  • IIDS Policy Brief Socio-Economic Benefits to the Marginalized and Excluded Communities Across the Country
    Poverty Reduction Strategy in Nepal: Evidence Issue # 6 from PAF Program This policy brief is based on the study conducted by the Institute for Integrated Development Studies (IIDS) in Kapilvastu district of Nepal. The program has been facilitated by IIDS in the district for the past seven years with the support from Poverty Alleviation Fund (PAF). The Poverty Alleviation Fund was established in 2004 with an objective to provide IIDS Policy Brief socio-economic benefits to the marginalized and excluded communities across the country. The program has been contributing towards poverty alleviation in pursuant with the long term goal of the government of Nepal. This policy brief highlights the existing status of the program, its implementation procedures, strategies adopted to alleviate poverty in one of the program districts of PAF. It also sheds light upon some lapses as well as behavioral and managerial deficiencies of PAF that have been major deterrents to materializing the objectives of PAF.     Chapter 3 Project Evaluation and Recommendations 3-1 Project Effect It is appropriate to implement the Project under Japan's Grant Aid Assistance, because the Project will have the following effects: (1) Direct Effects 1) Improvement of Educational Environment By replacing deteriorated classrooms, which are danger in structure, with rainwater leakage, and/or insufficient natural lighting and ventilation, with new ones of better quality, the Project will contribute to improving the education environment, which will be effective for improving internal efficiency. Furthermore, provision of toilets and water-supply facilities will greatly encourage the attendance of female teachers and students. It expanded to 36 districts by 2010 in its third phase (2008-13). The development objective of the programme was to contribute to reduce poverty among low-income families in rural areas, and to ensure the institutional development and capacity building of local service delivery organizations to work as catalysts in the development of rural micro-enterprise sector. In order to reach its target group, MEDEP conducts natural resource, market demand and target group surveys in the new programme districts. As Siraha was added as a new programme district in the third phase, this study was conducted to furnish these information. On the basis of the major findings, this study concluded that Siraha district has a high potential of developing micro- enterprises to create employment and income-generating opportunities for the MEDEP's target groups. For implementation effectiveness and better results, MEDEP should concentrate its programme on 32 new VDCs clustered around six market centres. Entrepreneurs should be supported in marketing skill development, market survey and marketing.

It is home to sundry species that exist on earth. Further, forest plays vital role as sinks of CO 2 and has been estimated that standing forests sequester about 20% of global CO 2 emission. However, deforestation and forest degradation (D & D) has been continued to be a major global environmental problem. The study was focused on identifying the causes of D & D of Dang district using the Drivers – Pressures – State – Impacts – Responses (DPSIR) framework. A detailed review of relevant and existing literatures about the study area was done and also field observation and survey was carried out during the study in different village development committees (VDCs) of Dang district. Data and information collected were used for preparing the DPSIR model framework making the DPSIR key words table and DPSIR map. The VDCs were identified by comparing the land use land cover map of Dang district of 2000 and 2010. The study reveals that main causes of D & D in Dang District are forest encroachment, population growth, forest fire, urbanization, infrastructure development, illegal harvesting of forest resources, etc. It is causing a serious impact on environment. In order to overcome with the situation, government, with an effort from community people, has started awareness programs and many other activities under forest management programs.
