the earliest. MPPTCL informed that they have instructed all the field offices to coordinate with SLDC for SOE verification.

9.6. UTILIZATION OF W.B NODE AT BIRSINGHPUR TPS

SLDC informed that despite constant pursuance utilization of node at Birsingpur TPS is still pending since last two years due to pending work of laying of cable form W.B node location to PLCC room, Exchange room and RTU. It was informed by SLDC that complete scheme to extend wideband facility upto RTU was prepared by SLDC and forwarded to SGTPS around two years back. The matter is pursued by SLDC constantly. However, required converter and laying of fiber optic cable is still pending. The MPPGCL informed that the procurement of optical cable & modem is still under tendering process.

SLDC requested MPPTCL & MPPGCL to sort out rectification of above RTU/data channel on top most priority.

SLDC further informed that MPERC vide Letter dated 09-08-2017 has directed to submit reason for long outage for RTU & also directed to ensure proper functioning of RTUs.

9.8 TELEMETRY OF RAILWAY TSS SUB STATIONS: -

SLDC informed that the telemetry of existing 38 Nos railway Traction Sub Stations & upcoming 25 new railway TSS is required to be provided by railway for monitoring of drawal by each TSS and also monitoring of demand of railway in MP.

SLDC further informed that Railways stated in last OCC Meeting that telemetry integration of Railway TSS shall be completed by next OCC meeting. However no progress in the matter was observed. SLDC informed that despite constant pursuance Railways has not yet submitted the architecture of telemetry scheme, details of equipments & protocol. SLDC further informed that as discussed in last various OCC meetings, Railways was requested to arrange a meeting with the implementing agency in coordination with SLDC. However no such meeting was arranged by

Minutes of 67th OCCM of MP 27 Railways so far. Railways informed that currently the telemetry of Railway TSS is being extended to Railway Zonal office & further it will be integrated with SLDC.

SLDC informed that non-availability of telemetry is serious violation of grid code & no significant progress in the matter has been observed from Railways. SLDC again requested to submit the architecture of telemetry scheme, details of equipments & protocol & arrange a meeting with the implementing agency in coordination with SLDC before next OCC meeting. Railways agreed for the same.

9.9 INFORMATION REQUIRED FOR PMU ANALYTICS UNDER URTDSM PROJECT:- SLDC informed that under the “Unified Real Time Dynamic State Measurement” URTDSM Project, the analytics applications has been installed at SLDC MP for which the relay setting details are required for its configuration from all the sub-stations where PMU’s are installed and its adjacent sub-stations .

SLDC also informed that the matter has been constantly being pursued by SLDC from last 3 OCC Meetings, however still the required information is pending to be provided by MPPTCL. SLDC thus requested MPPTCL to furnish the data at the earliest. MPPTCL agreed to provide the same on priority.

SA-1: REPAIRING/ REPLACEMENT OF FAULTY AIR CONDITIONER AT INDORE WIDE BAND NODE:- SLDC informed that 03 no. Air conditioner are installed at 400 KV S/s Indore Wind Band Node. Out of three, 01 no. AC is completely not working and other two have faulty compressor & fan. SLDC further informed that the matter was pursued by SLDC vide letter dtd. 27.12.18 & 17.11.18. However the rectification/ replacement of AC is still pending to be done by MPPTCL.

SLDC thus requested MPPTCL to arrange for rectification/replacement of faulty 03 no.s Air Conditioner on urgent basis. MPPTCL agreed to look into matter on priority.

1. System Disturbance on 10.10.2018 in 220kv s/s Damoh: On dated 10.10.2018at around 07:50 Hrs. M.P system was normal and frequency of National Grid was 49.91 Hz.At 07:55 Hrs, B-ph CT of 132 kvDamoh-Tejgarhckt burst at 220kv s/s Damoh,resulting in the tripping of following feeders :

160 MVA X-mers I & II at 220kv Damoh, 132kv Damoh-Hatta ckt 132 kvDamoh-Tejgarhckt,

This caused the total interruption in 220kv Damohs/s, 132kv s/s Damoh,132kv s/s Batiagarh,132kv s/s Narsinghgarh.There was load loss of around 90 MW and no generation loss. Supply restored by charging 160 MVA X-mers-Iat 08:13 hrs and later supply extended to all nearby s/s gradually.

2. System Disturbance on 09.11.2018 in 400kv s/s Pithampur: On dated 09-11-2018 at 04:30 hrs. M.P system was normal and frequency of National Grid was 49.98 Hz, at 04:37 hrs, 400/220KV 315MVA ICT-II ,Y- Ø C.T (400 KV side) burst at 400kv s/s Pithampur. Due to which 400 KV Busbar- II Protection Operated,resulting in the tripping of followingelements :

400/220 kv 315 MVA X-mers I & II 400kv Pithampur-SSTPSckt-I & II 400kv Pithampur-Indore(PGCIL)ckt-I & II 400kv BUS tie 400kv 2*50 MVAR Bus reactor

No any system and areas affected as load managed by other nearby feeders and transformers.There was no load loss and no generation loss. Supply restored by charging Bus at 05:33 hrs . As per the received information the burst C.T.was replaced by a new one, Make- ABB on dtd:10.11.2018 at 12:53 Hrs.

3. System Disturbance on 20.11.2018 in 220kv s/s Tikamgarh: On dated 20-11-2018 at 12:00 hrs. M.P system was normal and frequency of National Grid was 50.17 Hz, at 12:03 hrs, 132kv Y- Ø P.T burst at 220kv s/s Tikamgarh , resulting in the tripping of followingelements :

220/132kv160 MVA X-mers I & II 132kv Tikamgarh-Bijawarckt

This caused total supply interruption at 220kv s/s Tikamgarh , 132kv s/s Tikamgarh , 132kv s/s Prithvipur, 132kv s/s Jatara, 132kv s/s Budhera, 132kv s/s Digoda. There was load loss of 151 MW and no generation loss. Supply restored by132kv Bijawarckt at 12:58 hrs .Later the supply extended to nearby s/s.
