History, however, shows that the mobile Internet was first successfully commercialised in Japan, in 1999. Some authors such as Richard Feasey in Telecommunications Policy (Issue 6, 2015) argue that operators had been confused and un‐ prepared when the Internet emerged and introduced “walled gardens”, without Internet access. This comment article reviews in detail how the operators reacted when the fixed, and later the mobile Internet spread; some introduced walled gardens, some opened it for the “unofficial” content on the Internet. The article concludes that most large European tel‐ ecom and information technology companies and their investors have a tradition of risk avoidance and pursued high‐price strategies that led them to regularly fail against better and cheaper foreign products and services, not only when the wireless Internet was introduced, but also when PCs and the fixed Internet were introduced. Consequences, such as the need to enable future disruptions and boost the skills needed to master them, are presented. -

Vodafone Germany, with its nationwide de- velopment of and focus on its fourth generation mobile wireless technology LTE (Long Term Evolution), has defined a new strategic focus for the future. The Düsseldorf- based communications company thus meets customer wishes for greater flexibility and individuality. Fritz Joussen, CEO Vodafone Germany: “The future is not bandwidth alone, the future is bandwidth plus mobility. LTE allows society to penetrate the Internet quickly, simply and securely. With this superior technology, we create new opportuni- ties and we pave the way for new communication solutions for the future – in both cities and rural regions throughout Germany.“ Since the work commenced to upgrade the new mobile wireless technology in currently underserved rural areas, Vodafone now reaches around five million households with LTE. Vodafone will shortly be putting the Düsseldorf LTE network into operation. Vodafone is also preparing the new and innova- tive set-top box of Vodafone TV for LTE and is developing it further for the national network. Joussen: “Our customers’ ever greater demand for mobility and the outstanding per- formance of LTE have convinced me to invest in the new mobile wireless technology for private customers. The good old landline times are coming to an end.“ According to the CEO of Vodafone Germany, an outdated landline regulation has prevented the kind of successful competition that you find in the mobile phone market. Due to increasing penetration of mobile telephony in the society, the share of emergency calls emanating from mobile networks is rapidly outgrowing emergency calls for fixed networks; this causes that an emergency situation mobile callers are increasingly not able to indicate the precise location for an optimum response. Similarly, VoIP services are substituting voice calls over traditional networks, customers increasingly use VoIP for emergency calls and expecting the same reliability and completeness of the emergency calls service. Location information is normally represented by data indicating the geographic position of the terminal equipment of a user. These data vary in range, indicating in a general way where the user is or very precise, pinpointing the user’s whereabouts to within a few meters. Some location data are effectively a subset of signalling data as they are necessary for setting up a telephone connection. In the framework of Enhanced emergency call services, the availability of location information must serve three main goals: Route the calls to the right emergency call centre; Locate the caller and/or the incident site. Dispatch the most appropriate emergency response team(s); The Report identify the most relevant regulatory principles applicable to caller location requirements in the context of emergency calls and analyses the location information standards produced by ETSI as a Standard Development Organization for fixed, mobile and IP communications networks.
