SECTION 1 - INTWDUCTSQN

1.01. Authorizcation. The Flood Control Act of 22 June 1936, as amended 28 June 1938, authoriaed a flood-control plan of improvement for protection of rnstropolitan areas in Los Angeles County; Santa Fe Ilam and Flood-Control Rewrvoir is part of this authorized plan; it was constructed by the Corps of Engineers, Los Angeles Mstrict, between August 194l and January 1949. 1.02. Project location. me Santa Fe flood control basin is located on the outwash area of the San Gabriel Mver in the eastern part of Los Angeles County, Cabifornia, about 5 miles downstream from the mouth of San Gabriel canyon, about 15 miles northeasterly from Los Angeles and 3 miles southwesterly from the town of Armsa. It is bounded on the north by the Atchison, Topelm and Santa Fe Raflway, on the west by the suburban development of Duarte, and on the east by the industrial plants, homes, highways and orchards of the area between Azuser. and Baldwin Park. The location of the project is shown in exhibit B and drawing file, No. 483/2, exhibit F.

1.03. Foundation of Santa Fe Dam site. The formation at this site is Recent alluvium consisting primarily of gravel and boulders up to-4 feet in diameter, together with considerable quantities of loose sand and very little clay or silt. The records of deep water wells drilled in the vicinity indfcate that this gravel and boulder type of materid. extends from the surface to depths of several hundred feet. The majority of these records shows the formation to be loose and unconeolidated although layere of "tight sand" and "cemented gmve1,fl lying at intervals between 100 feet and 400 feet deep, have been repoP%gdl, 10Bescri~tion sf project, a. Principal structures and equipment include (1) an earthfill dam, approximately 23 800 feet long wfth a maximum height of 92 feet above streambed; (2j an outlet works, consisting of an approach channel, an intake structure, a float recorder house, 16 gated outlet conduits, hoisting equipment, a standby power unit, a stilling basin, a downstream channel, and a service building; (3) er spillway, structure, consisting of an approach chernnel, an overflow ogee spillway, a stilling basin and an exit channel, (see drawing,. file NO. 439/2, exhibit F, and sections 3, 4 and 5 of this manual),

b, Hydrographic installations. Hydrographic installa- tions include (1) two reservoir water stage recorders, (2T-szxteen gate opening recorders, (3) an outflow gaging station, (4) two stan- dard glass-tube rain gages, (5) a recording rain gage, and (6) ds- cellaneous staff gages, indicators and sedimentation monuments, (see drawing, file No. 43$/2, exhibit F and also section 8, titled flHydrographic Installations, ") c, Codeation facilitf es. 1.65, Protection ~rovided. The %nta Fe flood control basin is an important unit in the flood-control plan for the LQS Angeles County drainage area. It provides protection for the Sm Gabriel Valley and the coastal plain area adjacent to the lower course of the San Gabriel River.

The purpose of this manual is to supply the dam tender and the district operating personnel with instructions for proper inspection, operation, and maintenance of the Santa Fe Dam and flood control reservoir. These instructions will.insure the continuous maintenance of structures and equipment and their operation in such a manner and at such times as will obtain optimurn benefits. S. the latter will service the outflow gaging station, make discharge measurements and compile and publish the ~utflowrecords in the U. S. During each inspection, items requiring maintenance shall be checked and descrfbed on the inspec- tion check lists included as exhibit C, After each inspection, one set of the inspection lists shall be promptly submitted to the Chief, Ydntenance Section, who will route it to the Design Branch, Engineer- ing Mvfsion; one set shall be submitted to the Chief, Operations Branch; and one set hall be retained by .the dm tender, Faintenance shall be performed by the dam tender if feasible. If maintenance requires hiring additional labor or equipment, the dam tender shall rauMt to the Chief, Operations Branch, a list of proposed maintenance measures, Nomoal min-tewe shall be made without delay during the non-flood season.

