Executive Officer R.C. DUFFY i ADELAIDE TURF CRICKET ASSOCIATION INC. PRESIDENTIAL ADDRESS

It has been my privilege to act as the Association's President in its 50th Anniversary Year. The special dinner held at the Festival Theatre Banquet Room in February 1983 was an unqualified success. Without exception our guests for the evening subsequently conveyed to me their appreciation and admiration for the completeness of the arrange- ments. The evening did much for cementing the goodwill we work hard to maintain with people with whom our Association interacts.

In May 1983, we conducted our most successful presentation night in the history of the Adelaide Turf Cricket Assoc- iation. It was pleasing for us to have been able to enjoy the company of our ladies amongst the 600 people who

attended. I must express my disappointment at the non representation from some clubs, especially those which had won premierships and individual trophies. My belief is that all affiliated clubs have a responsibility to support

the Association which is the medium through which so many people are able to enjoy their cricket. I did write to each club involved and trust that we may look forward to their attendance when next we are all able to meet under similar circumstances.

Our golden year was given a mid season boost by our combined eleven thoroughly trouncing our friends from the

Victorian Sub District Cricket Association. With four wins out of five seasons I am aware of the efforts of our oppon- ents to reverse the trend. Happily no complacency is evident in our camp with regard to future fixtures.

We still continue to do our best to create a close and effective relationship with the South Australian Cricket Assoc- iation. During the course of the season a representative group from Adelaide Turf met with a party of the S.A.C.A. representatives. The talks were amiable and general agreement was reached that we can do more for cricket by liaising more closely in respect of a number of matters.

Our Executive Committee is gradually developing a structure which will enable it to more adequately cope with running a large Association. Recently, new members have joined the Executive who have a background of experience which will prove to be invaluable. During the course of the year we were sorry to lose the services of Dean Shakes, our Chairman, as a result of him being promoted in his employment. On behalf of all members I formally record our gratitude for his untiring efforts. To Gil Kolenberg, his successor, I know you will all join me in wishing him the strength, patience and courage to discharge his duties in an effective manner. In this regard the support he will require from our tireless Executive Officer, Reg Duffy, is of paramount importance.

May I ask of you all in the 1983/84 season to work towards establishing excellent relationships with other players and adopting a fair and reasonable attitude to our good friends in the Umpires Association.

JOHN A. RAWES President ADELAIDE TURF CRICKET ASSOCIATION INC.

CHAIRMAN'S REPORT

It is with much pleasure that I present my first report in the 50th Year of the Association.

This season, unfortunately, has been an unsettling one from the administration point of view and it was with regret that the appointed Chairman, Mr. D. Shakes, had to resign because of a transfer in his employment. Four other executive members resigned during the year and this meant that at most meetings full representation was not achiev- ed, and hence, the burden of work was borne by too few members. This Association is large, and if it is to be run efficiently then we require able and willing personnel to become executive members. A Sub -Committee was formed two years ago to look into the Administration of the Association and the appointment of an executive officer was the first step to improving the situation, however, much is still required to efficiently conduct the business of the Adelaide Turf Cricket Association.

My thanks to all members of the Executive for their support and hard work, especially Mr. G. Goulter, who spent a tremendous number of hours and much effort and I am sure the Association will reap the benefits in seasons to come.

The 1982/83 season was again one of high standard and was highlighted by completing a hat -trick of wins over the Victorian Sub District Cricket Association. The players, and all concerned in regard to the inter -association game agreed that the facilities and wicket provided by the Brighton Cricket Club were first class. My congratulations to Walkerville Cricket Club on winning the Al Premiership and to all other successful clubs. To all trophy winners throughout the many grades my best wishes for your fine performance. All these presentations were made at a most successful dinner which was conducted in conjunction with the Umpires' Association.

In conclusion, I wish all affiliated clubs, their officials and registered players Good Luck and Good Cricket during the 1983/84 season.

