The expanded programme will extend the work of the protection cluster and provide material support to extremely vulnerable individuals. Community-based quick impact projects will support the needs of affected people hosted by friends and relatives in Port-au-Prince and in other areas. Without fail, the financial barrier is one of the most important reasons for the high rate of home births.” – Dr Serge Louissaint, Directeur du Département Sanitaire, Les Cayes What is the SOG project? Targeted at some of Haiti’s poorest and most vulnerable women, the Free Obstetric Care project (Soins Obstétricaux Gratuits, or SOG) offers free assisted childbirth and consultations to those who cannot afford to pay. Since its launch in 2008, the project – led by Haiti’s Ministry of Public Health and Population and supported by the Canadian International Development Agency (CIDA), the Pan American Health Organization (WHO/PAHO), and the EC/ACP/WHO Partnership1– has already produced remarkable increases both in assisted births and the number of women attending prenatal consultations. This booklet looks at the impact of the project after its launch in 2008. Following the devastation caused by the January 2010 earthquake, the project will need to rebuild – but its record, documented in these pages, makes a compelling case not just to reestablish but to extend it to the whole country. Indeed, the experience of the SOG project demonstrates how free obstetric care can help to build the future health of women and newborns across Haiti. “With the implementation of the SOG project we have seen a total change in women’s behaviour towards the use of services. État des lieux Le 5 octobre 2016, le président du CEP, Monsieur Leopold Berlanger, annonçait la suspension du scrutin présidentiel et législatif prévu 4 jours plus tard. Selon le haut représentant, l’ouragan Mathieu, qui a traversé la pointe ouest d’Haiti dans la première semaine d’octobre, généra une « une nouvelle donne ». Le report de l’élection (et du calendrier électoral) devint sans doute inévitable alors que plus de 1,3 million d’Haïtiens étaient affectés par la pluie, les vents, les inondations et les dommages de toute sorte. Dans les jours qui ont suivi le passage de Mathieu (2 au 5 octobre 2016), les institutions d’État et les organismes internationaux peinaient à évaluer les dommages. Les communications rompues avec plusieurs communes des départements de la Grande Anse (254 087 électeurs), de Nippes (199 900 électeurs) et du Sud (464 120 électeurs) laissaient craindre le pire. Ce sont dans ces mêmes départements où on retrouve environ 175 000 évacués dispersés dans 224 abris temporaires. Ceux de la Grande Anse et du Sud accueillent le plus grand nombre de personnes. Le Ministère de l’Éducation fait état d’environ 300 écoles détruites ou passablement endommagées. Ce rapport vise a faire le point sur les impacts de la tempête tropicale sur la préparation des élections présidentielle, législatives et municipale initialement prévues le 9 octobre 2016. L’analyse qui suit a été réalisée sur la base d’information recueillie sur le terrain par les équipes de la Mission d’observation électorale (MOE) mais aussi selon des sources officielles nationales et internationales.
