SINGAPORE’S FOREIGN RELATIONS AND DIPLOMACY Foreword We are at an inflection point. A multipolar world order has emerged as China and India, two continental-sized economies, have plugged into the global economy and lifted hundreds of millions from abject poverty into the middle class. The enormous economic transformations will inevitably alter the geo-strategic tectonic plates. We hope to see an interdependent world – with a premium on win-win collaboration, economic integration and adherence to international law. But only time will tell. The hitherto global consensus for free trade, mutual investments and economic integration is also fraying as manifest in recent electoral outcomes all over the world. The central political question will be how to resolve the trilemma defined by Dani Rodrik – getting the balance right between hyperglobalisation, national sovereignty and democracy. The digital revolution is still in an early phase, with the emergence of digital oligarchs, increasing inequality and middle class anxiety about jobs and wages. And race, language and religion continue to be abused to generate extremism and violence. Singapore will have to manage our economic restructuring, political transition and diplomacy whilst these trends interact in our region. How we navigate this era of great promise and potential peril will define the next 50 years of Singapore’s history and survival. This diverse compilation of essays and commentaries on Singapore’s foreign relations and diplomacy by NUSS is thus a timely one. Penned by Singapore’s stalwarts in the diplomatic arena, many of whom I have had the privilege of working with, it encapsulates their personal experience and interpretations of Singapore’s foreign policy across various regions, subjects and time periods. I hope that it will allow readers to gain a deeper understanding of what it takes for Singapore to remain relevant and successful in an increasingly uncertain world. The exercise included professional exchanges and culminated in a combined battalion field exercise. In his closing speech, BG Tan said, "Today, the armies of Malaysia and Singapore enjoy a deep and abiding respect for each other. Through our defence relations, we find 1 greater areas of convergence between our two countries and therein forge the basis for a lasting bond… I am heartened to know that our soldiers took the opportunity to interact, to build relationships and achieve a deeper understanding of each other during the last two weeks. Through the professional exchanges and outfield exercise, our soldiers have truly demonstrated our armies' "unity in spirit", or semangat bersatu." First conducted in 1989, Exercise Semangat Bersatu serves as an important and valuable platform for professional exchanges and personnel-to-personnel interactions between the SAF and the MAF. The SAF and the MAF also interact regularly across a wide range of activities, which include bilateral exchanges and professional courses, as well as multilateral activities under the ambit of the ASEAN Defence Ministers' Meeting and the Five Power Defence Arrangements.

The Region: Geopolitical Overview The geopolitics of Eastern Europe has captured the world’s attention far more than that of Asia—let alone Southeast Asia—in recent weeks. But events in Kiev, the cities of the eastern Ukraine and the Crimea and the sputtering efforts of outside actors to influence them have clear relevance to the region. They underline the importance of Southeast Asia’s longstanding determination to build a system of cooperation that allows the region’s states to remain the masters of their own fates. This project takes into account outside powers’ legitimate interests in Southeast Asia, and the months ahead will bring pressure on Southeast Asian states to manage those interests. With both Russo-Ukrainian and Sino- Japanese tensions in mind, the region’s largest country, Indonesia, can be expected to articulate a more coherent and focused policy toward Chinese claims in the South China Sea. The late April visits of Barack Obama to Malaysia and the Philippines should give new energy to the slow-motion US pivot to the region. And Japan’s search for “de facto alliances” in Southeast Asia will continue. Observers of the region will thus need to weigh the ascendancy of regional institutions over the patch- work of bilateral agreements that have been the effective basis for the regional architecture in Southeast Asia.

Mi chiese quale metro della prosodia sanscrita io preferissi e io menzionai subito la śikhari, poiché avevo da poco pubblicato (nei Rendiconti della Classe di Scienze morali, storiche e filologiche dell’Accademia Nazionale dei Lincei, fasc. 7- 12, Luglio-Dicembre 1973, Serie VIII, vol. XXVIII, uscito nel 1974) la traduzione italiana di un dtakvya del secolo XVIII , il Manodta “La mente messaggera” di Taila=ga rajan?tha, composto proprio con quel metro in 202 strofe di non facile traduzione; egli afferr quindi il foglietto del conto e scrisse di getto, sul retro bianco, una strofa in sanscrito proprio in quel metro ikhari (piuttosto complesso, di quattro pda di 17 sillabe ciascuno0, col solo scopo di ricordare quel momento di intenso