G.L. KOLENBERG Chairman

FINANCE REPORT

The financial result for the year was a surplus of $5,686 which was $4,500 above budget and thus must be considered a most satisfactory result. Unfortunately the surplus resulted from a marked increase in fines incurred by affiliated clubs. This area is causing the Executive Committee great concern because while it helps the finances it does impose additional administrative burdens which reduce the effective time available for more important aspects of the Asso- ciations' business. It is pleasing to note that the Association has been able to contain costs and these were in line with the budget. An amount of $2,050 has been transferred to "Provision for Touring Expenses" which now stands at $6,000. This transfer has been made so that the costs can be more evenly spread between "at home" and "away" matches against the Victorian Sub -District Association. The costs incurred for the 50th Year Celebrations did not exceed the amount provided for in the 1982/83 season and hence the balance of $300 was transferred back to accumulated funds.

Once more a further improvement was made to the records of the Association. This time it was that all players had to sign an individual registration form. We believe that it was the first time that all players have been registered. These forms have proved to be a great asset to the Association. This and the result forms are paving the way to place all recording onto a computer thus enabling us to keep records of all players, their movements, individual perform- ances, premiership tables etc. This will also enable us to calculate individual trophy winners and "player life member- ships".

The Association is being asked to supply up -to -date premiership tables earlier in the week after each match than in previous years. I can only stress that it is up to all teams to ensure that we receive the result forms quicker, only then will we be able to compile these tables at the required time. Last year this could have been done if the 5% of teams that are slow would improve their administration.

The past season saw 3916 players registered with 3550 actually playing in at least one match.

The format for the programme draw which was introduced two years ago was used again and was very successful and will once again be used for the forthcoming season.

Last season we had fifteen grades of "turf" involving 165 teams, two grades of "hardwicket" with 22 teams and four grades of "underage" with 31 teams participating, making a total of 218 teams from 60 clubs.

I would like to thank all those club secretaries who have been very helpful to me over the past 17 years in being able to supply the information required by me and the Association at very short notice.

As delegate to the S.A.C.A. Cricket Committee I have attended all but one of their meetings during the past year, and at last we are being nominated to the S.A.C.A. General Meeting for full voting rights on a restricted basis. Many thanks must go to our President Mr. John Rawes and Mr. Bill Ewing our past President for achieving at long last this breakthrough. One person who would have been proud of this would have been our late secretary Mr. Gordon Hayman who attended as an observer for many many years.

Furthermore, I would like to record a vote of thanks to my wife for her help and tolerance over the many years that I have been associated with my position on the Executive Committee.

EXECUTIVE OFFICER'S REPORT

The 1982 -83 season saw a number of resignations from the Executive Committee - the Chairman of the Committee Mr. D. Shakes services were lost to the committee as a result of him being promoted in his employment and moving load be placed on the to a country appointment - the loss of the Chairman plus other resignations forced a greater to remaining committee members. This was so until such time as the Executive Committee was brought up to full strength. by Mr. G. Goutter (Recording At this stage, I would like to make special mention of the work done during the season, Secretary), also for his time and effort involved in compiling this year's Annual Report. As Executive Officer, my main objective is for improvement in the administration and operation of the Association. It is anticipated that improvement can be achieved through the various sub committees. At this stage the By-Laws sub committee is in the process of upgrading the by -laws for the coming season. Other sub committees that will be in operation are the Player Behaviour Committee; Appeals & Disputes; Permits; Ovals; Finance and Junior sub- committee. The Chairman of a committee will be a member of the Executive Committee and a report by him will be submitted each month to the Executive Officer. Any matters arising from these submissions will be dealt with on a priority basis at the next Executive Meeting. By this method, it is anticipated that meeting time can be spent in a more efficient manner. and of the various functions that In conclusion, I wish to thank all persons that assisted in the planning running were held during the season. R.C. DUFFY Executive Officer A.T.C.A. UMPIRES ASSOCIATION

Once more the season proved successful and the standard was maintained from the previous year. Only five new umpires were gained making a total of 52 available for most weeks. This included one lady who became the fourth woman to ever umpire in our Association.

