Ethical issues arise out of the interplay within and between the values that community holds. A community may take any number of forms. For example, the medical and legal professions each constitute a community in terms of establishing ethical standards of practice. Similarly, an individual classroom which sets out specific behavioral guidelines for its members may be considered a community. In a larger sense, the United States as a whole is a community whose members are citizens. As such there are certain expectations of conduct based on the community's values. Some of these expectations are expressed through laws and other regulations. But "ethics" goes beyond a simple determination of legal or illegal acts. Certainly "rule of law" is one value of our society. Equality, Liberty, and Privacy are also important societal values that may or may not be represented by legal conflict. Legal or not the potential conflict between Liberty and Privacy is an ethical concern. Similarly, within the concept of Equality there is an inherent conflict between equality of opportunity and equality of condition; thus raising an ethical issue. Ethics, then, in its broadest sense, focuses on those points at which certain values conflict and how these conflicts can be analyzed, debated, and focused into responsible social action. Considering the United States as a political community raises an important issue. In order to fit the definition, a certain shared set of values or beliefs must exist. In a country of such enormous size and such diversity of cultures and political and social beliefs, is there a core set of values guiding the national community? As a practical matter, the answer is clearly "no". But as an abstract matter, common values arise. The Swedish sociologist Gunnar Myrdal called these shared abstract values the "American Creed." He maintained that the Creed was the cement that held the United States together as a nation. Americans, he found, hold dearly to a common set of beliefs; but that these beliefs do not necessarily manifest themselves in similar ways in everyday life. For example, while all Americans might believe in the ideal of responsibility, in real life, different people interpret the exact nature of responsibility in a variety of ways. Some see responsibility as an individual value, while others define it as a social obligation. A third group may look upon responsibility as the relationship between the government and its people. It is evident that conflict will arise over these contrary definitions. Other philosophers, political scientists, and educators have tried to identify those exact values or beliefs that comprise the "American Creed". R. Freeman Butts, for example, has identified commonly held beliefs in what he terms the "12 Tables of Civism". The twelve basic civic values (Justice, Equality, Authority, Participation, Truth, Patriotism, Freedom, Diversity, Privacy, Due Process, Property, and Human Rights) can be divided into two distinct categories: "Unum" values represent the obligations of citizenship, while "Pluribus" values are the rights of citizenship. As described, the Iowa Center for Law & Civic Education 1 values are in constant conflict with one another. The attempt to resolve these conflicts represent "ethical" questions. The philosopher and educator Mortimor Adler looks upon the shared set of beliefs a little differently. Rather than identify a list of core values, he instead points to an "American Testament". The Testament, much like its religious usage, is a collection of cherished, purely American documents which espouse the basics of a national character. Within these sacred papers (Adler identifies the Declaration of Independence, the Preamble to the Constitution, and the Gettysburg Address) can be found the truths of American political society. Much like the disagreements which exist between religious denominations, different people may interpret these values in different ways. The appearance of disagreements in interpretations, however, does not challenge the existence of the shared beliefs. Thus, when the Declaration of Independence states that "all men are created equal", "equality" represents a national value. This does not lessen the effect that two people may define equality in radically different ways. Each basic democratic value identified,

    Chapter 12 – The Media 1 OVERVIEW Changes in American politics have been accompanied by—and influenced by—changes in the mass media. The rise of strong national political party organizations was facilitated by the emergence of mass- circulation daily newspapers. Political reform movements depended in part on the development of national magazines catering to middle-class opinion. The weakening of political parties was accelerated by the ability of candidates to speak directly to constituents via radio and television. The role of journalists in a democratic society poses an inevitable dilemma: If they are to serve well as information gatherers, gatekeepers, scorekeepers, and watchdogs, they must be free of government controls. But to the extent that they are free of such controls, they are also free to act in their own political or economic interests. In the United States, a competitive press largely free of government controls has contributed to a substantial diversity of opinion and a general (though not unanimous) commitment to the goal of fairness in news reporting. The national media are in general more liberal than the local media, but the extent to which a reporter’s beliefs affect reporting varies greatly with the kind of story—routine, feature, or insider. This paper will end by providing a few reforms that can create a better media environment and keep the public better informed. As it was important for journalism to improve from partisan media to objective reporting in the past, it is important today that journalism improves its practices to address the right-wing media’s attack on journalism and avoid too many false equivalencies.

