Although learning materials for all subjects of grades 7 and 8 are completed and Public Disclosure Copy ready for printing, there is still a lot of work to be done until completion of all learning materials for grades 9-12, including the development of a strategy for roll-out of new learning materials between now and the end of the project closing date. Page 1 of 4 Public Disclosure Authorized The World Bank Report No: ISR12993 The Bank team recognized the positive results of improved project management in FODE, while noting continued implementation delays. As the project is entering the second half of its implementation period, it is critical to monitor implementation closely according to plan. There was concern about the heavy workload of the FODE principal in monitoring implementation. At the Bank team’s suggestion FODE management have agreed to setting up internal review and approval procedures with clear division of responsibilities within management to ensure timely implementation. The proposed restructuring would include: (i) a revised PDO that reflects the project’s goals more adequately and is better aligned with FODE’s aim to improve its services; (ii) a restructured project design, which includes most original activities in a rearranged structure to better support PDO achievement and capitalize on the work already carried out; (iii) the inclusion of new activities to ensure a holistic approach to project implementation; (iv) detailed draft activity plans for each component with expected outputs, timelines and clear responsibilities; and (v) a revised results framework that reflects the revised PDO and design, and is more likely to be achieved.
