ABSTRACT The history of the British Army in the French Revolutionary and Napoleonic Wars is generally associated with stories of British military victory and the campaigns of the Duke of Wellington. An intrinsic aspect of the historiography is the argument that, following British defeat in the Low Countries in 1795, the Army was transformed by the military reforms of His Royal Highness, Frederick Duke of York. This thesis provides a critical appraisal of the reform process with reference to the organisation, structure, ethos and learning capabilities of the British Army and evaluates the impact of the reforms upon British military performance in the Low Countries, in the period 1793 to 1814, via a series of narrative reconstructions. This thesis directly challenges the transformation argument and provides a re-evaluation of British military competency in the French Revolutionary and Napoleonic Wars.

    AUSTRALIAN JOINT COPYING PROJECT SIR THOMAS COCHRANE Papers, 1840-49 Reels M948-70 National Library of Scotland George IV Bridge Edinburgh EH1 1EW National Library of Australia State Library of New South Wales Filmed: 1976 BIOGRAPHICAL NOTE Sir Thomas John Cochrane (1789-1872), who was born in Edinburgh, was the son of Admiral Sir Alexander Cochrane (1758-1832) and his wife Maria. He entered the Royal Navy in 1796 as a volunteer on HMS Thetis, commanded by his father. He was made a lieutenant in 1805 and became a captain within a year. He served in the West Indies in 1807-9, taking part in the capture of the Virgin Islands and Martinique, and in North America in 1811-14. From 1820 to 1824 he commanded HMS Forte on the North America Station. In 1825 Cochrane was appointed the first governor of Newfoundland. After representative government was introduced in 1832, his relations with the colonists worsened and he was eventually recalled by the Colonial Office in 1834. He was a member of the House of Commons from 1839 to 1841. Cochrane was made a rear-admiral in 1841 and in 1842 he was appointed second in command of the East Indies Station. Based in Hong Kong, which had become a British colony following the 1839-40 Opium War, the East Indies Station extended from the Red Sea in the west to the Philippines and New Zealand in the east. When Admiral Sir William Parker returned to England in 1844, Cochrane succeeded him as commander-in-chief. At the same time, the Station was divided into two divisions, with the western (Indian Ocean) division headed by Commodore Sir Henry Blackwood and the China division headed by Cochrane.

Golding All Rights Reserved ii ABSTRACT This dissertation explores the influence of late eighteenth-century British imperial and global paradigms of thought on the formation of British policy and strategy during the French Revolutionary and Napoleonic Wars. It argues that British imperial interests exerted a consistent influence on British strategic decision making through the personal advocacy of political leaders, institutional memory within the British government, and in the form of a traditional strain of a widely-embraced British imperial-maritime ideology that became more vehement as the conflict progressed. The work can be broken into two basic sections. The first section focuses on the formation of strategy within the British government of William Pitt the Younger during the French Revolutionary Wars from the declaration of war in February 1793 until early 1801. During this phase of the Anglo-French conflict, British ministers struggled to come to terms with the nature of the threat posed by revolutionary ideology in France, and lacked strategic consistency due to acute cabinet-level debates over continental versus imperial strategies. The latter half of the work assesses Britain’s response to the challenges presented by Napoleonic France.

Smith The Anglo-American War of 1812 served as an embarrassing and unwel­ come diversion for a British government struggling for survival against Revolutionary France and Napoleon. The ongoing contest on the European continent, which had time and again stretched Britain's resources to the limit, during the summer of 1812 expanded into a troublesome conflict against the United States that left British policymakers facing a serious di­ lemma. Britain would have to continue operations against France, as well as defend Canada, protect British shipping from American warships and pri­ vateers, blockade the American coast to destroy commerce and hinder American naval operations, and aggressively take the transatlantic war to the shores of the upstart republic. These strategic objectives would tax a nation already reeling from the continued war with France and ultimately force military and naval officers to use innovative and aggressive unlimited warfare, or what Americans would term extreme and barbaric warfare, to achieve their objectives. And not surprisingly, both sides would vividly re­ member for years to come the "horrible species of warfare" that had been perpetrated during the conflict. 1 Admiral Alexander Cochrane's role in the second war against America, not only his campaign but also the reasons behind his appointment as naval commander in chief, encapsulates the attitude of Britain as it went to war against the American Republic.
