    Anglican Church of Saint Paul the Apostle – Manuka Conservation Management Plan Prepared for: The Parish Council of the Anglican Parish of Manuka by Sandy White Eddie Braggett Pip Giovanelli November 2015 This project was supported with funding made available by the ACT Government under the ACT Heritage Grants Program St Paul’s Anglican Church Conservation Management Plan 3 EXECUTIVE SUMMARY St Paul’s Church was built in three stages (1938-39, 1953-56 and 2000-2001), with each stage stylistically consistent with the architect’s (Burcham Clamp and Sons) initial design. It is significant for its aesthetic, historic and social values and continues to be above the threshold for entry to the ACT Heritage Register. The ancillary buildings of old rectory, new rectory and hall/office are of lesser heritage value and would not reach the threshold for listing in their own right. Consequently there is no heritage impediment to their demolition subject to the old rectory, designed by Malcolm Moir, being recorded for posterity. Most of the garden landscape has been substantially altered over the years with a major remodelling being undertaken from 2001-2004. That phase of work is appropriate to the church and its setting and there is no recommendation for its change. A few trees are historically significant and warrant continued careful management and there are other areas on the site that could be improved. One opportunity includes the reinstatement of a perimeter hedge or fence. As landscaping work to date has tended to be piecemeal it is recommend that a landscape plan for the whole site be developed.

Recent information from a member of the public has put into question the current boundary of the heritage study area for this plan instead arguing that a much wider area should be incorporated into the Master Plan. Consequently, an assessment of the European cultural landscape of Oaks Estate was required. This report documents the results of an assessment of the European cultural landscape surrounding Oaks Estate and provides conclusions on whether this wider landscape should be included in the heritage assessment of Oaks Estate. It found that the argument for the expanded Oaks Estate heritage study area was one of keeping the pastoral setting of the current residential development intact. Therefore, it is an issue relating to the current perceptions of the community with the Oaks Estate rather than one of the actual heritage connections between this landscape and the estate. It is concluded that the proposed expanded area does not contain sites or landscapes of sufficient association to Oaks Estate that would warrant their inclusion in the heritage assessment of Oaks Estate. It is recommended that: • During the course of the heritage assessment and Master Planning process the views of the community regarding the surrounding pastoral landscape of Oaks Estate should be considered.

    NON-STATUTORY BACKGROUND INFORMATION For SACRED HEART CHURCH, CALWELL As of 14 July 2008 IDENTIFICATION OF THE PLACE • Sacred Heart Church, Casey Crescent, Blocks 15 and 16 (part), Section 796, Suburb of Calwell, ACT HISTORY OF THE PLACE European history in the Tuggeranong Valley area of the ACT began when Charles Throsby reached the Murrumbidgee River near where Tharwa now stands, in 1821. In 1823 Captain Mark Currie, RN, led an excursion to the Monaro, crossing the Limestone Plains and Isabella Plains, which they named after the Governor's daughter, Isabella Brisbane (Gillespie, 1991:8). The Valley was gradually settled and came to be centred on the large grazing stations of Lanyon and Tuggeranong (also known as Wanniassa). None of the early land holders were Catholic, but a significant community of Catholics soon grew from the assigned convict workers, ticket-of-leave women and men and tenant farmers. After the Land Acts were passed in 1861, the number of Catholics grew with the arrival of the land selectors. The community included the families Pike, Brennan, Sheedy, Fitzgerald, Gallagher, Morrison, Sullivan, Ryan, Smith and Wallace. With no church in the area for many years to come, the homes of Michael Gallagher, Martin Pike and John Brennan were used to hold regular "Station Masses" for the Catholic families. By 1900 the Tuggeranong community had strengthened and saw the need for its own church. The Pastor of Queanbeyan, Father Richard Cullender, approached James Cunningham, owner of Tuggeranong Station, to request a small piece of land for the church. Many local Catholics doubted that Cunningham would be sympathetic but Father Cullender’s approach was successful.

ISBN 0 7313 6107 5 ii FOREWORD Queanbeyan Nature Reserve is located in Letchworth, a western suburb of the city of Queanbeyan, on the Southern Tablelands of NSW. It is a small area (2.241 ha) of mainly open grassy woodland and grassland which contains the endangered button wrinklewort Rutidosis leptorrhynchoides (Schedule 1 Part 1 Threatened Species Conservation Act 1995). In the Queanbeyan-Canberra area, much of the remaining grassy woodland and grassland communities are found in small, often disturbed remnants which have been severely modified. The habitat of R. leptorrhynchoides has been subject to clearing for both agriculture and urban development, application of fertilisers, weed invasion and probably an altered fire regime. Queanbeyan Nature Reserve contains the only population of R. leptorrhynchoides that is formally protected in NSW. The primary purpose of the reserve is to preserve this population and its habitat. Secondary objectives are to protect a sample of grassy woodland and natural temperate grassland and manage the area in a regional context.