Appropriate equipment includes (but is not limited to) standard first-aid lefts and such items as blankets, stretchers, safety belts, life lines and kapok vests. SECTION 3

PROJECT ANII RB~VOIR AREA

3*01, Flod control basin, The flood-control basin is fomd by a rolled earth-fill dam having a crest length of 23,800 feet at elevation 513.0, and a maximum height above ground of 88 feet, or 92 feet above the bottom of the outlet conduits. The basin site is on the sloping plah of dluv5al fan of the Sm Gabriel Canyon where no abutments are available. The approach channel ts the reservoir is designed to cam all discharges up to 98,000 cubic feet per second, the peak ra%e of the channel design flood from the mouth of the San Gabriel Canyon to the flocd control basin, IPRprovements to tbe channel heve been made by the Los Angeles Conrrty Flood Control Dis- trict at various times during the past 20 years. The ends of the dam have been turned upstream and give the dam ar! approxhmte horse- shoe shape, with the spillway section located in the right wing. The area and capacity of the basin at spillway crest (elevation 496) is approximately 1,060 acres and 33,400 acre-f eet, respectively; at maximum water surface (elevation 508), 1,250 acres and 47,400 acre- feet; and at top of dam (elevation 513), 1,315 acres and 53,400 acre-feet. (see drawing, file No. 439/2, exhibit F, )

3.02, Access roads, The area immediately surrounding the darn site 5s accessible on the north v9a Foothill Avenue, on the east via IrwindaLe Avenue, on the south via Arrow Highway and on the west via Duarte Road. A 3Moot wide servfce road runs on top of the dam along its entire length. This service road is connected with the Arrow Highway by an 18-foot wide grouted rock ramp road- way, (see drawSngs, file Nos. 439/2, 439/40, exhibit F. )

38@3* APL access stairway OR the upstream face of the the center of the intake structure of the outlet works goes up to the service road on the dam crest. From a point direct across the service road, a stairway descends on the downstream face to the 20-foot berm at elevation 475, From there the walk ramp exhnds down the slope of the dam to a short stairway leading to the area 191 front of the slervdce building. Along the east wall of the Sntake stmtures a stairway and a walk ramp go down to the water stage recorder intake well. (s@ drawings, file NOS, 4381172 Rev. A, 439/1319 exhibit F. ) 3.ae Fmce~a Safety guard fences line both sides of the spillway for- the entire length, and also both sides of the still- ing basin of the outlet wmh, The fences consist of 2-inch dia- mond mesh chain aink geLa.d%edwire screens, 36 inches wide, topped by two strands 02 palvainized barbed wire, They are sup- ported by 1-5/8-inch galvanized steel tubing fence posts. and strengthened with 1-5/8-inch steel tubing braces at each change in grade 6r alinement. Posts and braces are set in 2-inch pipe sleeves which are set in the top of the wall. (see drawings, file Nos. 438/173, 439126, 439/198, and 439/200, exhibit F.)

3.05. Inspections and maintenance. The dam tender or his alternate sm perform periodic inspectiom and maintenance and shall complete inspection check list w shown in exhibit C. Main- tenace work is described in detail in the following paragraphs,

