Solntsev Plekhanov Russian University of Economics, Moscow, Russia https://orcid.org/0000-0001-9562-8535 ABSTRACT This article considers the financial monitoring of football clubs under UEFA Financial Fair Play (FFP) regulations. The aim of the paper is to study the current system for assessing the financial stability of football clubs and propose measures for its practical application. The work is relevant due to a wide range of financial challenges in modern football and supported by a detailed analysis of a recent case of Manchester City football club accused of breaching FFP. Studying the main allegations against the club, the author analyzed the basic concepts of FFP, breaches of other clubs and sanctions imposed on them, with emphasis on the experience of Russian clubs. The analysis illustrated the role of UEFA and football clubs with regards to FFP implementation, considering a specific case. The author estimated the potential losses of Manchester City due to the Champions League ban, and, in addition, the total losses due to the English Premier League suspension amid coronavirus threat. Using FFP criteria, the author analyzed the financial stability of Manchester City and Russian football club CSKA Moscow and identified similar problems for the clubs. The author outlined recommendations for UEFA rules compliance and presented a system of indicators that help to regularly monitor and manage the long-term financial stability of football clubs.

    1 It is with great pleasure that we present to our readers the first issue of All Asian Football Magazine, a new project that will focus on different regions of Asia, exploring football, economic and social issues linked to our favorite sport. In this first release we decided to focus our attention on the Arabian Peninsula, exploring the political diatribe that has been going on since 2017, when Saudi Arabia and the other Gulf monarchies decided to end diplomatic relations with Qatar. Doha has been accused of supporting terrorism, as it is closer, politically speaking, to Shiite Iran, the great enemy of Riyadh. For over a decade, the Arab states, through the richest sovereign wealth funds, have started investing in football by changing the balance of power on a global level, in a way that Russia and China have not yet managed to accomplish. The Emirs' Manchester City and Qatar's Paris Saint Germain have overturned the European transfer market by raising the bar more and more every year, up to the over 200 million euros that the Parisians spent to snatch Neymar from Barcelona. These aggressive maneuvers have led to a surge in the price of the players transfer prize, but for the two 'Arab clubs' there are consequences to pay: Manchester City was banned by UEFA to partecipate to European Cups for the next two years having violeted the Financial Fair Play, and Paris Saint Germain could be the next club to be banned. The biggest controversy in world football was the assignment of the World Cup in Qatar, an unexpected event that put the small Gulf state at the center of global attention.

De siste tiårene har man sett en tendens til at flere store mesterskap som OL, Fotball- VM og andre arrangementer blir avholdt i slike regimer. De autoritære statene investerer ofte enorme summer inn i idretten, og da dukker spørsmålet fort opp: Hvorfor? Er arrangementene økonomisk lønnsomme i seg selv? Er det en plan for en helhetlig strategi som har som mål å tjene landet økonomisk over tid? Eller har det som mål å styrke statenes prestisje og status i internasjonal politikk? Oppgaven har kartlagt og analysert syv autoritære staters idrettsstrategi (Qatar, Russland, Kasakhstan, De forente arabiske emirater, Aserbajdsjan, Kina og Saudi- Arabia), og sett nærmere på om deres sportslige engasjement kan være motivert av å øke sin prestisje og status i internasjonal politikk. Av analysen fremkommer det at investeringer i idrett virker til å ha liten økonomisk gevinst for de som investerer stort.

Abstract This chapter aims to address the relative neglect of scalar tensions between the local and global, and the glocal and grobal, within place branding literature and practice. Accordingly, the chapter more specifically explores the interconnections between place, place branding, and football branding through a longitudinal analysis of the entwined branding strategies deployed by Manchester City Football Club, the City of Manchester, and the City Football Group. We suggest football branding provides a useful context through which to reveal often-neglected concerns in place branding by drawing attention to the dynamic, entangled, and leaky boundaries between geographical scales. We demonstrate how geographical associations thwart efforts of place and football brands to go fully ‘grobal’. The chapter concludes by suggesting future research focuses on scalar tensions and interrelations in place branding.
