Priority Projects in

Based on the “Overall Planning of the Eco-Economic City Construction in Guiyang City”, consulted the “Planning for the 11th ‘Five-Year Plan’ in Guiyang City”, through fully sharing one another’s views and cooperating with relevant departments subordinating under Guiyang City, we have prioritised the following 11 projects that have considerable demonstration effects and benefits to local society and environment, from the 17 projects submitted for the approval by the departments of environmental protection, urban construction, two-lake administration, urban administration, circular economic office, etc.

1. BEIJING East Road Project Overview of the Project: BEIJING East Road is one of the significant 3-Ring and 16-Radiation roads for the “Smooth Traffic Project” in the urban center of Guiyang; the implementation of this project would play a considerable role in improving urban traffic environment and optimizing the road network and structure. BEIJING East Road starts at BEIJING Road and ends at the Northeast Ring Road. The bituminous concrete pavement will be adopted and it is designed in accordance with the standard of urban Class-I arterial road. The full length of the project will be 5,000m, with its width of 40m and gross investment of RMB1.5 billion yuan. The construction period will be between 2008- 2013. Currently the road design plan is being carried out.

2. The 2nd Ring Road Project

Overview of the Project: The 2nd Ring Road Project is a key ring road and a linking route of the 3-Ring and 16-Radiation roads for the “Smooth Traffic Project” at the urban center of Guiyang; the implementation of this project would play a considerable role in improving urban traffic environment and optimizing the road network and structure. The 2nd Ring Road includes the 2nd East Ring Route and the Southwest Ring Route. The 2nd East Ring Road will be an urban Class-I arterial road, with two-way and four-lane, the whole length of 9,700m (including 4 bridges and 5 tunnels) and the width of 40m. The construction of the Southwest Ring Route will be classified into two phases: the 1st-phase modification engineering including the construction of the 1st-phase arterial route and the linking route, with the whole length totaling to 7,600m and the width of 36m, it is a two-way and six-lane urban expressway; while the 2nd-phase engineering, with the length of 7,300m and the width of 36m, is designed in accordance with an urban Class-I arterial road. Gross investment for the 2nd Ring Road Project will be some RMB2.93 billion yuan (RMB1.5 billion yuan for the 2nd East Ring Road and RMB1.43 billion yuan for the Southwest Ring Road). The construction period will be during 2007-2012. Currently the construction has begun for the 2nd Southwest Ring Road and the road design plan is being carried out for the 2nd East

1 Ring Road.

3. Trial Road Section Engineering for Guiyang Light Rail Transit (LRT) Construction Project

Overview of the Project: Guiyang Light Rail Transit (LRT) Construction Project, with the basic target of linking key urban development axial belts of Jinyang-Sanqiao-Center City Proper-Xiaohe road section and linking the key mass transit passengers’ corridor, selects key passengers’ collecting and distributing areas to provide LRT transportation services, thus further expanding the service range of the LRT system and upgrading the operational degree of urbanized integration. The basic trend of this LRT system will be in “X” form; with the principal line of 49.2km and 35 stations. This engineering will be carried out in two phases: the 1st phase including Guiyang No. 1 LRT Route (the length of 27.6km, total 18 stations with 10 underground and 7 elevated bridges), Jinyang Vehicle Base, Jinyang CBD Command Center; the 2nd phase including Guiyang No. 2 LRT Route (the length of 21.6km, total 17 stations with 12 underground and 5 elevated bridges), Baiyun West Vehicle Depot and Jinyang Tie Line. Gross investment for the project will be someRMB21.4 billion yuan. It is planned to start construction in year 2010, with the construction term of 9 years. Currently the Project Proposal and the “Route-Network Planning for Guiyang Light Rail Transit (LRT) Network” have been completed and the “Planning for the Construction of Guiyang Light Rail Transit (LRT) Network” is being drawn up.

4. Project for the Improvement of Urban Residents’ Quality of Life (Drinking Water Item in the 4 villages of Yunguan Village, etc. in Yunguan Township) Overview of the Project: Yunguan Township is located in the center of Guiyang city proper; however, where most of the villagers are still drinking the well water or river water. The drinking water source has suffered from contamination to different degrees and failed to be up to the national hygiene standard for a long time. The construction of this item would be very critical to the improvement of rural infrastructure conditions, to the settlement of local residents’ drinking water difficulty, to upgrading local residents’ quality of life and to the guarantee of villagers’ health status. In order to solve the drinking water issue for 1070 households in the 4 villages of Yunguan Township, it is required to erect 5880m-long main piping with the pipe diameter of 200mm and to erect 12,500m-long branch piping with the pipe diameter of 100-50mm. Gross investment for the project is estimated to RMB7.02 million yuan, with multi-channel financing. The finance has input RMB300,000.00yuan for the 1st-phase preparations of the project. It is planned to begin construction in 2008 and to complete in one year.

