Curiexplore Fiche Egypte Généré Le 22 Janvier 2021 CurieXplore Fiche Egypte généré le 22 janvier 2021 Politique d'enseignement supérieur, de recherche et d'innovation Orientation stratégique Le Ministère de l’enseignement supérieur et de la recherche supervise le Conseil suprême des universités (CSU), organe central pour la planification et la coordination de l’enseignement universitaire, dont le siège est situé à l’Université du Caire. Présidé par le Ministre, composé des présidents des universités et de membres représentatifs, le CSU détermine la politique gouvernementale pour l’enseignement supérieur et la recherche tout en l’adaptant aux exigences globales, coordonne les enseignements des différentes universités, assure la conformité des enseignements avec les diplômes étrangers et établit les équivalences. Le CSU comprend des sous- comités par disciplines, pour les équivalences, l’évaluation des productions scientifiques et les relations internationales, et des conseillers sectoriels (services communs, ressources humaines, enseignement, recherche). Le Conseil Suprême des Centres et Instituts de Recherche (CRCI) a été créé en 1991 pour coordonner les centres de recherches et instituts, à l'instar du Conseil Suprême des Universités. La mission du Conseil est axée sur la coordination et la mise en place d'un système efficace pour maximiser les performances, l'homogénéité et la complémentarité des travaux entre les centres de recherche et les instituts et contribuer à les guider pour atteindre les objectifs de développement au niveau national. Les étudiants peuvent se regrouper au sein de l’Union des étudiants égyptiens, par faculté, et par université. Les représentants locaux élisent un bureau national. Financement Le budget consacré à l’enseignement supérieur est passé de 18 milliards de livres égyptiennes programmés en 2013-2014, à 25 milliards LE en 2017-2018 (environ 1,3 milliards €). Cette somme représente 2,1% du budget national, et 24,1% du budget global consacré à l’éducation. Un plan de réforme a été lancé au début des années 2000. Grâce au soutien et à l’expertise d’organisations internationales telles que la Banque Mondiale, l’Union européenne, l’USAID, l’UNESCO, la fondation Ford ou encore l’Arab Gulf Fund, de grands projets de modernisation du système d’enseignement supérieur ont été lancés. L’Egypte a bénéficié du soutien du programme Tempus-Meda III (30 millions €). Sur la période 2002-2006, 44 projets ont été sélectionnés et ont contribué à l’amélioration du dispositif d’enseignement supérieur égyptien. Outre les financement récurrents, la recherche est financée sur mode projet par deux organes dépendants du Ministère de l'Enseignement Supérieur et de la Recherche : l'Academy of Scientific Research and Technology (ASRT) et le Science and Technology Development Fund (STDF). Evaluations La National Authority for Quality Assurance and Accreditation of Education (NAQAAE) a été créée en 2007. Il s’agit d’une autorité publique indépendante qui rend compte au Président de la République égyptienne, au Premier Ministre et au Parlement. Une de ses principales missions est d’évaluer les institutions de l’enseignement supérieure et de s’assurer du maintien des standards et de la qualité académiques. La NAQAAE fourni également des conseils pour aider les institutions d’enseignement supérieur à fournir un enseignement de haute qualité aux étudiants.​ Elle apporte également un soutien pour la définition des priorités nationales, des besoins en renforcement de capacités… L'évaluation et l'accréditation des établissement se fait sur évaluation du plan stratégique de l'établissement, des programmes des formations... L'évaluation des performances des centres et instituts de recherches est faite par le Council of Research Centers and Institutes (CRCI). Politique francophone L’Université française d’Egypte est une université publique égyptienne à but non lucratif créée en 2002. Située à Chourouk, avec une annexe à Mohandessin, l’UFE délivre des double-diplômes franco-égyptiens. Elle comprend 3 facultés : Langues appliquées avec l’Université Paris 3 Sorbonne-Nouvelle, Gestion et systèmes d’information avec l’Université de Nantes, Ingénierie, dont architecture avec les universités de Paris-Sud, Haute-Alsace et Nice Sophia- Antipolis. L’UFE propose également une formation en cinéma, relations internationales et gestion du patrimoine culturel. Un accord de refondation de l'Université a été signé entre les deux gouvernements en janvier 2019, à l'occasion de la visite en Egypte du Président Macron. Cet accord prévoit une rénovation complète de l'université, tant sur sa gouvernance, ses programmes que par la reconstuction de son campus dont les travaux devraient commencer courant 2021. Il existe par ailleurs quatre filières francophones, fruits de longues coopérations entre les universités françaises et égyptiennes qui proposent des cursus en français et anglais et délivrent des diplômes français. Au Caire : l’Institut de droit des affaires internationales (Université du Caire / Université Paris 1 Panthéon-Sorbonne), la Filière francophone d’économie et de sciences politiques (Université du Caire / Université Paris 1 Panthéon- Sorbonne), le Département de gestion et de commerce international (Université Aïn Chams / Institut d’administration des entreprises de l’Université de Poitiers), le Département francophone d’études juridiques (Université Aïn Chams / Université Jean Moulin Lyon 3), A Alexandrie : le Département francophone de gestion d’Alexandrie (en partenariat avec l’IAE de Poitiers) Enfin, le service de coopération est également en contact étroit avec de nombreuses filières francophones (délivrant des diplômes égyptiens) dans différentes universités, en particulier : la Section francophone des études islamiques de l’Université Al-Azhar la Section francophone de gestion de l’Académie arabe des sciences, technologies et transport maritime à Alexandrie, la Section francophone des sciences et technologies du lait de l’Université d’Alexandrie, la Filière des langues appliquées de l’Université