7/2015 Sivens: The removal of the French territory by means of planning and development. Philippe Pelletier -Université Lyon 2 What has been going on for the last two years in the Tescou valley over the Sivens (Tarn) dam project, and which has suddenly gathered sped with the death of a young opponent on October 26, 2014 following a nocturnal charge by the police, again dramatically illustrates the removal of territory by means of planning and development that is currently taking place in France. At the same time – and this is no coincidence – the highest authorities are finalizing two major worksites with extreme geographic implications. On the one hand, we have Prime Minister Manuel Valls’ commitment of €1.4 billion of government money for the Greater Paris transit system. On the other, we have territorial land reform concerning the regrouping of the Regions, also confirmed by Valls, which was approved by France’s National Assembly on December 9, 2014. Brutal top-down process The top-down process, by way of local political bosses, characterizes what is going on in Sivens just as it did for the Notre-Dame-des-Landes airport project (see the article by A.L. Pailloux also in this issue). After having convinced their general council, a handful of local elected officials supported by a lobbying group – manufacturing companies supported by a major ruthless national developer on the one hand, and a few farmers declaring that they have no water on the other – forced through a project and a dam. Their opponents, often well informed, well equipped and knowing the right questions to ask, are looked down on. -

The recommendations of this survey group resulted in the inauguration of a public safety program in the Ivory Coast which con sisted of commodity, technician and participanttraining elements. The FY 1962 and FY 1963 Project Agreements included 36 vehicles, a VHF radio net for Abidjan consisting of one base station, 15 mobile and two walkie talkie units, a single side band net for the interior which included nine base stations, and 10 mobile units, spare parts for radios and vehicles and small amounts of armament, emergency police, traffic, auto shop, office and training equipment and U.S. -

Foreword By Dr. Karen Finkenbinder Michael Burgoyne has made a valuable contribution to stabilization. The 21st century requires a new way of thinking. U.S. experts such as David Bayley, Robert Perito, and Michael Dziedzic have discussed a security gap in post-conflict and failed states, and promoted ways to close it. The U.S. model of decentralized policing is not it. Rather, as Burgoyne notes, we must look to our partners that have Gendarmerie Type Forces (GTF) – Stability Police Forces. Though others may be able to do stability policing in the short-term, Stability Police made up of GTF are the best approach. They have extensive expertise and experience policing civilian communities (the latter lacking in military forces), often in high-crime and insecure environments. As Burgoyne rightly observes, “the military lacks expertise in policing and law enforcement which can create a counterproductive outcome when training foreign police forces. Even military police lack the community policing knowledge resident in European SPFs.” Rather than enable minimally qualified U.S. contractors or use military personnel, the United States should continue to partner with the Center of Excellence for Stability Policing Units (CoESPU) in Vicenza, Italy, an organization that includes GTF officers from many countries and develops international stability police. Similarly, the United States should support the development of the NATO Stability Police Concept that envisions military forces quickly transitioning to stability police who either replace or reinforce indigenous forces. And, the United States should support efforts by the European Gendarmerie Forces (EUROGENDFOR) to enable their deployment in support of European partners. -

Classement des cours d'eau au titre de l'article L.214-17 du code de l'environnement Document technique d'accompagnement des classements pour le bassin Adour-Garonne - Version octobre 2013 - Préfet coordonnateur du bassin Adour-Garonne Information générale Le présent document technique d'accompagnement a pour objectif de préciser les critères retenus, dans le bassin Adour Garonne, pour les classements des cours d'eau en liste 1 et en liste 2 au titre de l'article L.214-17 du code de l'environnement. Il apporte des éléments d'information pour guider leur mise en œuvre. Ce document reprend de façon synthétique différentes informations mises à disposition au cours des diverses concertations et consultations organisées dans le cadre de la procédure de classements et pour l'avis du comité de bassin du 8 juillet 2013. Il constitue un document de référence à destination des services de l'Etat, des usagers potentiels des cours d'eau et des propriétaires ou exploitants d'ouvrages concernés par la liste 2 qui devront mettre en conformité leurs ouvrages dans le délai réglementaire de cinq ans. Pour la liste 1 le document technique d’accompagnement précise notamment pour les cours d'eau, tronçons de cours d'eau ou canaux définis dans l'arrêté : • le ou les départements concernés ; • le code hydrographique du cours d'eau ou dans le cas des entités regroupant plusieurs cours d'eau sous un même libellé celui de l'axe principal ; • le ou les critères ayant justifié le classement parmi les trois définis dans la loi (cours d’eau en très bon état, cours d’eau jouant le rôle de réservoir biologique ou cours d’eau nécessitant une protection complète pour les poissons migrateurs amphihalins). -

DJIBOUTI 2012 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Djibouti is a republic with a strong elected president and a weak legislature. In 2010 parliament amended the constitution to remove term limits, facilitating the April 2011 reelection of President Ismail Omar Guelleh for a third term. The president won, with 80 percent of the vote, against one independent candidate, who had the support of one of two opposition coalitions that boycotted the election until April 2011; the other coalition did not participate in the election. International observers characterized the election as free and fair, although they criticized preelection planning and the presence of security forces at polling stations. Security forces reported to civilian authorities. The most serious human rights problem was the government’s abridgement of the right of citizens to change or significantly influence their government. The government did so by harassing, abusing, and detaining government critics; denying the population access to independent sources of information; and restricting freedom of speech and assembly. Other human rights problems included the use of excessive force, including torture; harsh prison conditions; arbitrary arrest and prolonged pretrial detention; denial of fair public trial; interference with privacy rights; restrictions on freedom of press and association; lack of protection for refugees; corruption; discrimination against women; female genital mutilation/cutting; trafficking in persons; discrimination against persons with disabilities; and government denial of worker rights. Impunity was a problem. The government seldom took steps to prosecute or punish officials who committed abuses, whether in the security services or elsewhere in the government. Section 1.
