MYTH MAKING, JURIDIFICATION, AND PARASITICAL DISCOURSE: A BARTHESIAN SEMIOTIC DEMYSTIFICATION OF CANADIAN POLITICAL DISCOURSE ON MARIJUANA DANIEL PIERRE-CHARLES CRÉPAULT Thesis submitted to the University of Ottawa in partial Fulfillment of the requirements for the Doctorate in Philosophy degree in Criminology Department of Criminology Faculty of Social Sciences University of Ottawa © Daniel Pierre-Charles Crépault, Ottawa, Canada, 2019 ABSTRACT The legalization of marijuana in Canada represents a significant change in the course of Canadian drug policy. Using a semiotic approach based on the work of Roland Barthes, this dissertation explores marijuana’s signification within the House of Commons and Senate debates between 1891 and 2018. When examined through this conceptual lens, the ongoing parliamentary debates about marijuana over the last 127 years are revealed to be rife with what Barthes referred to as myths, ideas that have become so familiar that they cease to be recognized as constructions and appear innocent and natural. Exploring one such myth—the necessity of asserting “paternal power” over individuals deemed incapable of rational calculation—this dissertation demonstrates that the processes of political debate and law-making are also a complex “politics of signification” in which myths are continually being invoked, (re)produced, and (re)transmitted. The evolution of this myth is traced to the contemporary era and it is shown that recent attempts to criminalize, decriminalize, and legalize marijuana are indices of a process of juridification that is entrenching legal regulation into increasingly new areas of Canadian life in order to assert greater control over the consumption of marijuana and, importantly, over the risks that this activity has been semiologically associated with. -

WITHDRAW AND APOLOGISE: A DIACHRONIC STUDY OF UNPARLIAMENTARY LANGUAGE IN THE NEW ZEALAND PARLIAMENT, 1890-1950 BY RUTH GRAHAM A thesis submitted to the Victoria University of Wellington in fulfilment of the requirements for the degree of Doctor of Philosophy in Applied Linguistics Victoria University of Wellington 2016 ii “Parliament, after all, is not a Sunday school; it is a talking-shop; a place of debate”. (Barnard, 1943) iii Abstract This study presents a diachronic analysis of the language ruled to be unparliamentary in the New Zealand Parliament from 1890 to 1950. While unparliamentary language is sometimes referred to as ‘parliamentary insults’ (Ilie, 2001), this study has a wider definition: the language used in a legislative chamber is unparliamentary when it is ruled or signalled by the Speaker as out of order or likely to cause disorder. The user is required to articulate a statement of withdrawal and apology or risk further censure. The analysis uses the Communities of Practice theoretical framework, developed by Wenger (1998) and enhanced with linguistic impoliteness, as defined by Mills (2005) in order to contextualise the use of unparliamentary language within a highly regulated institutional setting. The study identifies and categorises the lexis of unparliamentary language, including a focus on examples that use New Zealand English or te reo Māori. Approximately 2600 examples of unparliamentary language, along with bibliographic, lexical, descriptive and contextual information, were entered into a custom designed relational database. The examples were categorised into three: ‘core concepts’, ‘personal reflections’ and the ‘political environment’, with a number of sub-categories. This revealed a previously unknown category of ‘situation dependent’ unparliamentary language and a creative use of ‘animal reflections’. -

India-China Cordial Relations To Benefit Both Countries --Chief Minister Mumbai, June, 14 : National People Congress President Zhang Dejiang’s visit to Mumbai will develop a new relationship among the two countries and will start a new era of development said the Chief Minister Devendra Fadnavis at Sahyadri Guest House while having discussion with delegation led by Zhang Dejiang. Chief Minister further said that during my recent visit to China with Prime Minister Narendra Modi, infrastructure and the speed of development in China has immensely impressed me. Especially the 42 km, Trans Harbour Link project of China completed within short span of time, on the lines of this we would seek co-operation from Chinese companies to complete Trans Harbour Link in Mumbai. The MoUs are often signed for development and progress of nations. But during our visit to China, Maharashtra has undergone discussions for development with other regional States in China and a new era of development has begun. This will create conducive environment for cultural and industrial development. Soon a delegation of members of Maharashtra Legislature will visit various development projects going on in China, said the Chief Minister. Such type of visits enhance the relationship between two countries. Maharashtra is a leading developed State and contributes 15% of total national GDP, 24% of manufacturing. 30% of Foreign Investments come to Maharashtra and it has share of 30% exports, he said. Speaking on the occasion Zhang Dejiang said that I am greatly impressed with the infrastructure development being carried out in Maharashtra under the leadership of Chief Minister Devendra Fadnavis and hence I decided to visit Mumbai first. -
