Bobruisk 2008 THE SUMMARY The present Guide is elaborated on the base and in development earlier developed in 2004 Guide on exploitation tubeless large-sized and supergiant tyres for dump trucks of big and especially big weight-lifting capacity, and also the road-building machinery», by experts of the factory of supergiant tyres of BELSHINA Open Joint-Stock Company . In Guide data on the basic technical characteristics of tubeless tyres of a radial and diagonal construction, particularities of their exploitation are presented. Questions of marking, acceptance, packaging, storage, order of holding of cargo handling operations, transportations of tubeless tyres, order of acquisition by tyres of cars, rules of mounting and dismantle of tyres, maintenance operation and care of tyres, classification of principal types of operation imperfections, the reasons of their origin and the recommendation for elimination of the reasons of origin of imperfections, the calculation of operation of tyres are presented, the claims. The lot are tyres of one designation in number of no more than 4000 pieces, for tyres 24.00-49; 27.00-49; 27.00R49; 31/90-49; 33; 33.00R51; 36/90-51; 40.00-57; 46/90-57 no more than 2000 pieces, accompanied by the quality certificate containing: - Trade mark or trade mark and the manufacturer name; - Designation, model and amount of tyres; - Designation of the standard documents according to which tyres are made; - Batch number; - Shipment date; - Affirming about conformity of tyres to requirements of the standard document on which tyres are made; - Duplicate of the certificate of conformity or data on certification confirming conformity of tyres to obligatory requirements of the standard document on which tyres are made. The acceptance of tyres for dump trucks of large and super large weight-lifting capacity should be carried out according to working order of acceptance of production on amount and quality. Tyres with manufacturing defects and the identification mark mismatching requirements of the working standard documentation on the tyres are not subject of acceptance. 4 2 Identification mark and packaging of tyres 2.1 On each tyre should be accurately indicated: For tyres of a diagonal construction (fig. 1а) Fig. 1а 1 - trade mark and (or) the name of the manufacturer; 2 - company name; 3 - designation of the size of the tyre (on both sides of a tyre cover); 4 - designation of model of the tyre (on both sides of a tyre cover); 5 - "Tubeless" - for tubeless tyres; 6 - ply-rating of NC or PR *; 7 - country-manufacturer in English "Made in BELARUS"; 8 – order number; 9 - indicating of the standard document (technical specifications or GOST); 10 –tread pattern code; 11 – assignment of the tyre for cars in English “Off the road”; 12 – the symbol of speed; 13 – the loading index; 5 For tyres of a radial construction (fig. 1b) Fig. 1b 1 - trade mark and (or) the name of the manufacturer; 2 - company name; 3 - designation of the size of the tyre (on both sides of a tyre cover); 4 - designation of model of the tyre (on both sides of a tyre cover); 5 - "Tubeless" - for tubeless tyres; 6 –strength index **; 7 - country-manufacturer in English "Made in BELARUS"; 8 –order number ***; 9 - indicating of the standard document (technical specifications or GOST); 10 –tread symbol of speed; 11 –loading index; 12 –designation radial all-metal cord tyres in English “Radial all steel”; 13 – assignment of the tyre for in English “Off the road”; 14 –tread pattern code. * The norm of layer conditionally means strength of a framework and allow to define limits of a permissible load and other operating parameters according to standard documents. At the same norm of layers the actual number of layers of a framework can be various depending on strength of an applied cord (for example PR-58). 6 ** Strength index. For radial tyres the index of strength or a norm of layers is indicated by two asterisks. Conformity of norm of layers for diagonal tyres and an index of strength for radial tyres are reduced in tab. 1. Ring gaskets insert to a tyre cover and fix in it. 2.3 The set of the tyre includes the tyre and three ring gaskets, "The Instruction on transportation and storage of tubeless tyres" (the Application 1). 3 Cargo handling operations and transportation of tyres 3.1 Cargo handling operations and transportation of tubeless tyres should be made so that not to suppose damage of sides of the tyre. 3.2 Lifting and transportation of tyres by a loader with flat captures are executed for external perimeter, not making damage to layers of rubber (see Appendix A). It is forbidden: to enter flat captures of a loader inside of the tyre. 3.3 Loader transportation only one tyre with width of a cross-section of 27 inches and more inches of an inclination towards a loader is authorized. The loader should have the dowel of round section in diameter not less than 150 mm. 7 3.4 At execution of cargo handling operations by means of the crane tyres than 140 mm and not less than 6 meters should be manufactured length by a soft flat tape sling of sufficient strength, width not less. It is forbidden: use for tyres lifting steel ropes and chain slings, a hook for side, for a cord of rope the accident protection device of side or wire rope, applied during transportation by rail. 3.5 Tyres are transported by any kind of transport according to rules working on everyone mode of transport. 3.6 At transportation by open cars and platforms over 5 days of the tyre should be protected from effect of the sun and moisture by a canvas cloth or a polyethylene film. 3.7 At seating of tubeless tyres on vehicles the conditions eliminating a strain of sides and side walls of tyres should be ensured. 3.8 At transportation of tyres by rail they must be placed vertically (except tyres of the size 40.00-57; 46/90-57). The fixation of tyres is carried out by means of the wooden blocks enclosed under a tread from two sides and fixed by a strand. Tyres of the size 40.00-57; 46/90- 47 are placed on a platform horizontally and fixed by a metal strand. 3.9 It is forbidden: transportation of tyres and ring gaskets together with mineral oil, acids, alkalis and other substances destroying rubber.