This past season the umpires appointments were carried out by a committee instead of as in previous years by an individual. This operated fairly well but as usual not all umpires were satisfied with regards to which grade they were appointed to.

George Ellis was once more appointed Umpires Coach for his third term in this office. George showed his usual enthusiasm and attended all meetings and also A.T.C.A. delegates meetings. This year he had an advantage of being able to have a complete set of slides (84) to help with his coaching of the umpires. George also managed to visit a number of clubs with a panel of umpires to help inform players of the rules.

The umpires "Winter School" was held once more under the direction of George Ellis and a panel of umpires and was fairly well attended, with each gaining a certificate.

The Umpires Association once more had a good year and many thanks must go to Mr. Gordon Ruxton (President), Mr. Jack Bartlett (Chairman) and that man of "few words" Mr. Noal Keen (Secretary) also members of their com- mittee for the work they carried out.

This year the Mantua! Dinner was held in conjunction with the A.T.C.A. and the "Player of the Year" trophy was awarded to Dean Willing (Clarence Park) in "A.1" and "Sportsman" awards to Ian Ravenscroft (Hope Valley) and Garry Justin (Modbury) in "A.2" also Jeff Hummer (A.N.?.) in "A.3 ".

Congratulations go to.the winners and many thanks go to the umpires for making these trophies available each year.

"Life Membership" certificates were awarded to Mr. Harry Hesford, Mr, Ron Mitchell and Mr. Steve Hatchard, also a "Ten Year" certificate to Mr. Howard Chapman. Congratulations to these worthy recipients for their service to the Association.

Once more our thanks go to Mr. Keith Butler ( S.A.C.A. Umpires Director) for his continued interest and help on many occasions.

Finally, congratulations go to Mr. Wayne Singh and Mr. Howard Chapman for being appointed to the inter -state match against the V.S.D.C.A. and to Mr. Wayne Singh and Mr. Barry Droegemueller who umpired the "A.1" Grand Final.

JUNIOR SUB-COMMITTEE REPORT 1982 -83

Prior to the start of the 1982 -83 season a meeting of clubs fielding junior teams in the A.T.C.A. was called and from that meeting a Junior Sub- Committee was formed. The purpose of the Committee was to set out the guidelines for the junior competition including the role of senior players, playing dates and times and inter Association games. The Committee consisted of Tony Bova (Tea Tree Gully), Melos Sulicich (Glenelg), Trevor Lee (Richmond), Ian Wallace (Immanuel 0.5.), Trevor Smith (Edwardstown), Peter Wang (Ingle Farm) and Paul Howell (Flinders Park) while Gil Kolenburg (Chairman) and Michael Stanley represented the Executive Committee. Unfortunately Gil had to resign during the season due to other Association commitments. Three inter Association games were played with limited success. The Under 14's were outclassed by the S.A.C.A. team on January 23rd at Wellington Oval but played well to regain the Savings Bank of S.A. Shield from the Para Districts Association at Argana Park on February 13th. The Para Districts Under 16 team proved to be too strong for the A.T.C.A. players and easily retained the Coca Cola Bottlers Shield. The Association is indebted to Messrs. Wallace and Wang for their assistance in organising practice sessions before the match and managing the teams on match days,

Starting on September 2nd there will be a special coaching course spread over an eight week period for selected juniors at the Indoor Centre. We hope that the juniors will form the nucleus of A.T.C.A. combined teams for the 1983 -84 season. This coaching is a result of a grant from the ex Myer Cricket Club and will be con- ducted for a number of years to come. On behalf of the Junior Sub- Committee I would like to thank the trustees of the Myer Cricket Club for their generosity and I trust that the selected juniors will make the most of this coach- ing for the improvement of their own game as well as improving the standard of the Association teams. The 1982 -83 season concluded with a very successful Presentation Night at the Payneham Sports Club. Members of the Payneham Cricket Club and guest speaker Mr. Andrew Hilditch are to be thanked for making the evening a success.