Phosphorus Slag Integrated Utilization Project for Annual Production Output of 1.2 million-t Cement Clinker Overview of the Project: Xinqiang Chemical Co., Ltd, located at Xiayao Village, Shuangliu Town, , is a joint stock industrial enterprise with the development of phosphorous chemicals in the main; principally producing white phosphorus and also producing the formic acid by means of utilizing the tail gas of white phosphorus. For this project, annual production output will total to 120 ×104t/a phosphorous slag cement; with the discharge reduction of 100 ×104t/a phosphorous slag, saving standard coal of over 14,000t and saving land use of over 60mu and reducing the pollution on the underground water by the harmful substances from phosphorous slag. Thus it would be beneficial for upgrading the utilization ratio of white phosphorus resources, for the conservation of energy and raw materials and would play a positive role in the reduction of environmental pollution. Gross investment for the project will be RMB385.5889 million yuan, with RMB115.6789 million yuan self-raised by the enterprise and RMB269.91 million yuan from application for the bank credit and financing. The construction period of the project will be during 2009-2011. Currently the environmental impact assessment and other 1st-phase preparations are being underway.

6. Project of Energy Conservation and Consumption Reduction and Integrated Treatment and Control of Production and Domestic Sewage by Guizhou Chemical Fertilizer Plant Co., Ltd

Overview of the Project: Guizhou Chemical Fertilizer Plant Co., Ltd, situated in City, is an important enterprise within the Hongfeng Lake watershed---- the major drinking water source area for Guiyang City; its production activities have caused certain pollution on the two-lake (Hongfeng Lake and Baihua Lake) watershed. For the project, update clean production technology is to be adopted and integrated treatment is to be carried out for technical modification in energy conservation and environmental protection for the old system and zero discharge of production sewage. After the project implementation, the integrated energy consumption for synthetic ammonia in tonnage ammonia will be cut down from current 71.38GJ to 51.01GJ; annual sewage discharge cut down by 888.5×105t, annual COD emission cut down by 404.68×105t, annual ammonia nitrogen emission cut down by 321.2×105t and annual suspended substance (SS) emission cut down by 355.93×105t. The project implementation would play a positive role in the energy conservation and consumption reduction for the enterprise and in the assurance of the drinking water safety of Hongfeng Lake.

3 This project consists of three components: component of this energy conservation and environmental protection technical modification for the synthetic ammonia system; component of integrated treatment and control for production wastewater zero discharge from the nitrogenous fertilizer plant and component of the domestic sewage treatment and control. Gross investment for the project will be some RMB300 million yuan, through multi-channel financing or multi-way international cooperation. The construction term will be during 2008-2009. Currently the Feasibility Study has been completed for the project and part of items is being under implementation.

7. Demonstration Project of Guiyang Urban Lighting Energy Conservation Engineering

Overview of the Project: Currently there are altogether 130,000 street and landscape lamps in the three city proper districts of Yunyan, Nanming and Xiaohe and in the Jinyang New in Guiyang; with the power consumption in large quantities: annual power consumption of some 7200×104 KW/h and annual power charge of some RMB49 million yuan. Therefore, the high-efficiency and energy-saving appliances were tested in the street lamp control system in the three city proper districts and in the Jinyang New District in Guiyang; with remarkable results in energy consumption by 25% and above. By means of the demonstration effects of the implementation work of the Demonstration Project in Guiyang and the dissemination in other cities in the province, it is to accelerate the development of the urban lighting energy conservation control work in Guizhou Province. The content of the project implementation includes: the energy conservation control and modification of 70% public lighting lines in the three city proper districts of Yunyan, Nanming and Xiaohe; the energy conservation control and modification of public lighting lines in Jinyang New District; and part of charging line modification for the implementation of the energy conservation control engineering. Gross investment for the project will be some RMB72 million yuan, through multi-channel financing. The construction term will be during 2008-2009. Currently the Project Proposals and the Feasibility Study have been completed for the project.

8. Project of Ecological Construction and Environmental Treatment and Control Work for the Hongfeng Lake

Overview of the Project: Hongfeng Lake is the drinking water source for Guiyang City. Along with the swift economic development, the industrial production, tourism, restaurant and catering and domestic sewage and life refuse in the neighboring areas of the lake have resulted in all the more serious pollution

