The Secretary for Food and Health will address the Council on the six annual reports of the Hong Kong Council on Smoking and Health for the years from 2007-2008 to 2012-2013. 2420 LEGISLATIVE COUNCIL ─ 13 November 2013 Hong Kong Council on Smoking and Health Annual Report 2007-2008、 Hong Kong Council on Smoking and Health Annual Report 2008-2009、 Hong Kong Council on Smoking and Health Annual Report 2009-2010、 Hong Kong Council on Smoking and Health Annual Report 2010-2011、 Hong Kong Council on Smoking and Health Annual Report 2011-2012 and Hong Kong Council on Smoking and Health Annual Report 2012-2013 SECRETARY FOR FOOD AND HEALTH (in Cantonese): President, in accordance with section 17(6) of the Hong Kong Council on Smoking and Health Ordinance (Cap. 389 of the Laws of Hong Kong), I now present the annual reports of the Hong Kong Council on Smoking and Health for the years from 2007-2008 to 2012-2013. It is specified under section 17(6) of the Ordinance that the Hong Kong Council on Smoking and Health shall, as soon as is practicable and in any case not later than six months after the expiry of a financial year, furnish a report on the affairs of the Council for that year, including a copy of its accounts therefor; and the auditor's report on the accounts, to the Secretary for Food and Health who shall cause the same to be laid on the table of the Legislative Council. We have recently checked the records and found that, although the Hong Kong Council on Smoking and Health submits an annual report to the Food and Health Bureau every year, and distributes its annual report to the persons and bodies concerned, including all Legislative Council Members, as well as provides a copy of its annual report on its website, the Food and Health Bureau has not caused the annual reports to be laid on the table of the Legislative Council in the past five years under section 17(6) of the Ordinance. I hereby solemnly apologize to the Legislative Council for this omission in administrative procedures. Thank you, President. LEGISLATIVE COUNCIL ─ 13 November 2013 2421 ORAL ANSWERS TO QUESTIONS PRESIDENT (in Cantonese): Questions. First question. Child Care Services 1. DR HELENA WONG (in Cantonese): President, the consultation paper published last month by the Steering Committee on Population Policy (SCPP) indicated that the overall labour force participation rate (LFPR) for women in 2012 was 49.6%, which was lower than 68.7% for men, and there was a sharp decline of women's LFPR within the 30 to 39 age range. Many women in the districts have relayed to me that when they are around 30 years of age, the best age for marriage and childbearing, they are forced to give up the opportunities to make money by working in order to stay home and take care of their children because the child care services provided by the authorities are inadequate.