a. ErPbankplewts. SECTION 4 - OUTLET STRUCTURES

4.01. General. The outlet works are located near the geomet- rical centerline of the Santa Fe basin, They include an approach channel, an intake structure, a water stage recorder intake well, a water stage recorder house, sixbeen gated oonduits, a stilling basin, a service building and an outlet channel, Descriptions of the various parts mantioned above are given in the following para- graphs, (see drawing, file No. 439/131, exhibit F, ) ach cE.banne1. h.03. Intake struuture. The intake structure is a reinforced concrete d,located at the toe of the upstream slope of the dam symmetrically-to the centerline of the outlet works. -It is 206 feet long, 71.75 feet wide and 53 feet high and consists of four equal units, each one having four gated inlets, 6 feet wide and 9 feet high, Trash racks are provided in the upstream face of the inlet structure. A stairway along the east Wall and a grouted rock walk ramp lead to a water stage recorder intake well, located at the foot of the approach channel. A stairway leads from the intake structure to the watm stage recorder house near the tor, of the dam, (See drawings, file Nos. 439/31, 439/45, exhibit F. ) 0,Gate chamber$, Four gate chambers fom the intake structure, kach gate chamber contains four gates, totaling sixbeen gates. These gates are operated by hydraulJ.c oil cylinders with all operating and control equipment located in the gate chmibers, Parts may be nowd with a heavy dolly running on a serxlce car track which extends through the four chambers. An overhead trolley beam with a 5-ton, 20-foot U-b hoist runs from gate chamber tWt into the access gallery. (see drawings file Nos, &0/1.1, &0/15.12 &0/20.1, W10/33, 440/36, u0/38, h0/39, and .!1.40/41, exhibit F.) 4.05~ Aocess gallery, An access galleryo along the center- line of one of the center sections of the conduits, connects the gate chambers wh6h the s&ce building, It is approximately 398 feet long, 12 feet wide and 12 feet 4 inches high, A short stair- way with a removable gwrdrail descends from the floor of the gate chamber nBn at elevation 439, 27 to %he floor of the access gallery at elevation 434,O. (See drawings, file NQS. 439/LS, 439/U1,1 and 439/131, exhibit F. ) 4.06. Water stage recorder intake well. The water stage recorder intake well is a reinforced concrete wit, located at station 7*&.b5, near the outer end of the east wing wall of the intake structures of the outlet works, It is approximately 33 feet deep, but 'only about 8 feet protrude abwe the embankment. The upper part, which is the reoorder house proper, measures 4 feet by $ feet inside and the lower part, being the well, is 3 feet by b feet inside, An access ladder, consisting of steel rungs, extends fromthe bottom of the well to the floor of the reoorder house, A trap door in the floor affords entrance to the well. Wbr enters the well through a series of six 12-inch by 1-inah slots, spaced 3 feet apt, in the north wall. (see drawings, file Nos. 439/&6, and &O/L1, exhibit F. ) 4.07. Water stage recorder hoke. The water stage recorder house is bddreinforced concrete shaft, located in the outlet works on the upstream side, near the top of dam, at station 977.0, A flight of oomete stairs, 3 feet wide, provides approach from the access gallery to the spbl stabwag in the float recorder shaft. An 18-inch diameter floatwell pipe forms the core of the structure with the spiral stairuey wound around it, leading to the top floor of the shaft, Windows in the no~thhslf of the recorder house afford the operator a view of the intake, The lights in the recorder house and shaft are contfoued from a three-way switch at the head of the spiral stairway. The top floor oonW,m the water stage recorder, an interphone, a radio transnitter and receiver, a convenience outlet md a flush mounted panelboard, controllhg two 2,000-watt floodlights, mounted on the roof, (see drawings, file Nos, 439/99, 439/136, and 438/174, exhibit F*1 4-08, Gabd outlets. The drop from the outlet portal at elevation 420.0 to the floor of the stfll3q basin at elevation 401,O ie in the form of a parabolic arc with a circu4r reverse curve at the bottom, Two rows of baffle blocks, one row staggered in relation to the other, are inserted to aid in the formartion of a hydraulic jump for the mdwtmMI possible discharge fromthe outlet conduits, At the lower end of the basin a 9-foot high and 4-foot wide end sill across the entire width is providedto control the hydraulic jump, UpWt of the slabs of the stilling basin and approach is relieved by a series of weep holes, (see drawing, file No, 49/26, exhibit F, ) 4 .lo. Diversion intake. Frovision for a diversion of a certain amount of wahr to the chmel in order to satisfy exist- ing water rights is accomplishedthrough a diversion channel consist- ing of a series of five &-inch square gated outlets contained in a concrete block and equipped with five 5-foot square Calco slide headgates. The diversion charmel branches off from the wet,wall- of the stilling basin with the centerline at station l4i90.50 on a cum having a radiua of 150'feet. Invert elevation of the square outlets is 405.0. The slide gates are being operated by the Los hgeles County Flood @oatml District. (see drawings, file Bos , 439/131, 439/160, exhibit F,) 4.U. Service butlding. !3!he seTvSce buildhg, consisting of two edjacent redangplar units, is a reinforced concrete structure, covering a floor space of approximately 2,000 square feet. It is located at the base of the downstream slope of the outlet works, mar the stilling basin. The smaller of the two units, or west wing, containa a storeroom, a toilet and service sink. Separated by a wall is the larger unit cont-g a switchboard, a standby unit, a telephone desk, and a S-ton, 20-foot lift, trolley hoist for servicing the stmdby dt. The traveling crane requires a 10 hp, hhO-volt, 3-phase sqtll"frrsl cage motor. An @-inch up-blast ventilating f ztn, drimn by a 1/3 hp, ll0-volt motor, provides ventilation for the gate chambers, A 20-inch exhaust fan, driven by a a hp, IlO-voPt fan motor, is located on the floor of this wing. A large sliding steel door with orire glass panels provides access to an adjacsrrt parking space, approximately 200 feet wide and 50 feet long. An opening in the wall fpposite the door leads lntb the access gallery. A waterline of 1s-inch galvadzed steel pipe, extending from tMs wing of the service building to the upstream end of %]he aecess galleqr, supplies three, 3/L-inch hose bibbs in the gallery as well ips one 3/4-hch bibb in each of the four gab chambers. a. Channels. Channels shall be kept free of drift- mod, trash, silk., and other debris. Driftwood, brush, weeds and other co&ustible trash on the proJect shall be bmdsafely in areas remved from project stmctmes. Inco&ustible accuuxulat ions shall be hauled away and duped in approved disposal amas. b. Wee holes. Weep holes in the linings of the approach and outlet ch-m bpt open. Plant growth, birdat nests and animal-den accumulations shall be removed from the weep holes, using weed killer to keep dmplant growth, and a piece of heavy wire bent into a hook at one end to remm birds' nests and animal- den acmmlations. Silt deposits shall be removed from the holes, 5.01. General, The spillway is an overflow gravity ogee section located near tihe right abutllfant. The structure is rectan- gular in shape, apysrosrisnately 250 feet long and 1,200 feet wide, Idhen the spiUEsayis in operation, its discharge is directed at what has been called the head of El Monte Island, so that the flow would &.vide naturally down the San Gabriel River and the Rio Hondo. For purposes of dismssjeom, the spillway is divided in the following sectionso approach channel, ogee control section, upstream gravity walls, dowtream gravity warn, stilling baab, and exit channel. 5.02, Approah chamel, The natural ground surface upstream from the spillway is on a slope adoffers a constricbd approach. A reinforced concrete apron, at elevation 475.0, extends 38 feet 6 inches upstream fmm ogee and is 1,2QO feet wide. A l0-foot concrete cutoff, at the upstream toe, wa provided to reduce seepage under the struc- tm. Wing wall cutoffs extend into the errjbankrnent on either side of the ope to prevent percolation behind the walls, A secondary drop structure of parabolic shape connects the spfllway bucket (bottom elevation b73.0) ~5ththe floor of the stilling basin, at elevation 460,0, (See drawings, file Nos . 439/198$ and 439/200, exhibit F,)