4 to the lake and threatened the drinking water safety of the Guiyang residents. This project is aimed at the pollution treatment and control for those scenic spots within the lake areas with poor existing infrastructures; including four components: (1) The 2nd-Phase Environmental Treatment and Control Project at the Dichengguan Scenic Spot by the Hongfeng Lake: 7,871.98m2 of housing and auxiliary appliances demolition; 2,600m2 for resettlement land use; 0.8km2 of the Hubin (lakeside) Road modification and 16,000m2 of landscape restoration along both sides of the Hubin (lakeside) Road; (2) Refuse Disposal and Sewage Treatment Facilities Project at Dongmiaochong Ethnic Village by the Hongfeng Lake: install 20 refuse boxes; increase one refuse cargo ship; construct one 25m2 refuse transfer station; construct two sets of GSJ integrated sewage treatment tanks at the Dongmiaochong Scenic Spot, with treatment capacity of 60 and 30m3/h respectively; (3) Dichengguan Sewage Treatment Facilities Project by the Hongfeng Lake; (4) Ecological Construction Project at Jiangjunwan Dust Yard: carry out soil improvement of 80ha overburden soils at the dust yard, plant ornamental arbor, shrub and ground cover and erect auto-sprinkling irrigation system; construct two rest pavilions and corridors at the place of original dust yard, with building area of 35m2 each. Gross investment for the project will be RMB55.87 million yuan, through multi-channel financing. The construction period is estimated during 2010-2012. Currently the actual situation of the item has been initially made clear for the project.

9. Project of Two-Lake (Hongfeng and Baihua) and One-Reservoir (Aha Reservoir) Ecological Treatment and Control

Overview of the Project: This project is located within the average 20km2 scope of the main rivers’ source head areas within the planning areas of Hongfeng Lake, Baihua Lake and Aha Reservoir; apart from rice fields, all the other lands shall be fully forest reserved, with forest and vegetation coverage up to 60 % and above. And bank protection forests and landscape forests should be afforested along both sides of the rivers. Within the direct watershed areas at the lakeside of both lakes, returning cultivated land to forests must be carried out at the sloping field above the normal water level and above 25º and more. The total vegetation coverage of water and soil conservation protection forests and the landscape forests afforested according to the needs shall be up to 70% and more; and the greening rate of the island area above the normal water level line shall be more than 50% in the lake areas. Coal Mine Ecological Restoration Project will be carried out in the Youshui River and Baiyan River Drainage Areas of . This project consists of 5 components: (1) Water Source Protection Forest Construction Component; (2) Ecological Forest Construction Component; (3) Component of Returning the Cultivated Land for Forestry and Pasture; (4) Demonstration Component of Ecological Protection for Reservoir Inflow Tributaries; (5) Component of Coal Mine Ecological Restoration in Youshui River and Baiyan River Drainage Areas of Huaxi District. Gross investment for the project will be RMB137.87 million yuan, with multi-channel financing. The construction period is estimated during 2010-2022.

5 10. Project for the Reduction of Environmental Pollution ---- Chunmei Residential District at Longdongbao

Overview of the Project: There is a great quantity of production and domestic sewage in the Chunmei Residential District of Guiyang. In case it should directly be discharged to the surface water system without any treatment, it would certainly and seriously damage the ambient eco-environmental balance and cause the water environment deterioration. The wastewater treatment and control for the Chunmei Residential District would be favorable for the environmental protection of this district; and it would be required for local economic construction. The wastewater treatment includes the treatment of production wastewater, domestic sewage, chemical analysis wastewater, etc. The required equipment includes one auto coarse-lattice sewage removal machine, one collecting well, 3 lift pumps, 2 sets of pneumatic floator, 1 regulating pond with steel-mixed structure, 2 sets of UASB reactor, 1 sedimentary sedimentation tank, 2000-m sewage draining piping and network, etc. Gross investment for the project is estimated to RMB9.7 million yuan, with multi-channel financing. Currently the fund sources are from the finance and other sources. The construction period is estimated during 2009-2010. The Feasibility Study has been completed so far.

11. Project of South Ring Landscaped Roadway Construction for Guiyang Round-the-City Expressway

Overview of the Project: The construction of the South Ring Landscaped Roadway will be the key content of the construction for the economic road, the ecological road, the landscape road and the human cultural road. The most important task for the Landscaped Roadway construction should be the ecological construction along both sides of the road and within the scope of the project; which would be of significant importance to the protection of the highway ecological safety, to the improvement of the ecological environment and to the landscape beautifying along the route. The planned construction area will be 47,362mu.The construction content includes: 16,089mu forested land for reform and tendering; 17mu open forest area land for reform and tendering; 6,432mu shrub forest for reserved forest reform and target tree cultivation; 719mu barren hills, wasteland and slash suitable for plantation establishment for afforestation; 1,974mu un-matured afforested land for reform and tendering; 745mu stone hill lands for greening up; and 20,421mu steep and sloping farmlands for .returning to forests and pastures. Gross investment for the project will be RMB120.3453 million yuan, with multi-channel financing. The construction period is estimated during 2008-2009. Currently the experts’ initial review has been completed on the Overall Planning Explanations (Manuscripts for examination and revision).
