MEETING OF TOWN PLANNING COMMITTEE

Members present: Councillor Lavery (Chairman); the Deputy Lord Mayor (Councillor Kelly); and Councillors Campbell, Cobain, Hendron, Long, Maginness, C. Maskey, McCausland, McCoubrey, McGimpsey, Moore, O’Neill, Patterson, Rodway, Smyth and Wilson.

Minutes

The minutes of the meeting of the 24th January were taken as read and signed as correct. It was reported that those minutes together with the minutes of 10th January had been adopted by the Council at its meeting on 4th February, subject to the omission of matters in respect of which the Council had delegated its powers to the Committee.

Routine Correspondence

It was reported that correspondence had been received from various Statutory Bodies in connection with the undernoted items:

Notification from the Northern Ireland Housing Executive of its intention to make an extinguishment of a Public Right-of-Way Order in respect of Swift Place.

Notification from the Northern Ireland Housing Executive of the making of an extinguishment of a Public Right-of-Way Order relating to a portion of Jamaica Street.

Copies of the Orders, letters and maps relating to the above matters were displayed at the meeting for the information of the Members.

The Committee was advised that no requests for deputations had been received.

Future Planning Conferences

The Committee considered the undernoted report in respect of two conferences organised by the Royal Town Planning Institute:

“Relevant Background Information

Notification has been received of two conferences which have been organised by the Royal Town Planning Institute.

Key Issues

The conferences will provide relevant and accessible information for all stakeholders with an interest of involvement in planning and development and, in particular, with the provision of quality sustainability and affordable housing. The conferences will consider issues such as improving the quality of new houses, the importance of planning and raising the quality of design.

Speakers from both local and international fields of expertise in planning issues will participate at each of the conferences and will include Mr. Robin Tetlow, a leading specialist on planning and housing, Mr. Ricky Taylor, Head of Research and Principal Research Advisor for the National Housing and Planning Advice Unit. Mr. Jim Fox, Director of Taylor Young, responsible for urban regeneration and master planning.

The conferences will be structured around a series of lectures from the keynote speakers and each Conference will provide an opportunity for discussion sessions.

Conference Dates and Locations

The two conferences will be held on the following dates and at the undernoted locations:

(i) 9th Annual Housing Design Conference 2008 New Connaught Rooms, London 27th March, 2008/26th September 2008

Resource Implications

The approximate cost per delegate of attending the conferences is set out hereunder:

Recommendations

The Committee is recommended to authorise the attendance at the conferences of the Chairman, the Deputy Chairman and the Head of Committee and Members’ Services (or their nominees)”

After discussion, the Committee adopted the recommendation contained within the report and agreed also to authorise the payment of the Conference fees, together with the appropriate travel and subsistence allowances in connection therewith.

Planning Applications

121 Fortwilliam Park

The Committee considered further an application in respect of the alterations to ground levels to form a patio and the construction of retaining wall and timber fence to the rear of the above-mentioned dwelling, for which the Divisional Planning Manager had offered an opinion to approve.

After discussion, the Committee agreed, with one Member voting against, to adopt the recommendation to approve the application.

(As the decision was not unanimous it was subject to ratification by the Council.)

28 Cranmore Gardens

The Committee considered further a planning application in respect of the erection of a two-storey extension to the rear of the above-mentioned dwelling, a two-storey detached garage and a new boundary fence together with alterations to the access, for which the Divisional Planning Manager had offered an opinion to approve.

After discussion, the Committee agreed, with one Member voting against, to adopt the recommendation of the Divisional Planning Manager.

(As the decision was not unanimous it was subject to ratification by the Council.)

Folks,

It's that time of year again when we schedule the bi-annual meetings with Roads Service.

I would envisage the Spring meetings taking place within a six week window commencing from Monday 28th April . Please e-mail me of your first and second preference dates and I will confirm one in due course.

Whilst the Autumn scheduling seems ages away it would be useful to identify relevant dates as early as possible. The associated preparatory work for each of the six City/Borough Councils commences around six weeks in advance of each meeting. Early identification of same enables Roads staff to schedule other commitments accordingly.

I would therefore appreciate inclusion of you nominations for the Autumn meeting. This should be on a similar basis to that above, the earliest date being Monday 13th October.

Relevant Background Information

Notification has been received of the above-mentioned conferences which have been organised by “bmf business services” in partnership with the Department for Social Development and the Northern Ireland Housing Executive and supported by the Strategic Investment Board and the Northern Ireland Federation of Housing Associations

Key Issues

The aim of the conference will be to take a strategic look at Northern Ireland’s housing sector and to identify innovative solutions to the growing lists of challenges faced by the sector. There will be a several expert speakers who will examine a number of perspectives relating to various issues including housing planning and delivery. Local speakers will be joined by a number of visiting presenters who will bring examples of best practice and policy initiatives developed and implemented elsewhere.

Delegates will be provided with an analysis, by acknowledged experts. of the policy priorities for social housing in Northern Ireland and how the challenge of providing additional social housing should be met.

The conference will be structured around a series of lectures from the keynote speakers and a discussion forum, chaired by Ulster Television’s Jamie Delargy, will provide an opportunity to consider a range of differing views, including those of the developer/construction industry, the housing bodies and the Northern Ireland Hosing Executive

The Members may benefit from the discussions on issues relating to the above matters and the conference will provide an opportunity to hear from distinguished national figures, with an in-depth involvement in the provision of housing. Page 16

The conference will be held on Wednesday 5 th March in the Stormont Hotel commencing with registration at 8:30a.m. and concluding at 4:30 p.m.
