    HONG KONG'S ENDGAME AND THE RULE OF LAW (II): THE BATTLE OVER "THE PEOPLE" AND THE BUSINESS COMMUNITY IN THE TRANSITION TO CHINESE RULE JACQUES DELISLE* & KEVIN P. LANE- 1. INTRODUCTION Transitional Hong Kong's endgame formally came to a close with the territory's reversion to Chinese rule on July 1, 1997. How- ever, a legal and institutional order and a "rule of law" for Chi- nese-ruled Hong Kong remain works in progress. They will surely bear the mark of the conflicts that dominated the final years pre- ceding Hong Kong's legal transition from British colony to Chinese Special Administrative Region ("S.A.R."). Those endgame conflicts reflected a struggle among adherents to rival conceptions of a rule of law and a set of laws and institutions that would be adequate and acceptable for Hong Kong. They unfolded in large part through battles over the attitudes and allegiance of "the Hong Kong people" and Hong Kong's business community. Hong Kong's Endgame and the Rule of Law (I): The Struggle over Institutions and Values in the Transition to Chinese Rule ("Endgame I") focused on the first aspect of this story. Full text in Japanese may be accessed at http://www.nhk.or.jp/bunken/research/oversea/pdf/20171201_7.pdf 1 Introduction Twenty years have passed since Hong Kong was returned to China from British rule. At the time of the 1997 reversion, there were concerns that Hong Kong, which has a laissez-faire market economy, would lose its economic vigor once the territory is put under the Chinese Communist Party’s one-party rule. But the Hong Kong economy has achieved generally steady growth while forming closer ties with the mainland. However, new concerns are rising that the “One Country, Two Systems” principle that guarantees Hong Kong a different social system from that of China is wavering and press freedom, which does not exist in the mainland and has been one of the attractions of Hong Kong, is shrinking. On the rankings of press freedom compiled by the international journalists’ group Reporters Without Borders, Hong Kong fell to 73rd place in 2017 from 18th in 2002.1 This article looks at how press freedom has been affected by a series of cases in the Hong Kong media that occurred during these two decades, in line with findings from the author’s weeklong field trip in mid-September 2017.

Data were drawn from a computerized corpus and a clippings file. The report begins with an overview of the theoretical basis of the study of ideology in the lexicon of English as a world language. The second sectiondiscusses Hong Kong's sociopc,litical situation and some themes in official political discourse. Finally, the processes through which some of these themes are embedded in Hong Kong English areexamined. Eight categories of vocabulary that exemplify two processes in the transformation of ideology into lexis (naming and metaphor) are identified: nominalization; naming by analogy; "hollow" or neutral names that conceal a document or institution's real function; re-lexicalization, cr giving a new name when it isclaimed a new concept is at issue; mythical actors (e.g., "average man"); fixed collocations; intei-textual reference; and strategies used to dissociate the writer from his text.

    SARS In the spring of 2003 SARS prompted the first global health alert of the twenty-first century. Hardest hit were the three metropole cities of Beijing, Hong Kong, and Taipei where residents confronted not only threats to their health and material well-being, but also to the vitality and resilience of their societies. Patients with a virus that resisted known therapies overwhelmed hospitals and frontline medical workers and as the disease unpredictably spread to communities and inflicted fatalities, collective trauma mounted. Quarantine practices of medieval Europe ultimately halted the outbreak. Multidisciplinary in its approach, SARS explores the medical, social, and political challenges posed by the epidemic. Focusing on the political dimen- sions of historical geography, media communications, and popular culture, the case studies chronicle how residents of the three cities, whose fortunes are linked by uneasy historical memories and a vibrant global economy, find themselves abruptly drawing hard lines against porous borders. The volume raises issues pertaining to global politics and regional security, public health and democratic processes, civil society and public culture formation, the role of media in social crises, institutional integrity, and individual agency. Contributors drawn from anthropology, journalism, medicine, and sociology examine the SARS outbreak as representative of the multiple contra- dictions among contagion, connectivity, and disjuncture that characterize our contemporary world.
