    Rebuilding the statistical system for a growing demand Jorge Todesca FOR LA NACIÓN WEDNESDAY 12 JULY 2017 The National Institute of Statistics and Censuses (INDEC) has released the results of a Consumer Price Index (CPI) with national coverage, that will provide price information on the whole country and each of the six statistical regions: Greater Buenos Aires, Cuyo, North-east, North-west, Pampas and Patagonia. This launch represents a milestone in the road of the current administration: today, no one can argue that a national price indicator is a right and, for this reason, overcoming the previous unsuccessful attempts has been an aspiration that meant the great effort of a large team of professionals, technicians and survey-takers of 24 jurisdictions. Additionally, it will consolidate the reintegration of the institute in the statistical world: we are on the path to aiding the accession of Argentina as a full member of the Organisation for Economic Co-operation and Development (OECD). This is directly linked to one of the pillars of the work programme proposed by INDEC for the 2017-2020 period, which precisely sets out to deepen the mechanisms of multilateral and bilateral co-operation with the global statistical community, to achieve alignment with the highest international standards in terms of statistics. The 2030 agenda For the last 18 months, the institute has been committed to the goals set forth in the 2030 Agenda for Sustainable Development and has actively participated in the annual meetings of the United Nations Statistical Committee, the Statistical Conference of the Americas of ECLAC (Economic Commission for Latin America and the Caribbean) and the Specialised Meeting on Statistics of Mercosur, among other specialised forums.

    Reforming the Rules of the Game Fransje Molenaar Fransje oftheGame theRules Reforming DE CLIËNTINBEELD Party law, or the legal regulation of political parties, has be- come a prominent feature of established and newly transi- tioned party systems alike. In many countries, it has become virtually impossible to organize elections without one party or another turning to the courts with complaints of one of its competitors having transgressed a party law. At the same Reforming the Rules of the Game time, it should be recognized that some party laws are de- signed to have a much larger political impact than others. Th e development and reform of party law in Latin America It remains unknown why some countries adopt party laws that have substantial implications for party politics while other countries’ legislative eff orts are of a very limited scope. Th is dissertation explores why diff erent party laws appear as they do. It builds a theoretical framework of party law reform that departs from the Latin American experience with regulating political parties. Latin America is not necessarily known for its strong party systems or party organizations. Th is raises the important ques- tion of why Latin American politicians turn to party law, and to political parties more generally, to structure political life. Using these questions as a heuristic tool, the dissertation advances the argument that party law reforms provide politicians with access to crucial party organizational resources needed to win elections and to legislate eff ectively. Extending this argument, the dissertation identifi es threats to party organizational resources as an important force shaping adopted party law reforms.

Human Development (UNDP Human Development Index (HDI)) 2 0.836 – Very High Human Development 3 According to the UNDP, Argentinians enjoyed a gross national income per capita of $22,050, and could expect to have on average 17.9 years of schooling. Compared to other countries with comparable gross national income per capita, this is a very high HDI.     Page 1 of 6 Friday, July 27, 2018 Bigfooting: Argentine dinosaurs Argentina has had its share of giants, from Juan Perón and Evita to Diego Maradona and Messi. But long ago, the South American land was home to truly larger-than-life figures: dinosaurs. In recent decades, paleontologists have made notable findings throughout Argentina, including the recent discovery of fossils linked to the world’s first “giant” dinosaur. The new species, Ingentia prima, was believed to weigh 10 tons. Its discovery was reported earlier this month. Before that, an Argentine farmer in the Patagonian desert encountered spectacular fossils of a Titanosaur (pictured above), one of the largest land animals ever to have roamed the Earth. In 2016, the American Museum of Natural History, in New York City, installed a cast of the 122-foot-long Titanosaur Page 2 of 6 in its popular fossil halls. Dinosaur fossils have been found all over Argentina, but the two most prominent regions for discoveries are La Rioja Province and the Patagonian provinces of Neuquén, Río Negro, Chubut, Santa Cruz and Tierra del Fuego, where the sedimentary rocks are well suited to preserve fossils. Reproducing dissent: A house divided Unexpectedly, Argentina’s center-right president, Mauricio Macri, has become a champion of gender issues. During his presidency, the government has proposed legislation to address the gender wage gap, extend maternity leave and increase support for victims of domestic violence. So it was not entirely surprising that Mr. Macri, an abortion opponent, promoted a legislative debate on reproductive rights in a country infamous in the pro-choice movement for its tight restrictions on abortion.