Belarus has close historical and cultural ties to Russia. Russian policy toward Belarus appears to be focused on gaining control of Belarus’s key economic assets while reducing the costs of subsidizing the Lukashenko regime. For many years, the United States has limited ties to the regime while providing modest support to pro-democracy organizations in Belarus. The United States and the European Union also imposed sanctions on Belarusian leaders. In March 2008, Belarus withdrew its ambassador from Washington and forced the United States to recall its ambassador from Minsk, in response to what Belarus perceived as a tightening of U.S. sanctions against Belneftekhim, the state-owned petrochemicals firm. Belarus also limited the number of U.S. diplomats in Belarus to five persons. From 2008 to 2010, the United States and European Union suspended some sanctions in exchange for very modest improvements on human rights issues. This policy suffered a setback in December 2010, when Belarus held presidential elections that observers from the OSCE viewed as falling far short of international standards. Moreover, in response to an election-night demonstration against electoral fraud in a square in central Minsk, the Lukashenko regime arrested over 700 persons, including most of his opponents in the election, as well as activists, journalists, and civil society representatives.

    Country Report on Human Rights Practices in Belarus Page 1 of 28 Belarus Country Reports on Human Rights Practices - 2007 Released by the Bureau of Democracy, Human Rights, and Labor March 11, 2008 Under its constitution, the Republic of Belarus, with a population of 9.7 million, has a directly elected president and a bicameral National Assembly. Since his election in 1994 as president, Alexander Lukashenko has systematically undermined the country's democratic institutions and concentrated power in the executive branch through authoritarian means, flawed referenda, manipulated elections, and arbitrary decrees that undermine the rule of law. Presidential elections in March 2006 that declared Lukashenko president for a third consecutive term again failed to meet international standards for democratic elections. The government continued to ignore recommendations by major international organizations to improve election processes and human rights. Civilian authorities generally maintained effective control of the security forces; however, members of the security forces committed numerous human rights abuses. The government's human rights record remained very poor and worsened in some areas as government authorities continued to commit frequent serious abuses. The government failed to account for past disappearances of opposition political figures and journalists. Prison conditions were extremely poor, and there were numerous reports of abuse of prisoners and detainees. Arbitrary arrests, detentions, and imprisonment of citizens for political reasons, criticizing officials, or for participating in demonstrations were common. Court trials occasionally were conducted behind closed doors without the benefit of independent observers. The judiciary branch lacked independence and trial outcomes were usually predetermined. The government further restricted civil liberties, including freedoms of press, speech, assembly, association, and religion.

The article substantiates the quantity and type of tire size for a dump truck with a carrying capacity from 90 to 130 tons. Types of tire sizes for dump trucks are given, as well as an analysis of applicable tires for dump trucks. An example of tire configuration for a dump truck is described, as well as the differences between projects and dump trucks with the traditional arrangement of large tires. The working productivity of large tires was cal- culated using the TKH “tons per kilometer per hour” technique. The general tasks that need to be addressed when designing a dump truck are highlighted. The conclusion is made on the relevance of the development of scientifically based approaches when designing dump trucks.
