The results of this screening-level risk assessment indicate that the proposed new uses of dodine on peanuts and bananas have the potential for direct adverse effects on listed and non-listed freshwater and estuarine/marine invertebrates, listed and non-listed vascular and non-vascular plants, and listed and non-listed birds and mammals. Major data gaps are listed below. Without these data potential risk to the associated taxa can not be precluded: • Aquatic vascular plant toxicity data (850.4400) There is uncertainty regarding the potential chronic effects of dodine to saltwater invertebrates and fish since there are no toxicity data. Using acute-to-chronic ratios (ACR) from freshwater species to calculate chronic endpoints for the saltwater species, however, suggests that risks may be low. -

Viruses and virus diseases of Poaceae (Gramineae) Viruses The Poaceae are one of the most important plant families in terms of the number of species, worldwide distribution, ecosystems and as ingredients of human and animal food. It is not surprising that they support many parasites including and more than 100 severely pathogenic virus species, of which new ones are being virus diseases regularly described. Species Account Butte County Association of Governments Greene’s Tuctoria Greene’s Tuctoria (Tuctoria greenei) A.25.1 Legal and Other Status Greene’s tuctoria or Greene’s Orcutt grass (Tuctoria greenei) is listed as endangered under the federal Endangered Species Act (ESA) throughout its range and is listed as rare under the California ESA (DFG 2011). The California Native Plant Society (CNPS) includes Greene’s tuctoria in its California Rare Plant Rank 1B (formerly List 1B): Plants Rare, Threatened, or Endangered in California and Elsewhere (CNPS 2010). Critical habitat has been designated under ESA for Greene’s tuctoria, including one location in Butte County, on private property south of Chico along Highway 99 and 0.4 mile (0.64 kilometer [km]) south of the junction of Pentz Road (71 FR 7118). A.25.2 Species Distribution and Status A.25.2.1 Range and Status The current range of this species extends 258 miles (567 km) in Butte, Merced, Tehama, Shasta, and Glenn counties (62 FR 14338). Historically, the species was also reported from Fresno, Madera, San Joaquin, Stanislaus, and Tulare counties, but these populations are believed to have been extirpated (CNPS 2006). There are currently 25 extant reported occurrences for this species, 17 of which are in the Northeastern Sacramento Valley Vernal Pool Region, including 10 in the vicinity of Vina Plains in Tehama County and 7 in Butte County. The next largest concentration is in the Southern Sierra Foothills Vernal Pool Region, with seven extant occurrences in eastern Merced County. The other extant occurrence is in the Modoc Plateau Vernal Pool Region in Shasta County (CNDDB 2006). -

E5.0 BOTANICAL AND WILDLIFE RESOURCES This section on the terrestrial resources (plants and wildlife) associated with the Klamath Hydroelectric Project (Project) contains the following elements: • A description of the existing botanical and wildlife resources in the study area (see Figure E5.1-1) • A discussion of agency consultation related to terrestrial resources • Summaries of the studies conducted by PacifiCorp on wildlife and vegetation • A summary of proposed enhancement measures • A discussion of continuing impacts E5.1 HISTORICAL TERRESTRIAL RESOURCES The terrestrial resources in the Project vicinity historically have been affected by humans for a long period of time. Much of the information on Native American use of the Klamath River Canyon comes from the archaeological investigations conducted by Gleason (2001). Native Americans have been part of the Klamath River ecosystem for at least the last 7,500 years (Gleason, 2001). The Upland Takelma, Shasta, Klamath, and Modoc tribes all used various portions of the study area; the Yurok Tribe historically used the lands along the Lower Klamath River. Before settlement by Europeans, Native Americans affected terrestrial resources through clearing vegetation for villages; harvesting plants and animals for food, medicine, and other uses; and using fire to manage vegetation. The most intensive uses occurred close to the river. Apparently, many of the flat terraces in the canyon were used at one time or another as village- sized settlements. The existing Topsy Grade Road is near the site of a Native American trail. Beginning in about 1870, homesteaders established ranches in the Klamath River Canyon. Apparently, the canyon was mostly unoccupied by any Native American tribes after this time. -

In Orcuttia califomica, 0. inaequalis, and 0. viscida, all spikelets possess two glumes except for the terminal spikelet of the inflorescence, which lacks both glumes. In 0. pilosa and Tuctoria greenei the terminal spikelet lacks only the first (prox imal) glume, whereas in 0. tenuis, T. fragilis, and T. mucronata both glumes are developed on all spikelets. This is the first report of glume absence in species of Orcuttieae other than Neostapfia colusana, which has been long reported to lack both glumes on all spikelets. A hypothesis of phylo genetic relationships in the tribe is presented and characters involved are discussed. We hypothesize Neostapfia to be sister to a Tuctoria/Orcuttia clade, and Tuctoria to be a grade leading to a mono phyletic Orcuttia. -