Ford Presidential Museum On December 2, 2010, President George W. Bush was warmly received by Susan Ford Bales, Gerald R. Ford Presidential Foundation Trustees, Library and Museum staff as well as over 250 Friends of Ford for a special moderated question and answer discussion about his book, Decision Points. Susan Ford Bales, daughter of President Gerald R. Ford and Mrs. Betty Ford, introduced President Bush. She commented on the special friendship between the Bush and Ford families. Bales said “It’s a personal joy and honor today to welcome – with a big smile – a man of principle and compassion, a man of impeccable integrity and honesty, a man of courage and humility, a man my father deeply respected and was so proud to call his friend.” President Bush commented that he and Susan belong to a very exclusive club. “Children of the Presidents Club”. President Bush spoke for over an hour to an overflow crowd that listened intently. There were numerous funny moments. President Bush was asked how it feels to be a bestselling author, he said, “Some people are shocked I can even read, much less write.” He talked about the decision point President Susan Ford Bales and President George W. Bush outside President Ford’s Foundation office. Talk about the pot calling the kettle black! As we will document in this report, the current leaders of the Democratic hierarchy, emphatically including Democratic National Committee chairman Charles Manatt, Walter Mondale, and Gary Hart, operate as assets of the interna­ tional organized-crime syndicate which controls the multibillion-dollar global drug trade, the child porn industry, prostitution, and the lucrative illegal traffic in arms, gold, and diamonds. This network includes all the "big names" of internationalcrime, from Robert Vesco and Bernie Cornfeld of the Investors Overseas Services (lOS) swindle and Tibor Rosenbaum's Banque du Credit International, through Meyer Lansky's Resorts International and Permindex, the organization behind the assassination of John F. Kennedy. As EIR has previously documented, these criminal networks interface directly with the major banking centers in Switzerland, London, and New York, and collaborate on a regular basis with the Soviet Union's massive "underworld" activities. A major component of the Democratic Party-organized crime nexus is the Anti-Defamation League of B 'Nai B'Rith. Ostensibly established to protect Jews from anti-Semitism, the ADL actually serves as a cover for organized crime. Between the years 1971 and 1976 alone, several leading ADL officials and ADL­ affiliated institutions have been brought before state and federal authorities for crimes of embezzlement and related offenses involving in aggregate over $150 million.

    POWER, COMMUNICATION, AND POLITICS IN THE NORDIC COUNTRIES POWER, COMMUNICATION, POWER, COMMUNICATION, AND POLITICS IN THE NORDIC COUNTRIES The Nordic countries are stable democracies with solid infrastructures for political dia- logue and negotiations. However, both the “Nordic model” and Nordic media systems are under pressure as the conditions for political communication change – not least due to weakened political parties and the widespread use of digital communication media. In this anthology, the similarities and differences in political communication across the Nordic countries are studied. Traditional corporatist mechanisms in the Nordic countries are increasingly challenged by professionals, such as lobbyists, a development that has consequences for the processes and forms of political communication. The difficulty of this task is magnified by our country’s political divisions, for today we are too much a house divided. Yet, if we unite to turn challenges into opportunities and pursue common goals, we surely will write another great chapter in America’s history. Civility and inclusive leadership are proven means of bridging political divisions and forging national unity and commitment. National resolve and unity of purpose are essential for marshalling the best talent, regardless of party affiliation, and are the elements required to develop a strategic consensus on the way forward. Civility does not require citizens to give up cherished beliefs or “dilute” their convictions. Rather, it requires respect, listening, and trust when interacting with those who hold differing viewpoints. Indeed, civility and inclusive leadership have often been exercised in the American experience as a means of moving to higher, common ground and developing more creative approaches to realize shared aspirations. The theory of framing, drawn upon with examples from Western European and United States of America democracies was used to conduct the study. Political communication literature has documented various forms of framing election campaigns but those on Ghana are few. The state of the media in Ghana is widely considered the most improved and thriving institution. The media is free and vibrant as criminal libel laws are non-existent in their laws (Gyimah-Boadi, 2012). This study delved into the political and media development of Ghana’s media finding out how they framed their coverage of the 2016 presidential election campaign. A total of 199 news articles were analysed from two online news sites for this study. The findings revealed that, the most visible parties mentioned in the coverage were the ruling National Democratic Congress and the main opposition New Patriotic Party. Deploying a quantitative content analysis, it emerged that the Ghanaian news media covered the 2016 election campaign in an issue frame manner instead of a horserace manner, fulfilling their primary normative responsibility of informing the citizenry of the options available to them prior to casting their vote.
