PERFORMANCE WORK STATEMENT 934TH AIRLIFT FERTILIZATION AND WEED CONTROL SERVICES

1. PROJECT SCOPE

Provide all material, equipment and labor for applications of pre-emergent and post- emergent weed-control herbicides, and fertilizer, to improved grounds of areas N (Main base), the POL and Munitions parcels in Area D, and Area B (Shooting Range) totaling approximately 26 acres. These applications shall occur during specified periods designated by the 934th Airlift Wing. In addition, the Contractor shall provide material, equipment and labor for up to sixty (60) man-hours for application of a non-selective herbicide for fence-lines, sidewalks/curb lines, and pavement joints at locations to be identified by the 934th Airlift Wing’s Civil Engineering Operations representative.

2. QUALIFICATIONS

A. The Contractor must possess a current Fertilizer License issued by the State of Minnesota, for the following categories: Lawn Service-Ornamental and Custom Application- Ground.

B. All contractor personnel who perform the application of weed-control herbicides and/or fertilizers on 934th Airlift Wing properties must possess a current “Commercial Pesticide Applicator” license/certification, issued by the State of Minnesota, for the following categories:

i. General Ground (Core-Category A) ii. Turf & Ornamentals (Category B)

3. MATERIALS

A. Pre-emergent herbicide: A commercial-grade pre-emergent herbicide product designed for control of annual weed grasses. Select from approved herbicide products listed on Table 1. Alternative equivalent product(s) may be authorized if prior approval is obtained from the 934th Airlift Wing Environmental Flight.

B. Post-emergent herbicides: A commercial-grade post-emergent herbicide product designed for control of perennial broadleaf weeds and annual weed grasses. Select from approved herbicide products listed on Table 1. Alternative equivalent product(s) may be authorized if prior approval is obtained from the 934th Airlift Wing Environmental Flight.

C. Non-selective herbicide: Select from approved herbicide products listed on Table 1. Alternative equivalent product(s) may be authorized if prior approval is obtained from the 934th Airlift Wing Environmental Flight.

D. Turf fertilizer: Commercial-grade fertilizer with nutrient ratio of 10-0-10, i.e. ten percent nitrogen, zero percent phosphate, and ten percent potash. Some minor deviation from nitrogen and potash content is allowable.

4. SUBMITTALS

A. The Contractor shall provide the following submittals before the application of herbicides or fertilizers:

i. Legible copy of company’s Fertilizer License.

ii. Name and driver’s license number of all Contractor employees who will provide services on 934th Airlift Wing property.

iii. Legible copies of Commercial Pesticide Applicator Licenses for each individual that will apply herbicides on government property.

iv. Safety data sheet (SDS) and product specimen labels for any alternative herbicide product proposed for use. These documents can be provided in an electronic format if available from the product’s manufacturer.

B. No later than one week after completion of each or any application, the Contractor shall submit to the Contracting Office clear, legible, and accurate documentation of the actual quantities of each product applied, including water-to-product ratio if product dilutions were made. Application documents shall include:

i. Date of treatment.

ii. Name and license number of Contractor technician(s) performing application.

iii. Product name and EPA registration number of chemical herbicides applied

iv. Quantity of herbicide product applied, in fluid ounces or gallons.

v. Percent active ingredient of product as applied in mixed form.

vi. Dilution ratio of herbicide to water for applied mixture

vii. Area treated per each pesticide (square or linear feet).

5. TENTATIVE EXECUTION SCHEDULE

The 934th Airlift Wing’s Civil Engineering Operations representative and the Contractor shall jointly establish mutually acceptable specific dates for the following applications and services, within the prescribed date ranges.

A. Pre-emergent/Post-emergent and Fertilizer Application: One (1) application including both pre-emergent and post-emergent herbicides for annual weed grass control and turf fertilizer, to be accomplished during the period from May 1st through June 15th.

B. Post-emergent and Fertilizer – 1st Application: One (1) application including post- emergent herbicides for both annual weed grass control and broadleaf weed control, and turf fertilizer. To be accomplished during the month of July.

C. Post-emergent and Fertilizer – 2nd Application: One (1) application including post- emergent herbicide for only broadleaf weed control, and turf fertilizer. To be accomplished during the period from August 15th through September 15th.

D. Crack/crevice/fence-line treatments: The Contractor shall provide up to sixty (60) hours of labor for application of a non-selective herbicide for fence-lines, sidewalks/curb lines, and pavement joints, during the period from May 1st through September 15th. The 934th Airlift Wing’s Civil Engineering Operations representative(s) will request service on an as-needed basis.

6. MISECELLANEOUS REQUIREMENTS AND DETAILS

A. The 934th Airlift Wing reserves the right to postpone a scheduled application event if necessary due to unexpected operational mission restrictions, or if forecasted weather conditions are not conducive to successful and effective application of the herbicides and fertilizers (i.e., forecasted or imminent precipitation, or windy conditions). The Contractor shall adhere to:

B. All work on Air Force property will occur between 7:00 AM and 3:00 PM, Monday through Friday excluding any federal holidays.

C. Fertilizer will be applied at a rate that results in, as nearly as possible, an application of 0.5 lbs nitrogen per 1000 ft² and 0.5 lbs potash per 1000 ft².

D. The non-selective herbicide applied for fence-lines, sidewalk/curb lines and pavement joints shall be applied as a minimum 2% concentration. Estimated total amount of product needed for all fence-lines, sidewalk/curb lines and pavement joint applications is 300 gallons, as applied.

E. Preparation and mixing of fertilizers and/or herbicides must be accomplished prior to arrival on 934th Airlift Wing property. Preparation, mixing or storage of fertilizers and/or herbicides on 934th Airlift Wing property is prohibited. Following each application event, all unused chemicals/products must be removed from 934th Airlift Wing property.

F. The Contractor shall use commonly accepted methods to ensure that herbicide applications do not damage trees and landscaped shrubs and bushes. Trees, shrubs and bushes, or turf areas that are damaged by the Contractor’s equipment or which die due to over-spray or excessive application of herbicides shall be replaced at the Contractor’s expense.

G. The Contractor shall ensure that applications of herbicides and/or fertilizers is accomplished in a manner that minimizes overspray onto non-turf surfaces, and prevents spraying onto buildings, equipment and vehicles owned by the 934th Airlift Wing.

H. The Contractor shall place standard warning signs or placards onto treated turf areas at locations designated by the 934th Airlift Wing’s Civil Engineering Operations representative.