The levee heights provide approximately 2 feet of freeboard above the &er surface for the mimimum possible discharge over the spillway. Safety guard fences are strung on top of the walls on both sides of the spillway, The walls at either end of the ogee section were designed as cantilever and monolithic eth the ogee. c. Hoists and motors. Hoist rimtors shall be kept prop- erly luBFicafad. Before attaching the grease gun to the grease fittfng, wipe the fitting carefully to remove all accumulated dirt and grit. Each hoist assenib3y shall operate smoothl;g. and without abnormal noise or vibration. The gate position indicators shallbe adjusted to show the actual height of the bottom of each gate above the intake hvert. Each gate shall stop automtically at the fully open position and shall close tightly wlthout shock. F&ll bearings of the hoist motors shall be checlced every 3 months. The hoist moto~sshall be lubricated and maintahed by qualified electricians from the District base yard. (See paragraph 7-08.) d. Painting. Painting of exposed raetal surfaces shall be done as required. Surfaces shall be thoroughly cleaned before painting; oil and grease shall be removed with suitable solvents and clean cotton rags, and rust spots and loose paint, with stiff wire brushes. Paint shall be applied in a workmanlike manner and in accordance with the applicable paragraph of the oziginal construction and supply specifications. Gates, gate frames, trash racks, and other metal surfaces emsed to water shall be painted with rust preventims. SECTION 7 - EUCTIU;CiiL FACILITIES

