Wong) Director of Bureau: Secretary for the Civil Service This question originates from: Estimates on Expenditure Volume 1 Page 312 Question (Member Question No. 31): It is stated under Programme (4) that the Civil Service Bureau will “provide training programmes to civil servants which are best provided by a central training agency such as national studies and senior management development.” In this regard, please advise on: 1. the content of the said programmes; and 2. the target participants of the programmes and their ranks. Asked by: Hon. CHEUNG Wah-fung, Christopher Reply: The Civil Service Training and Development Institute (CSTDI) organises over 1 000 training programmes and activities annually for civil servants at various ranks. Major topics covered include leadership and management, language and communication, the Basic Law, and policies and developments of the Mainland on political, economic, social, cultural aspects, etc.

In its 2018-19 budget, the Government announced that it would allocate $20 billion to improve cultural facilities in Hong Kong, including the construction of the New Territories East Cultural Centre, the expansion of the Hong Kong Science Museum and the Hong Kong Museum of History, as well as the renovation of Hong Kong City Hall.

COMMENT CLINICAL LEGAL EDUCATION IN HONG KONG: A TIME TO MOVE FORWARD Introduction Clinical education has taken root and flourished in law schools throughout the world. Although initially a United States phenomenon, universities in countries as far-flung as India, South Africa, Chile, Australia, Poland, Scotland, Cambodia, Mexico, and China have established and nurtured clinical programmes. Despite different legal systems and different institutional structures, law faculties in these disparate countries all share a respect for the potential of clinical legal education. They recognise that clinical programmes can teach law students the skills and values of the profession while contributing vital services to individuals and communities and foster- ing social justice goals. The priorities of clinical programmes may differ from school to school, and the organisation and ambitions of their respective programmes may vary, yet law schools throughout the world have found common ground in the basic characteristics that define clinical legal education. Law schools in Hong Kong have no clinical programmes - yet. This situation may change as a result of a recent initiative by the Faculty of Law at Hong Kong University (HKU).

With the Occupation Permit for the museum building obtained on 24 December 2020, M+ is set to open to the public at the end of 2021. Designed by a global team of the world-renowned architecture firm Herzog & de Meuron in partnership with TFP Farrells and Arup, the M+ building is set to become a new addition to the global arts and cultural landscape and a new international architectural icon. Located in Hong Kong’s West Kowloon Cultural District on the Victoria Harbour waterfront, it provides a permanent space for M+, the first global museum of contemporary visual culture in Asia dedicated to collecting, exhibiting, and interpreting visual art, design and architecture, moving image, and Hong Kong visual culture of the twentieth- and twenty- first centuries. The commanding architectural form consists of monumental horizontal and vertical volumes—an expansive podium and a strikingly slender tower—reflecting the architects’ reading of the unique typologies of Hong Kong’s architectural landscape and their sensitivity to local urban conditions. Beneath the building site lie the MTR Airport Express and Tung Chung Line. While the pre-existing site condition Page 1 of 5 presents a challenge to design and construction, it has also become a point of departure for the M+ building.
