MINUTES OF THE REMOTE MEETING OF THE STANTON ST QUINTIN PARISH COUNCIL HELD BY ZOOM ON 18th FEBRUARY 2021 1. Present: Mr A. Andrews (Chairman); Mr E. Crossley; Mrs G. Horton; Mrs S. Parker; Mrs. R. Whiting; Cllr H. Greenman Mrs Carey (Clerk) 2. Apologies: Capt J. Godwin 3. Absent: Nil 4. Public Question Time: Three members of the public present. Mr Horton reported that the privacy notice was now on the website and everything was compliant. Paul Aviss reported fly tipping – including a mattress. Cllr Greenman stated that he had been discussing fly tipping with Wiltshire Council today and they would be identifying hotspots and have two CCTVs ready to be put up. However, there are legal procedures to follow which have been delayed by Covid 19. He also said that this would be discussed at the next Rural Parish Forum meeting. Paul Aviss also asked what could be done to restrict the large lorries on the Stanton St Quintin to Seagry road. The vehicles were too big for the lanes. Cllr Greenman reported that this had been raised at Seagry Parish Council. The hauliers are using the road as a cut through and the Director of Highways is collating data. It was agreed that the Clerk would raise this with Parvis Khansari, the Director of Highways at Wiltshire Council. 5. Chairman’s announcements and declarations of interest: Nil 6. Co-option to fill the vacancy on the Parish Council: One letter of application had been received. It was agreed unanimously to co-opt Roger Starling onto the Parish Council. Mr Starling completed the acceptance of office form. 7. Minutes: The Minutes of the Meetings held on 13th January 2021 were taken as read and will be signed as being a true record at the next proper meeting. 8. Matters Arising: a. Highway issues: • Litter by the garage: Continue to monitor • Damage to the Village triangle/verges in Lower village: Update from Wiltshire Council. This Highways Improvement request has been added to the list of requests to be considered by the Chippenham CATG. Clerk to pursue this with Wiltshire Highways. Clerk to submit a further issue sheet for the verges by the Church in the Upper Village • JunctionDraft of Seagry Road with 429: See update given above • Parish Steward visits: Dates for visits forwarded • Speed Limits: Issue sheets had been submitted to CATG • Posts on village green – issue sheet had been submitted. It was agreed to defer this until the outcome of the Village Green application was known but to pursue the possibility of posts on the triangle of land in Avils Lane and by the Church • Crossing on A429 from Lower Stanton St Quintin to the bus stop outside Buckley Barracks: An Issue Sheet had been raised with CATG b. Area Board/Rural Parish Forum: On going c. Application to register the Village Green: On-going. Notification received from Wiltshire Council that the three Code of Conduct complaints made against the Council Chairman had been dismissed. d. Cutting of grass by War memorial: Mr Andrews will clarify who is responsible for this with Mr Greene e. Solar Park: Waiting for the planning application 9. Neighbourhood Plan Consultation: The Clerk had circulated the Design Guidelines from the Neighbourhood Plan Steering Group to all Councillors. Cllr Starling reported that most of the comments received on the draft plan had been about boundaries and design and he felt that the Steering Group had addressed all the issued raised by the consultation. The plan did not look to change the village boundary but had included an area of land by Elwood House as suitable for development. The Steering Group was waiting for feedback from stakeholders. The Parish Council approved the move to Regulation 14. The Steering Group can now move forward to Regulation 16 which will involve the Wiltshire Council. Thanks were given to the Steering Group for all their hard work. The draft Neighbourhood Plan will be put on the Agenda for the next meeting. 10. Planning Applications; The following applications were discussed: 21/00416/TCA Stables Cottage, Bouverie Park East, Stanton St Quintin Work to trees in a conservation area No objections 21/00729/FUL 56 Stanton St Quintin, Chippenham Erection of log cabin in rear garden, change of cabin design from previous application 20/04086 No objections 21/00753/TCA Swallow Barn, Manor Farm Rd, Stanton St Quintin Work to trees in a Conservation Area No objections 20/11517/FUL Elwood House, Former A429 Stanton St Quintin Demolition of existing building and erection of 12 dwellings with associated access, drainage, landscaping and public open Draftspace The Parish Council supported the application. The letter from the North Wiltshire Swift Group had been circulated. The Parish Council supported their views. Copy of a letter from Mr and Mrs Harper received. 21/00752/TCA Churchill Lodge, Manor Farm Road, Stanton St Quintin Work to trees in a conservation area No objections 11. Planning permissions granted The following applications had been granted permission: 20/06696/TCA MoD, Hullavington Airfield Work to trees in a Conservation Area 20/06701/TCA 56 Stanton St Quintin Work to trees in a Conservation Area 20/06724/TCA MoD, Hullavington Work to trees in a Conservation Area 20/09914/TCA Hollies, Stanton St Quintin Work to trees in a Conservation Area 12. Applications refused; The following application had been refused: 20/08732/OUT Lower Stanton Farmhouse, Avils Lane, Lower Stanton St Quintin Outline application for erection of detached dwelling with means of access and siting not reserved 13. Planning Appeals: Notification from the Planning Inspectorate that the appeal by Mr Malcolm Reeves, 29A Lower Stanton St Quintin against a refusal to grant a certificate of lawful use or development had been dismissed. 14. Items for discussion Cllr Greenman reported that Kington Langley Parish Council had been refused permission to register the Plough as a Community Asset. He reported that this is a Grade II listed building and the new owners had stripped out internal fittings. He asked for the Parish Council’s support to a civil action being brought for registration as a Community Asset. The Parish Council agreed to support this. Discussion on the website: The Chairman closed the meeting to allow Mr Horton to speak. Mr Horton explained that the Parish Council holds the domain name and pays for the upkeep of the website. After discussion it was agreed that the website should continue as a Parish Council website with links to other community groups and websites. Thanks were given to Mr Horton for maintaining the website. 15. Correspondence; Local Plan Consultation; The Clerk reported on the recent seminar which she and Councillors Horton and Parker had attended. It was agreed that a response to the consultation should be submitted stating that the Parish Council wished to retain the character of small villages and that any development should respect the existing character and form of the settlement. At the same time there is a need to allow villages to thriveDraft by allowing suitable extensions to be carried out. The Green Belt policy must be maintained. It was also stated that small villages do not have the infrastructure to support large developments. 16. Accounts for payment: The following accounts were approved for payment. R. Starling - Admin costs for the Neighbourhood Plan £200.00 Mr M. Horton - Website costs 30.00 17. Items of report and future agenda items: • Litter picking – It was reported that Wiltshire council were not supporting community litter picks at the moment but Serena Parker would be organising this after the lockdown. She was advised that she could apply to the Chippenham Area Board for funding for hi-viz jackets, litter pickers etc. • Abandoned van by the Garage – Gabrielle Horton had reported this to the Police and Wiltshire Council 18.