7001. Electrical energy ig qpUed at by the Southern Cali- fornia Edison Compaqy to a wood pole stepdown transformer rack, located on the south side of Arrow Highway, about 60 feet east of the bridge over the outlet channel, The single-phase lighting transformer is attached to a pole 180 feet east of the meter pole. The 3-phase power lead and. the single-phase lighting lead pass through mebr boxas mounted on a short pole 25 feet east of the transforxner rack. From this point both leads are carried under- ground in the same trench in rigid steel conduPb to the switch- board in the service building. Although the Southern California Edison Conpany converted its system in 1947-48 from 50 cycles to 60 cycles, the existing SO-cycle equipment in the control house is satisf actom and was not changed. (See drawings, file TTos . 4.40/46 to &0/51, inclusive, 439/69,1 and 439/lX6.1:, exhibit F.) 7.02, Standby mrmito The standby power unit is located in the east corner of the service bullding. It consists of a sb- cylinder water-cooled diesel engine, rated at 138 horsepower, direct connected to a 93.8-kv.-ae, 2,400-volt, 3-phase, 60-cycle generator. Full load speed is 900 revolutions per Il-dmre, The exciter, 3 kilo- watt shunt wound, 1% volts doc., 1,750 revolutions per rainute, is driven by V-belt from the generator shaft. II 2-cylinder gasoline engine is munted on the diesel engine as a starting engine. A 1,000-gallon fuel oil tank, 48 inches in diameter by ll feet long is located abou-b 100 feet south of the service building, and con- nected by *-inch diameter copper tubing, placed in a 2-inch steel tube, with the standby unit, (See drawings, file Paos, h.40/43 and &o/&, exhibit F.) -7.03. All the conduits behind the switchboard are tied together with a copper strapping which is grounded to the water system on the north side of the entrance to the access galle in the service buil-g. (See drawing, file No. &0/46, exhibit F.7 7.07, Traazsfo~lgers~The generator voltage of 2,400 volts is reduced to 480 wlts by three 25-kilovolt-ampwe, single-phase air- cooled tramfornmers, which are energized by s S9000-volt, 200- ampere, gag-operated c3rcruit breaker, all located in the northeast corner of the south wing of the service builang, adgacent to the standby unit, A dry type 48/&0/120-m>lt, 15 K.B,A. transforsner is located on the wall behind the main switchboard for electrjtcal service to Ught paasla in the servfce building, gate chamber and the recorder house. SECTION 10 - BUILDINGS

10.01. Dam tender*^ house. The dam tender's house is located approximately 2,4OO feet northwest of the service building. The house is a single story frame stucco, consisting of sir. rooms, semr- ice porch, bathroom, and a shingled roof. The foundation consists of concrete waUs and cast-in-place concrete piling. A central heating system with fuel storage tanks and piping is prodded. Sew- age disposal is by mans of a septic tank and field distribution pipe. The house has the customary plumbing facilities, and is wired for complete electrical semce, including electric range, Adjacent to the house, at the rear, is a concrete slab covered by a asphalt roof, which is supported by 4-by 4-inch posts, Outbuildings con- sist of a small building used for paint storage; a 2-car garage; a long, narrow lean-to used as a cofiination worlshop, tool storage, and garage; and a small building used for tool storage. A 3-inch pipeline carries domestic water to the house, Access is afforded by a driveway to the house and guage, and walks between gasage and ~OUS~

10.02. Electrical sera and eqgipment. Ehctrical service, consisting of a single-phase, 220-110-volt service, is furnisbd by the Edison Company from a transformer mo~mtedon a pole just south of the dam tender's house, supplybg domes%ic electricity for the lights, the heaters, and the electric range.