d’Alexandrie, la Section francophone de médecine de l’Université d’Alexandrie, la Section francophone de droit de l’Université d’Alexandrie, la Section francophone de droit de l’Université de Mansoura la plupart des filières de langues française, littérature et traduction des universités de tout le pays. 15 universités égyptiennes sont membres de l'AUF. Par ailleurs, l'Université Senghor, opérateur direct de la Francophonie, propose, à Alexandrie des masters spécialisés et des formations courtes répondant à des besoins de renforcement de compétences des cadres pour le développement de l’Afrique. Paysage de l'enseignement supérieur Les universités publiques : Le nombre d’étudiants dans les universités publiques est passé de 1,6 millions à la rentrée 2011 à près de 2 millions à la rentrée 2014 (soit une augmentation de 20% en 4 ans, pour atteindre environ 2,8 millions en 2019. Cette augmentation spectaculaire des effectifs – une tendance déjà nette dans la période pré-2011 – constitue l’élément majeur qui impacte l’enseignement supérieur en Egypte. En 2011, des antennes d’universités se sont autonomisées : l’Université d’Assouan par rapport à l’Université de la Vallée du Sud, l’Université de Damiette par rapport à celle de Mansoura, les Université de Suez et de Port-Saïd par rapport à l’Université du Canal de Suez, et l’Université Saddat par rapport à Menoufeya. Le pays a vu développement des universités privées, et la constitution de sections spéciales, filières d’excellence au sein des universités publiques, offrant à des effectifs restreints des formations plus intensives, notamment en langue anglaise (système très répandu), et également en langue française. C’est dans ce cadre que s’inscrivent les filières universitaires francophones. Les universités du Caire, d’Alexandrie, de Aïn Chams et de Mansoura sont les mieux classées en Egypte. Au niveau international, en 2019, l’Université du Caire est classée 11e dans la liste QS des universités des pays arabe (Aïn Chams, 14e, Alexandrie 16e, Mansoura 31e), et figure dans la tranche des 301-400 du classement mondial de Shangaï 2019. The modeled development process in this paper involves simulated processes of evolution, learning and self-organization. University portal provides a single point of access to university-based resources which are authorized to use. The research explores and adaptive portal website link-structure considering the website as interconnecting cells in cellular automata model browsed from the root domain. The potential of cellular automata model guides the factor adaptation and evaluated and emergent computation adequately extracts the main website profiles in terms of their internal structure.     Journal of AlexandriaJournal University of Alexandria for Administrative University Sciences for Administrative© – Volume 57 – No.Sciences 4– September © 2020 Volume 57 – No. 4 – September 2020 Investigating COVID-19 Crisis Influence on Universities’ Websites Content in Egypt1 Dr. Hend Abd El Halim2 Sara Beshir3 Arab Academy for Science and Technology and Maritime Transport (AASTMT) ABSTRACT This research primarily targets investigating the COVID –19 crisis impact on the content of private and national universities' websites in Egypt; this target was achieved by employing a qualitative approach and analyzing the content of these universities' websites regarding determined keywords. The number of private and national universities in Egypt reached 23 universities in June 2019 (Information and Decision Support Center System, 2020a), the research sample consists of 17 universities websites randomly selected (approximately 74 %). The research findings revealed moderated fluctuated modifications in identified keywords usages in the examined universities' websites. In most of the examined universities websites, the updates were dated recently; that reflect their interest in being responsive toward the COVID –19 crisis, and developing plans for managing and mitigating the crisis impact. All of the 14 identified keywords were exist in examined universities websites with noted variances in their number of presences and its occurrences/frequencies. The found keywords were rated based on presences on the investigated universities websites, moreover, they ranked based on their occurrences/frequencies of presences. The investigated universities' websites were graded based on presence keywords to the total number of identified keywords (ratio), and the frequencies of all existing keywords on the university website. Objective. To investigate the status of pharmacoeconomics education in Egyptian schools of pharmacy and compile and construct recommendations on how Egypt and similar countries could improve their educational infrastructure in pharmacoeconomics. Methods. A modified version of a published survey instrument was sent to all schools of pharmacy in Egypt (n5 24). The data were assessed to identify associations between offering pharmacoeconomics education and school characteristics. Results. Usable responses were obtained from 20 schools (response rate: 83%). Only 7 schools offered pharmacoeconomics education, with a median of 20 teaching hours per semester. Among respondents, 4 schools had instructors with some training in pharmacoeconomics and only 1 school had a faculty member with PhD-level training. Only 4 schools offered graduate-level courses in pharmacoeconom- ics. Eight additional schools expressed interest in teaching pharmacoeconomics in the near future. Having 1 or more faculty members with training in pharmacoeconomics was significantly associated with offering pharmacoeconomics education (p 5 0.03). Conclusions. Pharmacoeconomics education in Egypt is still in its infancy and there exists a unique opportunity for well-trained instructors and researchers to fill this gap. Providing structured phar- macoeconomics education to student pharmacists, researchers, and stakeholders can help countries establish an integrated scientific community that can start applying pharmacoeconomic evidence to healthcare decision-making.