In conclusion I would like to suggest to all clubs in the Adelaide Turf Cricket Association that they become involved with the promotion of junior cricket because it will be beneficial for their future. It has in fact been suggested at Executive Committee meetings that one of the conditions that could be imposed on Grade Al Clubs is that they should field at least one junior team.

MICHAEL STANLEY Co- ordinator, Junior Sub-Committee OVALS SUBCOMMITTEE REPORT

Every week during the cricket season, on the 83 ovals currently being used by the Clubs in the Turf grades of the A.T.C.A., pitches were prepared, outfields cut, boundaries marked and everything made ready for the weekend matches involving 165 teams. The cost of these operations must run into thousands of dollars, taking into account the man hours involved, the value of the mowers and rollers used, the cost of fuel and fertilisers etc.

This is indicative of the vast scope of our Association and represents a major problem as inspections carried out during the season indicated a substantial variance in the standard of pitches prepared. Whilst some of our ovals have full time curators, it is appreciated that many wickets are prepared by dedicated club members, working in a spare time capacity, outside of their normal working hours. However, if we are going to improve the standard of cricket in the A.T.C.A. and develop our juniors, hard true wickets are a must. On a number of ovals inspected the pitches could have been greatly improved by longer periods of rolling preferably starting earlier in the week. In recent years "Kikuyu" grass has established itself on the playing surface of many ovals and encroached on the wicket area. This grass is difficult and expensive to eradicate, but expert opinion indicates that good pitches can be prepared on kikuyu, provided that correct maintenance and preparation methods are used. A minority of clubs have made very little effort to improve their wicket area, and as such cannot expect to progress very far in our Association. Working bees for grass planting, fertilising and foiling can work wonders on a strip that is not up to standard.

The A.T.C.A. will always adopt a sympathetic attitude towards a club that has temporary ground or wicket prob- lems, provided that the club In question gives every indication it is trying to eradicate the problem. The majority of our clubs are to be commended for their attitude towards wicket preparation when rainy conditions persist. A typical example was the wet week during the season when all 'other turf cricket matches were cancelled on the Friday morning. Our Association decided that wickets could be rolled late Friday afternoon and Saturday the morning. As a result show went on" and most games were played during the afternoon. The Ovals Sub - Committee congratulates the curator at Glandore Oval for his great effort during the Grade A.1 Grand Final. Vandals dug holes in the pitch on the Saturday night, but the curator starting work early on the Sunday morning was able to produce a satisfactory pitch on an adjacent strip that had been used for a semi -final on the previous weekend. Congratulations also to the curator at Brighton Oval for the excellent wicket provided for the three days of the inter -state game against the Victorian Sub District Cricket Association. The 29 ovals used for our "Hardwicket and Junior Grades" were generally maintained in good order due mainly to the fact that they are school ovals and receive regular cutting and watering. However, it was noticed that on some pitches the covering was in need of repair.

KEITH J. DUKE Chairman, Ovals Sub -Committee

PERMIT COMMITTEE

Prior to the start of last season minor changes to By -Laws 21 and 23, dealing with permits, were made.

More stringent controls were implemented, and the responsibility of applying for permits, either for transfers of players from club to club or to play in final round matches were firmly placed with the clubs.

The previous concession in allowing clubs to apply for verbal permits has ceased and although a number of clubs found that they could not select'players until a written application was processed the majority of clubs co- operated.

These regulations will be re- inforced next season and it is anticipated that provided clubs forward applications for permits, giving sufficient notice, embarrassment will be avoided.

Overall, the processing of permits ran smoothly and clubs are thanked for their co- operation.