Landscaping . Landscaping znaintenan ce work includes irrigating, pruning, t-g, and other work required to keep trees, Shrubs, flowers, and grass in first-class condition.

The dam tender shall be familiar with approved safety measures and first-aid treatment, which are under the supervision of the Safety Branch of the District. The SafeLy Branch shall arrange for essenkial hstructions in safety and first aid for the dam tender and other key personnel, SECTION 11

WATER SUPPLY I.LND SEWAGE

Water is supplied to the project District through a 3-inch standard galvanized pipe which COI~~C~Sto a s+inch water main on Arrow Highway, approximately 2,770 feet south of the service building.

The system for the cUi.sn Lender's house includes a 4-inch metal. pipe carrying sewage into a septic tank about 25 feet southwest of the house; a h-inch vitrified clay pipe that carries effluent from the septic tank into a distribution box nearby; and three runs of 4-inch open-joht vitrified clay pipe distributing effluent into gravel-filled trenches, 11.03. Fire-fighting equipment inside the gate cheers includes four 15-pound size carbon dioxide extinguishers, one for each set of four gates, and eight 3/4-inch hose bibbs, one bibb for each two gates. 12.03. Dam tender's house. Fire-fighting equipment in (1) the dam tender's house includes six 1-inch hose bibbs with hose and two 2-inch hose bibbs with hose, (2) the tool shed includes three @pga~on soda-acid extinguishers and four l-inch hose bibbs, and (3) the gasage includes three 1-inch hose bibbs with SO-foot hose and one l$-inch hose bibb with 50-foot hose. 12.04. Inspections, tests, and maintenance. The dam tender or his alternate shall perfom periodic inspections and maintenance of the fire-fighting equipment, and shall complete inspection check list as shown 51 exhibit C, Fire-fighting equipment shall be kept in first-class condition at all times. Vkaintenance is described in the f ollo~Jingparagraphs :

a. Fire extinguishers. Fire exbinguishers inside the buildings shall be placed near doorways or windows that are easily accessible from outside. All exbingubhers shall be inspected once each month bg the dam tender and annu- by the Safety Branch, and inspection date recorded on attached card. Inspection will. deter- mine whether they are fully charged. They shall be recharged inme- &lately after use and shall be replaced promptly if defective. 14ah.i;enance of the soda-acid extinguishers shall include (1) re- ~novingthe cap and inspecting the conten%s once every six months and (2) emptying, cleanjag, and recharging the extinguishers, in accord- ance with the manufacturer's instructions, once each year.

13.01. Reservoir regulation. The regulation of Santa Fe Dam t o aff ectvperationof the proj ect is a respon- si'oility of the Chlef, Engineering Division. He has delegated this responsibility through the Chief, Plannfng and Reports Branch to the Chief, Hydrology &Reservoir Regulation Section. Information pertaining to the regulation of Santa Fe Dam is given in the Reservoir Re~niLationManual for that ?reject. This manual contains: (a) detafls on the district's organization and neth hods for effect- ing the regulation of the project; (b) an explanation of the plan of operation and (c) pertinent data required for the operation of the dam. These operating data include a gate apesation schedule, area and capacity curves, an outlet discharge curve, a splllway discharge curve, the reservoir design flood routing, the spillway design flood routing and other fnformation. The dan tender shall transnit hydraulic data necessary for the operation of the darn to the Hydrology & Reservok Regulation Section, including water sur- f ace elevations, gate settings and rainfall amounts, During severe floods, trafned engineers are dispatched to the Santa Fe Dam to assist in the flood fight and to supervise operation of the project if co:munications vit'n the District office are interrupted.
