The overall rate level change is 3.4%. Support of proposed changes is detailed in the Actuarial Memorandum and supporting exhibits. While the rates are changing, there will be no impact to the current insureds as the producer is moving to another carrier.

We include the revised pages of the Rating Manual Edition 2020-01. This filing is a resubmission of disapproved filing MRKA-132293220. We will address the outstanding issues here. Markel's prior program administrator Figo Pet Insurance LLC,is now partnered with Independence American Insurance Company. With the transition of the prior producer to another carrier, we have removed their name from our rate pages. There will not be a new policy name, the program will remain Markel Pet Health. We are now in the process of contracting with a new program administrator; however,we are not able to disclose the prospective partner at this time. We will provide a post- approval update once we are able to communicate our future partner.

General Provisions This FIGO Pet Health Insurance Program provides accident and illness coverages, with optional wellness benefit coverage, using the forms and endorsements which are filed by the Company. This manual contains the rules and classifications governing the writing of this FIGO Pet Health Insurance policy. The rules, forms and endorsements filed by the Company shall govern in all cases.

RULES NEW YORK Premium Determination The premiums for the Pet Health Insurance coverage shall be determined as follows: 1. Refer to the Rating Plan Base Rates by species of pet (dog or cat), to locate the manual base rate for the desired coverage. 2. In the order below, adjust the manual base rate by multiplying by the appropriate factor: a. Rating Trend b. Rating Territory c. Co-pay d. Deductible Amount e. Exam Fee option f. Breed g. Pet Age h. Gender i. Working Dog, if applicable j. (1+Discounts) See D-11 k. (1+ Surcharges) See E-1 l. Expense Variation Factor, if applicable m. Experience Rating Factor, if applicable 3. To include optional Wellness Benefit coverage, add premium for the Wellness Benefit level selected. 4. Apply the Minimum Premium, if the calculated premium is lower. Round the final annual premium to two decimal places.
